Mr. Tran Quoc Nam, Chairman of Ninh Thuan Provincial People's Committee, said that the province will carry out its socio-economic tasks in 2024 in a context of favorable conditions and new opportunities, but with more difficulties and challenges. However, with the drastic participation of the entire political system, with high political determination, all levels and sectors will focus on directing and operating resolutely, flexibly, creatively, effectively, closely following the situation, with focus and key points, effectively implementing breakthroughs and key sectors and fields to promote growth.
Thanks to that, the socio-economic situation continued to recover stably and grow quite well (reaching 8.74%). The province's trade, tourism, service and industrial sectors increased quite well; the agricultural and rural economy maintained stable growth, the scale of high-tech agricultural production exceeded the set target; budget revenue was quite good, exceeding the plan; disbursement of public investment capital basically met the target; business activities showed signs of recovery; key and driving projects were focused on directing and accelerating progress...
Talking to reporters of Dau Tu Newspaper, Mr. Le Kim Hoang, Director of the Department of Planning and Investment of Ninh Thuan province, said that immediately after the Provincial Planning was approved, the province organized a Conference to announce the Planning, associated with investment promotion, to provide basic information about the Provincial Planning; introduce and promote the image of the province, its potentials, advantages, preferential policies, and development orientations to domestic and foreign investors, creating a spillover effect to realize the Provincial Planning.
When the Central Government and the National Assembly decided to restart the Nuclear Power Plant Project, Ninh Thuan identified this as an opportunity and a driving force for the province's socio-economic development, contributing to ensuring national energy security and promoting the early formation of a clean energy and renewable energy center for the whole country.

At the same time, the province has developed a Plan to implement the Planning and it has been approved by the Prime Minister. In particular, it clearly defines the roadmap and appropriate direction, promulgates specific programs and projects to organize the implementation of the planning goals and tasks; assigns specific and clear responsibilities to each agency and unit, mobilizes the entire political system to create a combined strength; maximizes the support of the Central Government to concretize into appropriate mechanisms and policies to mobilize and effectively use resources to implement the planning.
Currently, the goals and orientations of the Provincial Planning have been gradually realized in the 5-year and annual plans of the province and achieved positive results. In particular, the economic structure has shifted in the right direction (increasing the proportion of industry); agricultural production has developed quite comprehensively; services and tourism have recovered, the number of tourists to the province has increased sharply; the investment and business environment has been positively improved; the provincial competitiveness has been significantly improved.
In 2024, the province approved investment policies and approved investors to implement 13 projects with a total registered capital of VND 32,846 billion; adjusted 53 projects with a total additional capital of about VND 18,414 billion. Among the projects approved for investment policies, there are large-scale projects that create spillover effects and promote the province's economic development in the coming years such as Phuoc Hoa Pumped Storage Hydropower Project (total investment capital of VND 22,865 billion), Northwest New Urban Area Project (VND 7,750 billion), Social Housing Project in Thanh Hai Resettlement Area (VND 1,136 billion), Phan Rang Center Project (VND 864 billion)...
Mr. Hoang said that Ninh Thuan is endowed by nature with natural conditions of sunshine and wind to develop renewable energy. The province is also the gateway connecting the Southeast Key Economic Zone and the provinces of the Southern Central Highlands and the South Central Coast, with a relatively synchronous transport infrastructure system, including air, rail, road, highway and sea routes.
In particular, one of Ninh Thuan's advantages is access to land. All districts in areas with particularly difficult socio-economic conditions enjoy the highest investment incentives. Therefore, land rental prices in industrial parks in Ninh Thuan are only 30% of the national average.
In addition, the province also has preferential policies for preferential fields, industries and occupations according to the provisions of the Investment Law. Ninh Thuan also commits to ensuring the best benefits and the most convenient and simple administrative procedures for investors.
Ninh Thuan has harsh natural conditions, dry climate; low starting point; limited investment resources; economic development is not commensurate with the province's potential and advantages; small economic scale; limited investment and business environment, competitive capacity; small-scale enterprises, low competitiveness. Therefore, the province advocates promoting investment attraction, creating resources for development.
The province has been promoting innovation in investment promotion, focusing on promoting on-site investment; strongly improving the investment and business environment; maintaining periodic business dialogues to promptly remove difficulties for businesses; promoting private economic development, supporting businesses to innovate and create.
The province has also made strong efforts to reform administrative procedures in the investment sector, enhance level 4 public services, and reduce the time for handling investment policy approval procedures by 30% compared to central regulations (from 29 working days to 23 working days).
Aspiration to become the center of energy and renewable energy of the whole country
According to Director of the Department of Planning and Investment Le Kim Hoang, identifying 2025 as the year of acceleration, breakthrough, reaching the finish line, striving to achieve the highest results in the goals and targets of the 5-year socio-economic development plan 2021 - 2025, Ninh Thuan will focus on prioritizing, promoting rapid and sustainable economic growth; restructuring industries and fields in a substantial and effective manner associated with innovation of the growth model, improving productivity, quality and competitiveness of the economy; focusing on removing bottlenecks in mechanisms and policies; speeding up the implementation of key and inter-regional infrastructure projects.
In the field of industry and construction, Ninh Thuan accelerates the progress of infrastructure investment in industrial parks and clusters: Ca Na, Du Long, Phuoc Nam, Hieu Thien, Phuoc Tien, Quang Son, Phuoc Minh 1, Phuoc Minh 2...; continues to pay attention to supporting the development of small-scale handicraft villages associated with tourism development.
Regarding tourism, the locality will strengthen links and connections with national and regional tourism routes; attract and organize national and international events, develop night-time economic models to support service and tourism industries; strive to attract 3.6 million tourists by 2025; the added value of the service industry is expected to increase by 10 - 11%.
Notably, in 2025, Ninh Thuan will continue to innovate in investment promotion, focusing on on-site investment promotion; strongly improve the investment and business environment; maintain and regularly meet and dialogue with businesses periodically to promptly remove difficulties for businesses; promote private economic development, support businesses to innovate and create.
In particular, in 2025, the province will continue to effectively implement the policy of developing Ninh Thuan into an energy and renewable energy center of the country, in conjunction with the implementation of the Plan to implement the Power Plan VIII; prepare conditions for implementing the policy of restarting the Ninh Thuan Nuclear Power Plant Project; call for investment in offshore wind power projects according to the approved Power Plan VIII; complete the Project to build an inter-regional renewable energy service and industrial center in Ninh Thuan.
Ninh Thuan also identified regional transport infrastructure as playing an important role in the province's socio-economic development. Mr. Nguyen Van Vinh, Director of the Department of Transport of Ninh Thuan province, said: "The synchronous implementation of the transport infrastructure system of Ninh Thuan province is very important in economic development and shortening the distance between regions of the province... The formation of a complete transport network will ensure that traffic is always smooth, transport distances are shortened, helping to reduce transport costs, trade and exchange of goods between regions conveniently, easily and quickly, especially for remote areas of the province".
