Due to problems with regulations and the process of evaluating the adjusted contractor selection plan, the An Phu and My Thuy intersection projects in Thu Duc City are behind schedule.
In a report on the implementation of 16 key traffic projects in Ho Chi Minh City in September, the Traffic Construction Investment Project Management Board (Traffic Board) said that the progress of the An Phu intersection project has only reached 55% of the total volume.
Of which, the Ba Dat bridge package and the Giong Ong To 2 bridge package have reached 85% and are expected to be completed in September. The two underpasses connecting the Ho Chi Minh City - Long Thanh - Dau Giay expressway to Mai Chi Tho and the Mai Chi Tho - Dong Van Cong underpass have reached 65% and 55% respectively...
With the actual progress, the investor said that it has announced to postpone the project completion plan to the end of 2025 compared to the previous date of April 30, 2025.

The reason pointed out by the Traffic Committee is that the regulatory issues and the process of evaluating the adjusted contractor selection plan took longer than expected. In addition, the area at the beginning of the Luong Dinh Cua route, where more than 22,000 square meters of land have not been cleared, is also the reason why the Luong Dinh Cua road expansion project has been stalled for more than 9 years.
According to the investor, this land is part of the An Phu urban development project, invested by Thu Thiem Investment Joint Stock Company. This area includes 64 affected households, but the compensation process has not been implemented due to the lack of agreement on which unit is responsible.
To resolve the difficulties, the Department of Natural Resources and Environment has proposed that the Ho Chi Minh City People's Committee send a written report to the Prime Minister on the adjustment to reduce the land area by 22,000 m2. At the same time, the Traffic Department was assigned to add about 10,054 m2 to the compensation plan of the An Phu intersection project, and carry out compensation, support and resettlement work according to regulations.
Similarly, the My Thuy intersection project is also behind schedule. The total work volume is currently about 50%. Of which, the construction of the left and right bank branches of My Thuy canal are both temporarily suspended due to land acquisition problems.
The Ky Ha 4 bridge project and the right turn from Phu My bridge, which started construction on April 2, 2024, are only 10% complete. On the other hand, the project's disbursement progress is also slow, reaching only 0.2% in 2024. The reason is that the site clearance work is slow, leading to the investor not having a site for construction.
It is known that the An Phu intersection project and My Thuy intersection (Thu Duc City) were included by the Ho Chi Minh City People's Committee in the list of typical city-level projects competing to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
These two projects are expected to “rescue” traffic jams at the eastern gateway of the city. They will help reduce traffic jams and accidents at the Cat Lai port gateway, increase traffic capacity to the ports connecting the Southeast region and Long Thanh airport.
In addition to the two projects mentioned above, a number of other transport projects in Ho Chi Minh City are also at risk of being behind schedule compared to the previous plan. For example, the Tran Quoc Hoan - Cong Hoa road project has currently reached 78% of the total volume. However, up to now, the implementation of site clearance compensation and resettlement support at the project has not been completed, so the capital allocated in 2024 cannot be disbursed.
Another important project is the compensation, support and resettlement of Ring Road 3 through Ho Chi Minh City (component project 2), with a total cost of more than VND 18,975 billion from the central budget and the city budget. The project is assessed to be behind schedule due to the difficulty in determining the owner, legal origin of the land and the potential for lawsuits and disputes.
