Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that the Central Government has just concluded that the Long Thanh International Airport Project must be completed in 2025, so relevant ministries, branches, units and localities must be active, proactive, "running while lining up", "only discussing work, not backtracking", and must not delay the progress of the Project; if any mechanisms or policies are needed during the implementation process, they must be reported to the competent authority. The Prime Minister requested that ministries and branches, when handling recommendations related to the project, must not "beat around the bush", must not respond in a "roundabout" manner; must not approve in a "must follow regulations" manner, ... but must be specific and have outputs.

The Prime Minister said that through the inspection trip to the project site Long Thanh airport Recently, the construction organization has not been stable: the construction site has not yet implemented the items synchronously; when the main station roof is being constructed above, there is almost no progress below. Therefore, the construction must be organized "rolling" according to the principle of synchronous construction; the construction and installation parts can be shortened, and the parts that can be proactively done must be proactive in taking advantage of the progress.

We must evaluate what ministries, sectors and investors should do. The Prime Minister emphasized that all relevant parties must value time, intelligence and decisiveness; avoid formalism, must do real work, take advantage of progress "working through Tet, through holidays", doing things with conscience and responsibility. We must strengthen construction measures to regain previous progress.

The Prime Minister also requested the Ministry of Transport and the Ministry of Agriculture and Rural Development to report to the Prime Minister on the handling of officials before Tet because of the delay in the progress of the assigned construction items in this project. Officials must be disciplined because the work is prolonged.

The Central Committee's conclusion also clearly states: work must be assigned in conjunction with responsibility handling. The Prime Minister requests that if relevant units and entities do not actively implement, they must be held accountable.

According to the report of Vietnam Airports Corporation (ACV), regarding the status of receiving and preparing construction site, ACV has received 100% of the site area (1,810ha for construction of phase 1 project and 722ha of surplus land reserve). Land clearance for connecting traffic routes: ACV has received 100% of the area for Line 1 (66.45ha) and Line 2 (59.68ha). Clearing the fence of 5,000ha: to date, ACV has received 21.84/21.89km (reaching 99.8%), the remaining 50m has not been handed over.

Regarding project implementation status: implementing the direction of the Prime Minister, Deputy Prime Minister Tran Hong Ha, the Ministry of Transport, the State Capital Management Committee at Enterprises for Component Project 3 - Construction investment project Long Thanh International Airport In phase 1, ACV has closely and effectively coordinated with relevant parties, implemented the direction of state management agencies to regularly evaluate the progress of work items and have plans to adjust the plan appropriately and promptly according to the actual situation.

The project has 15 construction and equipment packages. Up to now, 3/15 packages have been basically completed; Of the remaining 12 packages, ACV is implementing the construction of 8 packages; selecting construction contractors for 3 packages, 1 package the operator is reviewing the scale according to actual needs with the total value of implemented output reaching 26,762/74,216 billion VND, reaching 36% (In which the output value of the packages is about 23,522 billion VND, compensation cost for site clearance: 1,015 billion VND, consulting costs, other costs: 2,225 billion VND), specifically: 3/15 packages have been completed: Package 2.4 Airport Boundary Fence within 1,810ha, total value of output reached 24.19 billion VND; Package 3.4 Leveling and drainage, total value of output reached 4,412 billion VND; Package 5.6 Passenger Terminal pile construction, total value of output reached 471 billion VND.

By December 31, 2025, complete 3/12 bid packages:

Package 4.6 (Construction of runways, taxiways, and aircraft parking lots); contract value of over VND 7,244.2 billion; construction started in August 2023, completion schedule according to contract in July 2025. Total implementation volume is VND 5,435/7,244 billion, reaching 75.02%, the joint venture contractor has completed the foundation and is implementing the construction of the M350/45 cement concrete surface, reaching 97.17%. Complete and technically exploit the runway and taxiway before April 30, 2025 to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), shortening the schedule by 3 months compared to the contract schedule;

Package 6.12 (Construction of the Traffic System connecting Line 1 and Line 2): Contract value: over 2,630.37 billion VND.

Contract implementation period: 885 days from the date of commencement of the project; construction started on July 14, 2023, completed according to the contract on December 15, 2025. Currently, the joint venture contractor has mobilized 800 personnel, 196 machines and equipment to the construction site and simultaneously deployed construction teams for the following works: K95 earth filling for line 2; earth filling for loading; crushed stone aggregate construction; bored pile construction; abutment and bridge pier construction; Super T girder construction; bridge deck construction; hollow table girder construction. The total implementation volume of 1,695.90/2,630 billion VND reached 64.48%. Strive to basically complete the items of the bid package and technical traffic before April 30, 2025, complete all remaining items before September 2025, shortening the progress by about 3 months compared to the contract progress.

Package 2.10 (Construction of the airport boundary wall outside the area of ​​1,810ha): completed in October 2025; total value of output implemented is 3.5 billion VND.

By December 31, 2025: basically completed the construction of the remaining 9 packages. The packages are still under construction (5 packages): of which, Package 5.10 (Construction of Passenger Terminal) is constructed by the Joint Venture Contractor VIETUR as the general contractor; started in July 2023, the completion progress according to the contract is November 31, 2026 (39 months). To date, the total volume of implementation has reached 11,040/33,185 billion VND (33.27%). This is the critical path package of the Project (39-month progress); the reinforced concrete structure has been completed; the production and installation of the main steel trusses has been 100% completed in the wing area and 71% in the central area.

In parallel with the construction progress at the site, items such as glass facade walls, main roof of the station, air conditioning and ventilation system (ACMV), electrical system, low voltage system, water supply and drainage system, fire protection system are being constructed in a rolling manner on each floor with progress reaching from 22 to 80%...
