After a period of lull, Da Nang has seen a resurgence of students driving motorbikes over 50cc to school.
After implementing the topics on ensuring traffic safety for students, the situation of students driving motorbikes to school has decreased. However, recently this situation has recurred.
According to reporters' observations near Tet, at many high schools in Da Nang, the situation of students riding motorbikes to school is still common.
Generally, this situation rarely occurs in central city schools.
On the contrary, in suburban schools, it is quite common for students to ride motorbikes over 50cc.
At Pham Phu Thu High School (Hoa Son Commune, Hoa Vang District), students riding motorbikes happens frequently. Many students drive motorbikes over 50cc, and some do not even wear helmets.
These students parked their bikes in a long line in front of the school gate, some parked their bikes in the school parking lot.
Right under the billboard "Do not give vehicles to people who are not qualified to drive vehicles to participate in traffic", dozens of students in official uniforms still ride motorbikes back and forth in front of the school.
Many students in gym uniforms also ride motorbikes to school without wearing helmets.
At Thanh Khe High School (Thanh Khe District), the situation is similar. At the end of school hours, many female students in ao dai uniforms ride motorbikes back and forth in front of the school.
Within just 20 minutes of standing in front of the school, Tuoi Tre Online recorded many cases of students gathering with motorbikes in front of the school and surrounding cafes.
Ms. T. (a water seller near Thanh Khe High School) said that because the school does not accept motorbikes over 50cc, some surrounding residents have accepted to keep motorbikes for students.
She said that last year, when the school stepped up its efforts to encourage parents not to hand over their motorbikes to students and the police to check and handle the situation, the situation decreased. However, recently, both regular and extracurricular students often ride motorbikes to school.
"There were many times when students were late for class and didn't have time to park their bikes, so they drove straight into my shop, left their bikes there, and went to class. Some of them were even sneaky, afraid of the teachers, and some of them just sped off as soon as they left school," Ms. T. shared.
In 2024, Da Nang City Police conducted many topics on traffic safety for students. In which, the police force focused on handling student violations and checking and correcting vehicle parking activities of facilities around the school area.
A representative of the Da Nang City Traffic Police Department said that the Traffic Police force of the units worked with the principals of 43 secondary and high schools across the city.
Accordingly, the school was asked to closely coordinate in handling the situation of students violating traffic safety, and at the same time required 52 vehicle parking facilities to sign a commitment not to keep vehicles for students who are not qualified to drive vehicles.
From January 1, students are only allowed to drive vehicles under 50cc after being instructed.
According to Decree 151/2024 of the Government effective from January 1, 2025, high schools and vocational training institutions are responsible for:
Organize students and families to sign a commitment to comply with regulations on traffic order and safety, including:
- Students are not allowed to drive motorbikes without meeting the required conditions, and are not allowed to drive motorbikes without completing the safe driving skills instruction program.
- Students' families do not give students vehicles to drive when they do not meet the conditions prescribed by law.
- Coordinate with the parents' representative board to remind children to fulfill their signed commitments, and regularly discuss with families about students' compliance with traffic laws.
- Make traffic safety law compliance one of the criteria for evaluating students' conduct.
