The Resolution of the 19th Provincial Party Congress sets the goal that by 2025, Ha Tinh will complete the criteria for the province to meet the NTM standards. That is also the journey to strive to improve the material and spiritual life and the role of the rural population. In nearly half of the remaining time of the 2020-2025 term, Ha Tinh will mobilize the entire political system, social resources and each citizen to join hands with the consistent viewpoint of building NTM increasingly in depth, substantially, effectively and sustainably.
At the mid-term review conference of the pilot project to build a province that meets new rural standards, Ha Tinh determined the roadmap that by 2024, the province will be recognized by the Prime Minister as having completed the task of building a new rural area. This is also an important step to promote the province to gradually complete the criteria of the pilot project to build a new rural area.
Decision No. 312/QD-TTg of the Prime Minister on the regulations for provinces and cities to complete the task of building new rural areas in the 2021-2025 period sets quite high requirements. The whole country has only 5 provinces that have completed the task of building new rural areas (Nam Dinh, Dong Nai, Ha Nam, Hung Yen and Hai Duong). In Ha Tinh, the requirements for completing the number of districts and communes meeting new rural and advanced new rural standards; criteria on traffic, trees; and people's satisfaction index are all in the final stages.
According to progress assessment, up to now, the province has 7/10 districts meeting the NTM standards; 3 districts have not met the standards including: Loc Ha, Ky Anh and Huong Khe. Of which, 2 districts Loc Ha and Ky Anh have 100% of communes meeting the standards; Loc Ha has basically completed 9/9 district-level criteria, awaiting appraisal and Ky Anh is striving to meet the standards by the end of 2023.

Mr. Tran Cong Toan - Head of the Department of Agriculture and Rural Development of Ky Anh district shared that as a difficult district, the journey to build a new rural area in the locality is still arduous, with a large amount of work and many criteria requiring resources and in-depth investment. For example, the environmental criteria have up to 8 sets of indicators - a difficult criterion not only for Ky Anh but also for most districts in the province. Thanks to the synchronous implementation of solutions, Ky Anh has gradually overcome difficulties with many creative and effective ways, in which the thorough classification of household waste has become a bright spot in the whole province. Not only sorting at source, Ky Anh also organizes separate collection of organic and inorganic waste with 2 specialized vehicles, thereby helping people take responsibility in protecting the environment.

