On the evening of February 9, 2025, during his working program in Quang Ngai, Prime Minister Pham Minh Chinh visited and worked at the Hoa Phat Dung Quat Iron and Steel Complex. On behalf of the Government, on the occasion of the New Year, the Prime Minister sent health wishes and greetings from General Secretary To Lam to the staff of Hoa Phat Group. The General Secretary wished the Group success and wished Hoa Phat to develop at the country's general pace of double-digit growth, especially starting from 2025, creating momentum for the country to enter a new era, an era of rising to become a rich, strong and civilized country.

Speaking at the opening of the meeting, the Prime Minister said: ''Today, when we went on an inspection tour, we saw and felt what Hoa Phat Group has done in the past 7 years in Dung Quat Area. We are very impressed, very proud and have confidence in Vietnamese enterprises. Hoa Phat has invested more than 7 billion USD, creating jobs for tens of thousands of workers, which is very admirable''.
Prime Minister Pham Minh Chinh acknowledged, commended and expressed pride in the results achieved by Hoa Phat after 8 years of investment in Quang Ngai; at the same time, he highly appreciated the companionship and support of Quang Ngai provincial authorities at all levels for the smooth implementation of Hoa Phat's project.
The Prime Minister pointed out that without fundamental industries such as steel and chemicals, we will always be passive in the process of implementing the industrialization and modernization strategy; we cannot help but develop the steel industry and must develop in the direction of digitalization and automation. Therefore, with enterprises like Hoa Phat, we will be more proactive in terms of strategy.
The Prime Minister asked Hoa Phat to continue researching and producing high-quality steel, especially steel rails for the North-South high-speed railway, railway lines connecting to China, and urban railways in the coming time.

Recognizing the passion, enthusiasm and dedication of Chairman Tran Dinh Long, the Prime Minister requested Hoa Phat to deploy the production of the above steel rails in a manner consistent with the Party's guidelines and policies and the State's laws; the Party and State will pay attention and create favorable conditions for Hoa Phat as well as other national enterprises to develop.
Ms. Bui Thi Quynh Van - Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council said: "Quang Ngai Province always supports Hoa Phat Group, providing maximum support so that Hoa Phat can carry out the construction and development of the factory as planned. The province will continue to support Hoa Phat to expand production, and make efforts to resettle other projects soon so that Hoa Phat can soon have a site to implement the high-quality steel production project. The province determines that supporting Hoa Phat is also supporting the development of the province, so the Standing Committee and the Provincial Leadership will continue to accompany and support Hoa Phat to the fullest extent".
Chairman of the Board of Directors Tran Dinh Long reported to the Prime Minister and Provincial Leaders: "Hoa Phat is currently the number 1 steel manufacturer in Vietnam, and has exported steel to 40 countries and territories. With large investment in production, the Group is focusing on producing high-quality steel to help replace imported goods. Hoa Phat commits to growing 15% per year, responding to the country's double-digit growth target for the period 2025-2030''.

During the meeting, Chairman Tran Dinh Long also expressed his sincere thanks to the Government, especially the Ministry of Industry and Trade and Quang Ngai province for creating the best conditions for Hoa Phat to quickly complete the $7 billion project in Dung Quat Economic Zone. A project of the scale of Hoa Phat in foreign countries would take at least 10 years, but Hoa Phat could complete it in just over 7 years. In addition to the issue of investment money, Hoa Phat can be proactive, the support and removal of obstacles from ministries and Quang Ngai province are important conditions to support Hoa Phat.
Hoa Phat has invested 7 billion USD in Quang Ngai in Dung Quat Economic Zone. The key projects are the Hoa Phat Dung Quat Iron and Steel Complex and the Hoa Phat Dung Quat 2 Iron and Steel Complex with a total investment of more than 171 trillion VND.
"With the current capacity, the Group is focusing on producing high-quality steel to help replace imported goods. Hoa Phat is confident in its capacity to research and produce rail steel, steel for making train axles and high-speed trains according to the Prime Minister's orders as well as high-quality steel for key national projects and exporting to the world," Chairman Tran Dinh Long emphasized. Mr. Tran Dinh Long committed: "Accepting the Prime Minister's assignment to produce steel for the high-speed railway project, we promise on our honor to produce rail products and steel for the project that meet four requirements. One is to ensure quality, two is to ensure quantity, three is to ensure progress requirements and four is to affirm that the price will be lower than the import price."
The Group's leaders also suggested that the Government should take measures to legitimately protect domestic manufacturing enterprises: ''Whatever domestic enterprises can do, we hope the State will assign them to enterprises. Only then can we nurture large enterprises''. At the same time, the leaders of Hoa Phat also proposed: ''First, the Government and the leaders of Quang Ngai Province should pay attention to early land allocation so that the Group can quickly implement the project on schedule to supply products for the Lao Cai - Quang Ninh - Hai Phong high-speed railway. Second, the Government should study the exploitation of domestic ore sources to replace imports, avoiding waste of resources. Hoa Phat imports 20 million tons of ore each year, after completing the project in Phu Yen, it will import another 10 million tons. With the ore price of 100 USD/ton, the Group has to import about 3 billion USD each year.
Since the project began in 2017 to 2024, Hoa Phat Dung Quat Steel has contributed nearly 35,000 billion VND to the State budget. Hoa Phat's projects in Dung Quat Economic Zone create jobs for about 17,000 direct workers, of which local workers account for more than 80% and tens of thousands of workers of Hoa Phat's contractors and partners.

In addition, Hoa Phat actively implements social security in Quang Ngai. Responding to the Government's program to eliminate temporary and dilapidated houses, the Group has supported the construction of more than 1,500 houses for the poor across the country. Quang Ngai alone is 30 billion VND, equivalent to 600 houses. In addition, the Group also carries out many other activities such as sponsoring school construction, supporting orphans, heart surgery for poor children, giving Tet gifts to the poor, etc.
Currently, Hoa Phat prioritizes the completion and operation of the Hoa Phat Dung Quat 2 Iron and Steel Complex project to ensure stability and continue to invest in developing deep processing of high-quality steel products in Dung Quat Economic Zone, aiming to be self-sufficient in production to serve key national projects, in which priority is given to serving the investment project to build a high-speed railway on the North-South axis in the period of 2026 - 2030.
When the Hoa Phat Dung Quat 2 Iron and Steel Complex Project is completed by the end of 2025, the Group's steel production capacity will reach 15 million tons/year, expected to put Hoa Phat in the Top 30 largest steel enterprises in the world.
At the end of the working session, on behalf of the working delegation, Prime Minister Pham Minh Chinh wished Hoa Phat to continue to grow this year compared to last year, with a growth rate of 15-16% following the country's growth momentum, wishing Hoa Phat "no Hoa, only Phat".
