Faced with the current situation of the coastal road section passing through Ha Tinh province being damaged and degraded, posing a potential risk to traffic safety, the province has spent 22 billion VND to repair and fix it.
22 billion VND budget allocated for road repair
On November 16, news from the People's Committee of Ha Tinh province was announced that the province had just issued a decision approving the plan to select contractors for the construction phase of the project to repair damaged DT547 (coastal road).
Accordingly, the repair locations for damaged road surfaces are at sections Km 77+200 - Km 79+152, Km 80+300 - Km 81+150, Km 106+630 - Km 108+250 and Km 109+275 - Km 110+951.
Of which, the cost of road surface repair (Package No. 04.XL) is more than 21.7 billion VND; the cost of construction supervision and insurance consultancy is more than 500 million VND, taken from the budget for maintenance of local road and inland waterway systems in 2024.
The above damaged and peeling areas will be repaired and fixed within 8 months from the date of selecting the contractor.
Previously, Giao thong Newspaper reporters repeatedly reported that on the coastal road in Ha Tinh, there were many sections where the road had degraded, the road surface was peeling and uneven, posing a potential risk of traffic accidents.
In particular, the section from Cam Linh commune (Cam Xuyen) to Ky Bac commune (Ky Anh) has many damaged and peeling spots, even the entire road surface in both directions has peeled off. Vehicles almost have to encroach on the opposite lane to avoid potholes.
At Km98 - Km99+500, the section passing through Ky Phu and Ky Khang communes (Ky Anh), there are many asphalt patch points. Some locations have an area of 5 - 10m2, some even stretch for tens of meters.
The section passing through Ky Ha commune (Ky Anh town) was just put into operation but has been severely damaged since 2021. According to a report by local authorities, since the beginning of 2023, there have been more than 10 traffic accidents on this route.
There are 350m left that have not been paved due to land issues.
In particular, on the coastal road section through Tan Thang village, Ky Ninh commune (Ky Anh town, Ha Tinh), there is still 350m of road that has not been constructed for nearly 14 years. The road surface is deformed while heavy trucks often travel, causing dust and potential risks of accidents.
The road is short but has many potholes and "potato beds". Many trucks and containers drive one after another, dragging behind them dust and dirt, passing over the deformed road and obstacles lying horizontally on the road surface.
Mr. Nguyen Phuoc Long (a truck driver, residing in Ky Anh town), said: My car has to go as slow as possible to get through potholes. Many times the car tilts and falls over as if it is about to collapse into the swamp.
Households living along the road have to use tarpaulins and cloth to cover the road in the hope of reducing pollution, but this only helps a little. Some households are even afraid that the tilting truck will collapse their gates, so they have to use rocks to block off potential accident areas.
The degraded road has greatly affected the daily life and trade of the people. Ms. Vo Thi Loan (53 years old, Tan Thang village) indignantly said: Now the village roads for new rural areas are wide and beautiful everywhere, only this section of the road is bad.
As a result, some truck and container drivers drive around village roads, pulling out electric wires, endangering people’s lives. Vehicles sinking into the ground happens frequently.
According to the reporter's investigation, the 350m road section through Tan Thang village, Ky Ninh commune was previously a part of the Ky Ninh commune cross-road project. The project, nearly 9km long, was implemented in 2010, connecting National Highway 1A through Ky Ha commune, Ky Ninh, intersecting with Provincial Road 547.
The Ky Ninh cross-road project was implemented in 2010, invested by the Ha Tinh Provincial Economic Zone Management Board (now managed by the Ha Tinh Provincial Economic Zone Investment and Construction Project Management Board).
Currently, the entire 120km coastal route, starting from Cua Hoi Bridge (Nghi Xuan District) to the intersection with National Highway 12C at Vung Ang Port (Ky Anh Town) with a total investment of more than 2,000 billion VND has been completed and put into use. The number of heavy trucks traveling on this route is dense and regular.
The coastal route Xuan Hoi - Thach Khe - Vung Ang (DT547, also known as Ha Tinh coastal road) is 120km long, starting from Cua Hoi bridge (Nghi Xuan) to the intersection with National Highway 12C at Vung Ang port (Ky Anh town), invested in construction since 2010 and will be put into operation by 2022.
Since the project was completed and put into use, the coastal road has become the traffic artery of Ha Tinh. Only 350m in Tan Thang village, Ky Ninh commune has not been constructed yet, has degraded, and has become a "bottleneck" of the arterial road.
Information from the Management Board of the Investment and Construction Project of the Ha Tinh Economic Zone (investor): The Ky Ninh Cross-Road Project Phase 1 through Tan Thang Village, Ky Ninh Commune (now the coastal road) has no source for construction. The unit is waiting for the Provincial People's Council to meet, give opinions, and provide sources.
