Quang Ninh province currently has about 22,000 people with disabilities. Although there has not been a specific social survey, the actual employment rate of people with disabilities of working age is still very low. Not only are they unemployed, many people with disabilities also become victims of domestic violence, are isolated, and are considered a burden...
Based on that reality, on May 29, 2016, the Quang Ninh Deaf Club was established by the Provincial Social Work Center, with the common goal of creating conditions for deaf people to support each other in studying, working and living; striving to become useful citizens for their families and society; at the same time promoting the implementation of the Vietnamese Law on Persons with Disabilities and the International Convention on the Rights of Persons with Disabilities to contribute to building an inclusive, barrier-free society for the rights of deaf people.
Every quarter, the Club organizes training sessions to improve knowledge and skills in job creation for PWDs. Training content includes practical skills to help people with hearing and speaking disabilities create jobs, such as: Building a job application, searching for recruitment information; applying technology in finding and maintaining jobs; methods of accessing and using employment services. In addition, the class also integrates general knowledge about social services, and guides skills to access and use other support services when needed.
According to Ms. Do Thi Le, Head of the Department of Communication and Community Development, Provincial Social Work Center, and Head of the Quang Ninh Deaf Club, the training sessions not only provide knowledge about the labor market and the ability to use sign language, but also create a playground for deaf people - a group of people who often face communication barriers. "Many students were previously unable to write complete sentences, but after participating, their sign language and writing skills improved significantly, helping them become more confident when accessing employment services," Ms. Le emphasized.
Mr. Tran Dinh Loi, Vice President of the Quang Ninh Deaf Club, is also a hearing and speech disabled person. Although he was born with a disability, he did not stop trying to improve his life. In 2015, he started to apply for a hairdressing apprenticeship but after about 8 months, he quit because of communication difficulties. In 2016, he was accepted into a hairdressing salon with a deaf instructor. Thanks to that, he studied the profession for a year and completed the course. In 2017, he officially opened his own hair salon called Hair Salon Tran Loi and has been the owner with his wife until now.
“Customers know that I am deaf, so I use the phone to communicate. I type the content of the conversation and show customers hairstyle samples on the phone. Thanks to that, customers clearly understand the requirements and choose a hairstyle easily. My income ranges from 6 to 9 million VND per month, depending on the number of customers,” said Mr. Loi.
Although achieving certain results, vocational training and job creation for deaf and mute people in Quang Ninh province are still generally limited. The number of training facilities is small, while many businesses are still hesitant to recruit due to prejudice. People with disabilities themselves often face financial difficulties and difficulties in accessing job opportunities due to low self-esteem and lack of skills... Many cases have jobs at businesses but are trained in traditional ways, without appropriate means of communication through sign language or interpreters. This not only affects the effectiveness of training but also reduces self-confidence, causes discouragement, and in some cases even leads to quitting work halfway.
To address the employment challenge, in 2025, the Center plans to deploy a vocational training model for drawing on craft village products (conical hats, cloth bags, etc.) for 15-20 people with disabilities. After training, students will be connected with souvenir shops and cooperatives to consume products. "We want to create a sustainable supply chain, help you earn an income and affirm that you are not a 'burden'," Ms. Le added. At the same time, the Center will apply digital technology to build an online job connection platform, helping deaf people in more remote areas such as Mong Cai, Hai Ha, etc. easily access opportunities.
In order to remove barriers to help people with disabilities find suitable jobs, in recent times, Quang Ninh province has made great efforts to improve the system of policies to support people with disabilities in a more flexible and practical way. In addition, the coordination between sectors, social organizations and businesses has also been increasingly strengthened, gradually contributing to building a humane and healthy working environment, suitable for the diverse abilities and needs of people with disabilities.
