Dong Nai Customs: Preventing revenue loss goes hand in hand with developing revenue sources

(HQ Online) - The budget collection situation at Dong Nai Customs Department from the beginning of the year until now has shown many difficulties. Therefore, many synchronous solutions are being implemented by the unit with the expectation of creating positive changes in the coming time.

Import and export decreased

According to Dong Nai Customs Department, as of March 15, 2024, the unit has processed 182,898 import-export declarations, compared to the same period in 2023, the number of declarations recorded a decrease of 22%. Correspondingly, the total import-export turnover also recorded a decrease of 28%, reaching only 4,515.4 million USD. Of which, import turnover reached 1,721.7 million USD, a sharp decrease of 31% and export turnover reached 2,793.7 million USD, a decrease of 25%.

Although import-export activities have decreased, the budget revenue situation at the unit remains relatively stable. Specifically, as of March 15, the total revenue achieved was VND 3,705 billion, a slight decrease of 0.7% compared to the same period in 2023. It is estimated that by the end of the first quarter of 2024, the total revenue will reach about VND 4,525 billion, a decrease of 1.5%.

According to the analysis of Dong Nai Customs Department, with the assigned budget target of 18,758 billion VND in 2024, the unit must collect an average of 1,563.1 billion VND per month. With the estimated figure achieved in the first quarter, the unit has only achieved 96% of the planned revenue target for a quarter. However, the unit assessed that the import and export situation of goods of enterprises in the area, although still affected by the world economic situation, has shown more positive signs. Enterprises have gradually overcome difficulties, consolidated traditional export markets, and actively taken advantage of trade agreements to find new markets. On that basis, the unit forecasts that the state budget revenue situation in the following months will be more positive.

Timely and appropriate response solutions

To complete the assigned budget collection target this year, Director of Dong Nai Customs Department Le Van Thung said that he has directed units to continue to synchronously deploy solutions to collect state budget according to Directive 371/CT-TCHQ dated January 24, 2024 of the General Department of Customs on synchronously and drastically implementing solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in implementing the task of collecting state budget in 2024.

Specifically, units will closely assess fluctuations in key factors affecting state budget revenue such as turnover, especially taxable import-export turnover, markets, goods, commitments in trade agreements, tax policies, etc. to promptly have adjustment plans to ensure the completion of assigned state budget revenue collection tasks.

In the management of taxable value, the leaders of Dong Nai Customs Department requested to focus on price consultation, the list of goods with price risks, price inspection warnings on the customs clearance system, not to miss or miss shipments with low declared prices but not checked or consulted, causing loss of state budget revenue both during and after customs clearance. Along with that, regularly review and check the work of classification and application of tax codes of goods, not to let one item have more than one tax code; regularly review the results of analysis and classification to avoid inconsistencies within the scope of the branch, Department, and Customs Departments, affecting customs tax management, causing difficulties for businesses.

Director Le Van Thung added that Dong Nai Customs Department will also focus on strictly controlling tax debts, collecting tax debts, and preventing revenue loss; strictly controlling tax exemption consideration, tax exemption, tax refund, and non-tax collection for enterprises, ensuring the right subjects, in accordance with regulations, and preventing tax loss; focusing on tax debt control to avoid outstanding debts from groups of subjects who have absconded, gone missing, or gone bankrupt... In addition, focusing on managing unaccounted tax debts. Reviewing, freezing, and handling debt cancellation according to the provisions of Resolution 94/2019/QH14 dated November 26, 2019 and the Law on Tax Administration, striving to prevent the occurrence of new difficult-to-collect tax debts, and preventing outstanding debts at December 31, 2024 from being higher than at December 31, 2022.

In particular, to protect and develop revenue sources, the unit is compiling a list of enterprises in Dong Nai that do not complete procedures and a list of enterprises that both complete procedures at Dong Nai Customs Department and complete procedures elsewhere to have a contact plan and support plan for enterprises to complete procedures. At the same time, the unit also regularly assesses factors affecting the progress of state budget collection of the unit such as the implementation of free trade agreements according to the roadmap, price fluctuations, fluctuations in import and export turnover with tax, the speed and economic recovery ability of enterprises in the management area, difficulties and obstacles in tax policies, etc. From there, timely solutions and appropriate handling and response plans are available to ensure the most effective completion of state budget collection tasks.
