Online conference on the Project on criteria for identifying villages with a high concentration of ethnic minorities, with special difficulties and a high rate of poor households

On the afternoon of April 26, the Government held an online conference with localities on the Project on criteria for identifying villages with a high concentration of ethnic minorities with special difficulties and a high rate of poor households. Deputy Prime Minister Tran Luu Quang chaired the meeting.

Pursuant to Resolution No. 88/2019/QH14 and Resolution No. 120/2020/QH14, the Prime Minister issued Decision No. 1719/QD-TTg dated October 14, 2021 approving the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I from 2021-2025 (hereinafter referred to as National Target Program 1719). In which, in Sub-project 1, Project 9 has the content of "Investing in construction, upgrading, and renovating infrastructure in villages with a high concentration of ethnic minorities with specific difficulties and a high rate of poor households; prioritizing investment in extremely difficult villages".

However, up to now, there has been no document from the competent authority on the criteria for determining villages with a large concentration of ethnic minorities with special difficulties and a high rate of poor households, as a basis for approving investment targets in localities. To resolve the above difficulties and obstacles, the Government has assigned the Committee for Ethnic Minorities to urgently develop a Project on criteria for determining villages with a large concentration of ethnic minorities with special difficulties and a high rate of poor households, to submit to the Government. Thereby, the Committee for Ethnic Minorities requires localities to review and report the total number of households living in the area, the current situation and life of ethnic minorities with special difficulties; determine the level of difficulty of villages with ethnic minority households with special difficulties as a basis for developing the project.

Up to now, after completing the draft project, through the steps of collecting comments from localities and related ministries and branches, the Ethnic Committee has completed the draft submission to the Government. To ensure the principle, the meeting is the final step of collecting comments from localities before submitting to the Government for approval.

According to the content of Sub-project 1, Project 9 of the national target program, phase I from 2021 to 2025 approved under Decision No. 1719/QD-TTg of the Prime Minister, it is necessary to ensure the factors of a village with a high concentration of ethnic minorities with specific living difficulties, a particularly difficult village and a high rate of poor households. A village with a high concentration of ethnic minorities with specific living difficulties is a village with a rate of ethnic minorities with specific living difficulties of 30% or more. If the criteria are approved, it is expected that there will be 124 villages that are beneficiaries of Sub-project 1 of Project 9 of the national target program, phase 1 from 2021 to 2025. This ensures that investment is focused, key, and targeted.

If the project is approved for implementation, it will have impacts that clearly define the ethnic minority villages with specific difficulties. This will serve as a basis for determining specific villages and hamlets to invest in implementing Sub-project 1, Project 9 of the national target program, phase I from 2021 - 2025, contributing significantly to stabilizing the lives and improving the material and spiritual lives of poor ethnic minorities with very few people and with specific difficulties.

Investment criteria ensure focus, key points, concentration on the most difficult communes, villages, and hamlets, solving the most urgent and pressing issues, prioritizing support for ethnic minority households with specific difficulties and not increasing the number of villages (compared to the feasibility study report appraised by the State Appraisal Council, about 234 villages on the basis of inheriting the subjects identified in the period 2012 - 2020), thus not creating additional capital sources allocated in the medium-term public investment capital source for the period 2021 - 2025.

The criteria are quantitative, ensuring accuracy and transparency because they are collected from data from the 2019 Population Census and reports from localities in the process of determining the list of ethnic groups facing many difficulties and specific difficulties in the period 2021 - 2025, the list of communes and villages with special difficulties in ethnic minority and mountainous areas in the period 2021 - 2025...

In his concluding remarks, Deputy Prime Minister Tran Luu Quang requested the Ethnic Committee to coordinate with ministries and branches to review the content of the project on criteria for identifying villages with a large concentration of ethnic minorities with special difficulties and a high rate of poor households. Review instructions, adjust procedures in accordance with regulations, assess the positive and negative levels of criteria and standards, thereby having plans suitable to the reality of localities. The Ethnic Committee urgently inspects the reality in localities, completes the Project on criteria for identifying villages with a large concentration of ethnic minorities with special difficulties and a high rate of poor households and submits it to the Government before May 10, 2023.
