On the afternoon of March 24, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired an online conference on irrigation planning for the Red River - Thai Binh River basin, period 2021 - 2030, vision to 2050. According to the Ministry of Agriculture and Environment, in the Red River - Thai Binh River basin, there are about 22,620 irrigation works, supplying water for 0.86 million hectares of cultivated land, 151 thousand hectares of aquaculture and about 0.87 billion m³ of water for daily life and industry; combined with power generation, transportation, tourism, environmental protection...
Regarding the developments of surface water resources, underground water resources, and hydrometeorology in the Red River - Thai Binh River basins, by June 2025, all water needs will be basically met and water resources will be in a normal state, the amount of exploitable water will be sufficient for daily needs, social security, economic development, and environmental protection.
The issue of irrigation planning in the Red River - Thai Binh River basin is a specialized technical planning stipulated in the Law on Planning. The planning is established with the aim of researching and proposing solutions for irrigation development to exploit, comprehensively use and sustainably develop water resources in the Red River - Thai Binh River basin; studying the impact of climate change, developing upstream, proactively draining water for agriculture combined with drainage for urban areas, industrial parks, etc. This is also the basis for developing annual, 5-year and long-term irrigation development plans in river basins, contributing to improving the water environment, meeting the requirements of socio-economic development, ensuring water security of river basins until 2030 with a vision to 2050.
At the conference, delegates discussed and gave their opinions on the content of the water resource scenario for river basins. They focused on the content and options for irrigation planning to serve multiple purposes, ensure water resource security, be suitable to reality, meet the requirements of socio-economic development, and ensure the feasibility of the planning in deployment and implementation...

Concluding the conference, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister highly appreciated the contributions of the delegates who had seriously studied the documents to provide detailed and constructive comments on the draft water resource planning for the Red River - Thai Binh River basin to ensure quality and efficiency, contributing significantly to the management, distribution, exploitation and protection of water resources in the river basins.
The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to absorb all opinions and suggestions from delegates, promptly revise and complete the draft plan for approval within the set deadline. Localities, within the scope of their tasks and powers, shall organize the implementation of state management of irrigation infrastructure in accordance with relevant laws within the locality; strictly manage land funds for planning implementation; and allocate budget for investment in irrigation infrastructure in the area.
Focus on reviewing and adjusting the reservoir operation process on rivers and streams in the Red River - Thai Binh River basin towards operating reservoirs in real time to optimize the regulation of water resources for various purposes. Improve the water storage capacity of existing reservoirs on the principle of ensuring safety; supplement and build new works to regulate, exploit, use and develop multi-purpose water resources, ensuring water supply for downstream areas at the request of competent state management agencies in case of water shortage, in accordance with the planning and other relevant specialized planning.
Strengthen solutions to protect water resources, prevent degradation, depletion, pollution of water resources and harmful effects caused by water, have a roadmap to restore degraded, depleted, polluted water resources, meet the requirements of integrated water resources management according to river basins and adapt to climate change; ensure water quality to meet socio-economic development goals.