Coming to the coastal commune of Ky Phu (Ky Anh district), one can feel that every resident here is making an effort to preserve the environment and beautify the village landscape. Up to now, 100% of households voluntarily classify waste at source; the commune's main roads and village alleys have green fences and are regularly clean. Mr. Hoang Van Lap (Phu Thuong village) shared: "Treatment of waste at source encountered some initial difficulties due to unfamiliarity. However, once it became a routine, everything became easier. Currently, cleaning and beautifying each residential area has become a habit and daily need of my family as well as the people in the commune."
Along with the environmental criteria, the centralized clean water criteria in Ky Anh district are also finding a way to solve the problem when the progress of centralized water supply projects in Lam Hop commune and surrounding areas, with a total investment of 40 billion VND; in Ky Lac commune, a total investment of 13 billion VND is being accelerated. The district is proposing that the province soon approve the list of socialized investment projects for the clean water project in Ky Dong and surrounding areas, at the same time, expanding the water supply network from the water plant system of Ky Anh town, supplying the communes: Ky Tho, Ky Tan and Ky Van. In the whole province, only Huong Khe currently has 4 communes that have not met the NTM standards, including: Huong Lien, Huong Lam, Ha Linh, Dien My. Due to the terrain being divided by hills, rivers, and streams, and difficult traffic, people's lives are still difficult. To act as a "lever" to help Huong Lien reach the finish line, according to the assignment of the Chairman of the Provincial People's Committee, provincial-level units have directly sponsored and sponsored the commune to implement the criteria. With the viewpoint of "good villages, good communes", the units have assigned support to each village to implement the criteria. Thanks to that, Huong Lien has been like a "big construction site" in the past time. On the road, people are "excited" to share, widen the corridors, and pour solid concrete; In the garden, people are busy clearing out mixed gardens, planting fruit trees, moving barns, and renovating houses... “As a particularly difficult commune, we have received a lot of support from all levels and sectors. According to statistics in 2022, departments and sectors have supported the locality with nearly 3 billion VND in resources, creating an important “push” for people to change their awareness and proactively carry out tasks. With the support and sponsorship of all levels and sectors, up to now, Huong Lien commune has completed 20/20 criteria and is waiting for recognition of meeting standards.
Over the past year, Village 3, Dien My Commune has received 300 workdays of support from officers and employees of departments, branches and units under the Department of Agriculture and Rural Development. According to Mr. Nguyen Van Thanh - Deputy Head of the Department of Rural Development (Department of Agriculture and Rural Development), every weekend, officers and employees of units under the Department return to the village to both propagate, train and guide people to implement the criteria and directly participate in each part of the work. In addition to cash support worth nearly 80 million VND, units under the Department also called for support of many cultural house and school equipment, construction materials, trees, breeds... worth tens of millions of VND.
Mr. Phan Ky - Vice Chairman of Huong Khe District People's Committee said: "The implementation progress in the communes in the last group is very urgent. In particular, with the support of all levels and sectors, some communes have basically completed the criteria such as Huong Lam and Huong Lien. For the remaining communes, the district is organizing specific assessments, reviews, and developing solutions for some difficult contents and criteria such as: traffic, cultural facilities, schools, residential housing, environment and food safety, and model residential areas".
Huong Lam Commune, Huong Khe District has also made efforts to complete 20/20 criteria, awaiting evaluation and appraisal.
These days, the competition to complete the criteria for building advanced new rural areas is also taking place vigorously throughout the province, aiming to soon meet the requirement of having at least 20% of districts and 40% of communes meeting advanced new rural standards in the 2021-2025 period according to Decision No. 312/QD-TTg. Duc Tho, Can Loc, Thach Ha are the 3 districts selected by the province to build advanced new rural areas, and are currently focusing on implementing the criteria.
In Duc Tho district, in 2021 and 2022, the district Party Committee issued 4 thematic resolutions and many policies to support the implementation of the criteria. In particular, every year, the district establishes specialized working groups - "special task forces" that directly direct, guide, and assist communes, thereby creating a fulcrum for localities to focus on improving the quality of commune-level criteria.
Mr. Bui Anh Son - Chairman of Yen Ho Commune People's Committee said: "We have chosen education as an outstanding field and mobilized tens of billions of VND to build projects and works. Up to now, the commune has 3 schools that all meet level 1 standards, of which 2 schools meet level 2 standards. The primary school is currently building a happy school. Currently, the whole commune has a spacious and modern infrastructure; average income per capita reaches 52 million VND/year; 6/6 model villages. Yen Ho has been recognized as meeting advanced NTM standards and is striving to become a model NTM commune".
The competitive atmosphere to complete the criteria for building advanced new rural areas is always maintained in villages and hamlets in Duc Tho district.
Duc Tho currently has 5 communes meeting advanced NTM standards, 1 commune meeting model NTM standards. It is expected that by 2024, the locality will have 100% of communes meeting advanced NTM standards, at least 4-5 communes meeting model NTM standards. However, according to Mr. Nguyen Anh Duc - Vice Chairman of the District People's Committee, the locality is closely following the new criteria to develop an implementation plan, both meeting immediate requirements and being strategic, striving to complete the targets according to the set plan.
On March 8, 2022, the Prime Minister issued Decisions 318/QD-TTg, 319/QD-TTg, 320/QD-TTg and 321/QD-TTg stipulating the sets of criteria for communes, districts and provinces meeting the new rural standards for the period 2021-2025. To meet the new criteria of the Central Government, the People's Committee of Ha Tinh province also issued decisions to organize implementation in the area (Decisions 36/2022/QD-UBND, 37/2022/QD-UBND, 38/2022/QD-UBND). At the mid-term review conference of the implementation of the pilot project to build a province meeting the new rural standards (April 2023), the Chairman of the Provincial People's Committee requested localities to review, develop upgrading plans and organize implementation to ensure meeting the standards according to the new set of criteria in 2023.

According to the new standards, many criteria need to be strengthened, improved and supplemented such as: environmental criteria with higher requirements; additional criteria for quality of life, traceability, etc. Currently, communes and districts in Ha Tinh have organized to review and upgrade criteria; many localities have gradually shifted to building advanced and exemplary NTM to ensure continuity, sustainability and depth. For example, Vu Quang district, which has reached the target of NTM district criteria early in 2020, currently, compared to the new set of criteria, some local indicators are still lower than the requirements. The district identified maintaining the standards of criteria according to the new requirements as extremely important content, thereby proactively developing solutions and organizing campaigns to launch emulation movements to build NTM.
Ms. Nguyen Thi Luong - Deputy Head of the Department of Agriculture and Rural Development of Vu Quang district said that localities are focusing on upgrading and renovating roads, drainage ditches, installing lighting lines; surveying and building ecological garden houses, ecological residential clusters... to meet the requirements of consolidating and improving criteria.
