TPO - The People's Council of Hai Phong City has just passed a Resolution to contribute nearly 11,000 billion VND from the local budget to carry out site clearance and invest in the construction of a branch section of the Lao Cai - Hanoi - Hai Phong railway construction investment project.


TPO - The People's Council of Hai Phong City has just passed a Resolution to contribute nearly 11,000 billion VND from the local budget to carry out site clearance and invest in the construction of a branch section of the Lao Cai - Hanoi - Hai Phong railway construction investment project.

At the 23rd session held on the afternoon of February 20, the 16th Hai Phong City People's Council passed a Resolution on contributing funds from the city budget to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project, the section passing through Hai Phong.

The project's starting point is at the rail connection point across the border between Lao Cai station and Ha Khau Bac station (China), in Lao Cai city; the end point is at Lach Huyen wharf (Hai Phong city).

The railway line has a total length of more than 403km, including: the main line is 388km long and branch lines are 17km long (not including the branch line to Nam Do Son, 12km long).

The section passing through Hai Phong has a main line length of 46.18km and 2 branch lines of 20.57km (from Nam Hai Phong station - Nam Do Son station and from Nam Dinh Vu Technical Operation Station - Dinh Vu station). The design speed of the main line is 160km/h, the branch line is 80km/h.

On the route through Hai Phong, there are 4 stations, of which Nam Hai Phong station uses the largest area (51ha), in Dai Dong and Minh Tan communes (Kien Thuy district), is a mixed station, train station, cargo and passenger operations station. The remaining three stations include Lach Huyen port, Dinh Vu station, Nam Do Son station.

On the route in Hai Phong, there are also two technical stations: Tan Vien (An Lao district) and Nam Dinh Vu (Hai An district).

According to the estimate of Hai Phong City People's Committee, the project must be cleared for both phases of about 376 hectares, with a total cost of site clearance and resettlement of about 5,860 billion VND.

Regarding construction costs, the main route is 46.18km long, with an investment cost of more than VND20,400 billion. The Nam Dinh Vu - Dinh Vu branch route (7.89km long) has an investment cost of about VND1,350 billion; the Nam Hai Phong - Nam Do Son branch route is about 12.63km long, with an investment cost of about VND5,100 billion.

According to the assessment of the People's Committee of Hai Phong City, the Lao Cai - Hanoi - Hai Phong railway has a great impact on the socio-economic development of the city in particular and brings about socio-economic efficiency in general, contributing to the gradual development of modern and synchronous railway transport, thereby creating a spillover effect, promoting rapid and sustainable socio-economic development.

Along with the strong investment in developing Lach Huyen international gateway port, this railway project will meet the demand for passenger and cargo transportation on the East-West corridor, being a gateway for trade with the world through major seaports in the Hai Phong area as well as connecting international railway traffic at Lao Cai border gate.

The National Assembly Economic Committee and Hai Phong City leaders surveyed the location for the Lao Cai - Hanoi - Hai Phong railway line at Lach Huyen Port on February 4.

This is a sustainable, modern, and friendly mode of transport, contributing to reducing traffic accidents, environmental pollution, responding to climate change, and ensuring national defense and security, in line with the green energy transition orientation. Therefore, the plan to contribute funds to the project capital for site clearance and construction of the 12.63km Nam Hai Phong - Nam Do Son branch line is necessary.

Hai Phong contributed a total budget of about 10,960 billion VND to carry out site clearance work, including the main line and branch lines and contributed funds to build a branch line from Nam Hai Phong station - Nam Do Son station.

Of which, 5,860 billion VND is used for site clearance including the main line and branch lines (Nam Dinh Vu - Dinh Vu branch; Nam Hai Phong - Nam Do Son branch). About 5,100 billion VND is used to invest in the construction of the railway branch to Nam Do Son port, 12km long and Nam Do Son station.

On the morning of February 19, the National Assembly voted and approved the Resolution on investment policy for the construction of the Lao Cai - Hanoi - Hai Phong railway project. The Resolution approved by the National Assembly emphasized the construction of a new, modern and synchronous railway line to meet the domestic and international transportation needs between Vietnam and China; creating an important driving force for rapid and sustainable socio-economic development.

Regarding the scope, the starting point of the railway line is at the cross-border rail connection point (Lao Cai province), the end point is at Lach Huyen station (Hai Phong city); the main line length is about 390.9 km; the length of the branch lines is about 27.9 km; passing through the territory of 9 provinces and centrally-run cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi Capital, Bac Ninh, Hung Yen, Hai Duong and Hai Phong;

The scale of new investment is the entire single-track line, 1,435 mm gauge; design speed is 160 km/h for the main line from the new Lao Cai station to Nam Hai Phong station, design speed is 120 km/h for the section through the Hanoi city hub area, design speed is 80 km/h for the remaining sections.

The total preliminary investment of the project is 203,231 billion VND; implementation progress: prepare a feasibility study report from 2025, striving to complete the project by 2030 at the latest.

The Lao Cai - Hanoi - Hai Phong railway construction investment project has a total length of 403.1km, passing through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
Scale: New investment in passenger and freight railway, single track in the short term, double track in the long term, 1435mm gauge, electrification. Design speed in phase 1: main line 160km/h (passenger train), 120km/h (freight train), 80km/h with connecting sections, branch lines.
