Attending the groundbreaking ceremony were National Assembly Chairman Vuong Dinh Hue; Deputy Prime Minister Tran Luu Quang; and leaders of several central ministries, departments, agencies and Hai Phong city.
This is a Grade I civil construction investment project belonging to Group A; the main construction has a design life of over 100 years. Investment capital is from the city budget. The project preparation and implementation progress is from 2020 to 2025.
Perspective of the investment project to build the City Convention - Performance Center and synchronous technical infrastructure system.
The project is invested by the Urban Development Project Management Board and Civil Construction Investment; built on a land area of about 12.39 hectares in Tan Duong commune, Thuy Nguyen district.
The project scale includes Construction of a 1,500-seat City Convention - Performance Center with 3 floors and 1 basement, maximum height from the ground level to the roof top is 36.5m; total floor area is about 49,612m2.
Project to construct auxiliary works, outdoor technical infrastructure system, 22kV medium voltage power system and RMU distribution station in Bac Song Cam Urban Area.

Speaking at the ceremony, Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee affirmed that the construction of the City Convention - Performance Center and a synchronous technical infrastructure system in the North Cam River Urban Area is an urgent need, in order to implement Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on the construction and development of Hai Phong city to 2030, with a vision to 2045.
Following the success of the Hoang Van Thu Bridge Construction Project and technical infrastructure works under the North Cam River New Urban Area Infrastructure Investment Project; Hai Phong has started and is implementing the City Political - Administrative Center Investment Project, traffic system and synchronous technical infrastructure system in the North Cam River New Urban Area.
The City Convention and Performance Center is a multi-purpose facility, qualified to organize large-scale events such as national and international conferences, seminars, art performances, etc.
When completed, the North Cam River Urban Area in general, the Administrative - Political Center, and the Hai Phong City Convention - Performance Center in particular, will be a modern, dynamic, and most prosperous urban complex in the North, a symbol of the city's development and expansion in the new era.
Thereby, contributing significantly to the construction and development of Hai Phong to become the leading city in the country in the cause of industrialization and modernization; the driving force for development of the Northern region and the whole country.
