In his opening speech, conveying the best wishes of General Secretary To Lam and the Party and State leaders to the delegates, Prime Minister Pham Minh Chinh emphasized that 2024 has passed, the whole country has entered the final year of the 2021-2025 term, a term that is considered to have many difficulties and challenges such as: COVID-19 pandemic, disruption of supply chains, production chains, distribution chains; strategic competition, conflicts; natural disasters, especially typhoon Yagi; changes in senior leaders and all levels...

However, under the leadership of the Party, regularly and directly led by the Politburo, the Secretariat, headed by the General Secretary; the participation of the entire political system, the people, businesses and the support of international friends, the whole country has strived to overcome all difficulties and achieved important and comprehensive achievements in all fields. Informing that the Government Standing Committee will hold conferences with state-owned enterprises, private enterprises, banks, and foreign-invested enterprises to listen to the opinions of the business community, especially on what needs to be done in the immediate future to promote national development, especially proposals to remove institutional obstacles, Prime Minister Pham Minh Chinh asked delegates to assess and carefully analyze the situation, and give suggestions to the Government, ministries, branches, and localities, especially on obstacles related to law, land, planning, procedures, licenses, etc. to remove them, helping businesses develop, so that the whole country can grow by double digits in the coming time, for the development of the country and for the prosperous and happy life of the people.

In particular, the Prime Minister hopes that businesses will actively participate in major programs and projects of the country such as: North-South high-speed railway, standard gauge railway connecting with China, urban railway; nuclear power project; development of science, technology, innovation; implementation of projects to exploit underground space, sea space, outer space, etc.

According to the Ministry of Planning and Investment, after nearly 40 years of innovation, Vietnamese enterprises have grown strongly in both quantity and quality. To date, the country has more than 940,000 operating enterprises, more than 30,000 cooperatives and over 5 million business households. The business force has increasingly affirmed its important position and role in the socio-economic development, industrialization and modernization of the country; contributing about 60% of GDP, 98% of total export turnover and creating jobs for about 85% of the country's workforce.

Some large-scale enterprises have developed to reach regional and world levels; proactively participated and affirmed their position and role in global supply chains, contributing to marking our country with an increasingly high position on the world map of semiconductor chip production, innovation...

Over the past time, the Government and the Prime Minister have always been proactive, concerned, and accompanied the business community; closely, resolutely, synchronously, and promptly directed comprehensive policies and solutions in all fields, including economics, trade, diplomacy, etc.

The Prime Minister has established special working groups to support and remove difficulties and obstacles for businesses, especially in the face of unpredictable difficulties and challenges from outside; and has strengthened the Steering Committee on reviewing and removing difficulties and obstacles related to projects.

The business investment environment has been significantly improved with many outstanding policy reforms. The Government has made efforts to approve and announce 111/111 national, regional and provincial planning schemes. The Government continues to implement policies to extend the deadline for payment of value added tax, corporate income tax, personal income tax and land rent; reduce the value added tax rate by 2% to stimulate consumption and reduce costs for businesses.

These policies demonstrate the Government and Prime Minister's timely attention and support for the business community, helping people and businesses restore and increase confidence in economic prospects, increase investment, and expand production and business.

In the coming time, the world situation is forecast to continue to change rapidly, very complicatedly, and unpredictably; there will be more difficulties and challenges than advantages and opportunities, especially the risk of a global "trade war". The world situation is in a period of historic adjustment; many new industries and new technologies are emerging and changing rapidly, especially digital technology, artificial intelligence (AI)... which will reshape global value chains, methods, production structures, trade flows, investment...

Our country's economy continues to suffer from the "double impact" of external unfavorable factors and internal limitations and shortcomings that have lasted for many years. Meanwhile, from now until 2030 is a particularly important strategic time for our country, the sprint stage to achieve the set strategic goal of becoming a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045.

With that mindset, the whole country is determined to make efforts, be confident, and aspire to achieve breakthrough growth in 2025, at a rate of 8% or more to reach the target of the 5-year plan 2021-2025; focusing on building orientations for the 2026-2030 period and preparing well the fundamental factors to successfully implement the 10-year Strategy 2021-2030; at the same time, focusing on organizing party congresses at all levels towards the 14th National Party Congress, marking the time when the country enters a new era of development. To achieve this goal, it is necessary to have the joint efforts and contributions of the business community./.
