Hai Phong has just experienced its 10th year of double-digit economic growth. This is a challenging and proud journey that not every locality can do.
Special mechanisms are needed to maintain growth momentum.
According to Hai Phong City Party Secretary Le Tien Chau, the growth rate of gross regional domestic product (GRDP) in 2024 is estimated at 11.01%, ranking third in the country. With this figure, Hai Phong City has reached the milestone of 10 consecutive years of double-digit growth.
It is worth noting that Hai Phong's economy has continuously maintained a high double-digit growth rate, despite the difficult period during and after the Covid-19 pandemic. GRDP in the 2019-2023 period reached 12.6% per year, 2.44 times higher than the national average (5.16%), 1.74 times higher than the 2014-2018 period.
This is a very impressive result that many other localities have not been able to achieve in the same context and with the same institutions.
Hai Phong's average income per capita in 2023 will reach 191.21 million VND/person, equivalent to 7,826.12 USD, 1.83 times higher than in 2018 and 1.87 times higher than the whole country, ranking 2nd among 5 centrally-run cities.
Thanks to its strong internal strength, the city's transport infrastructure has been invested in a synchronous and modern direction, contributing to fulfilling its role as an important transport hub and the main gateway to the sea of the northern provinces. In the period of 2019-2023, Hai Phong city has built 19.67km of new national highways, 28.78km of provincial roads, 55.49km of district roads, 137.04km of urban roads, a series of bridges and seaports that play a role in connecting regions and areas.
However, Hai Phong City Party Secretary Le Tien Chau also noted that in order to maintain growth momentum, the city needs to focus on the task of building unique, outstanding, and breakthrough mechanisms and policies to create development momentum for the city; focus on removing difficulties and obstacles and starting a number of important driving projects.
Journey through many difficulties and new big projects
The leader of the Hai Phong Economic Zone Management Board said that in the coming time, Hai Phong will continue to focus on developing 20 new industrial parks with a total area of more than 7,000 hectares according to the Hai Phong City planning for the period 2021-2030, with a vision to 2050.
Of which, 1 project has been reported by the Ministry of Planning and Investment for appraisal of the dossier approving the investment policy for the project to invest in construction and business of infrastructure of Trang Due 3 Industrial Park.
Four projects have basically met the conditions and are submitting their dossiers to the Ministry of Planning and Investment to carry out procedures for investment approval, including: Nam Trang Cat Industrial Park (200.3ha), Giang Bien 2 Industrial Park (350ha), Vinh Quang Industrial Park (phase 1 area of 226.01ha), Japan - Hai Phong Industrial Park phase 2 (197.16ha). The occupancy rate of industrial parks reached 64.3%.
“The city has urgently completed the project to establish a southern coastal economic zone (EZ) to submit to the Central Government for consideration and approval in 2024. The Hai Phong Southern Coastal Economic Zone, with an area of about 20,000 hectares, is a multi-industry 3.0 generation ecological economic zone, focusing on high-tech industry, seaports, modern logistics and smart urban areas. In addition, the Southern Coastal Economic Zone is also expected to contribute VND550,000 billion to the budget and create 301,000 jobs," said a representative of the Hai Phong Economic Zone Management Board.
According to the report of the Hai Phong Economic Zone Management Board, to date, the city's industrial parks and economic zones have attracted 823 projects with a total investment capital of 42.65 billion USD.
Of which, 592 FDI projects were attracted with a total investment capital of 28.95 billion USD. 231 domestic investment projects were attracted with a total investment capital of more than 322 trillion VND (13.7 billion USD).
The mechanical, machinery and equipment industry received the most investment with 32% of capital.
South Korea is the country with the largest FDI capital in Hai Phong with 10.9 billion USD (equivalent to 44%).
Currently, the city has established 14 industrial parks with an area of 6,101.95 hectares (11 industrial parks in operation, 3 industrial parks not yet exploited or operated).
The infrastructure of industrial parks is basically complete, there is a wastewater treatment area, there are domestic and foreign enterprises operating and producing, there are investors managing and operating.
