Transport infrastructure is considered the "bloodline", the "key" to promote socio-economic development in ethnic minority and mountainous areas; in recent times, Lao Cai province has devoted many resources to developing the rural transport system, most notably resources from national target programs that have been gradually solving urgent difficulties in upgrading, expanding and synchronously completing the rural transport system in Lao Cai.
From resources of National Target Programs, hundreds of kilometers of rural roads in Lao Cai have been upgraded, opened and concreted.
Nam Co village, Khanh Yen Thuong commune, Van Ban district has the strength to grow cinnamon trees. It can be said that cinnamon trees have contributed to "changing the lives" of the people here; the cinnamon growing area in the village is increasingly expanding. However, in the past, the road to Nam Co village was very difficult, causing travel and trade to be limited, affecting the income and life of the people. But when the 1.5km long road to the village was invested in construction from the capital of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021-2025, with a total cost of nearly 2 billion VND, it opened up new opportunities for people to grow cinnamon here.
When the plan to build a road was announced, the villagers were all excited and in agreement. Although the land for production here is considered “every inch of land is worth an inch of gold” because of the value of cinnamon trees, the villagers donated over 2,000 square meters of land so that the road could be completed on schedule.
Rural transport construction contributes to promoting socio-economic development in ethnic minority and mountainous areas.
Mr. Phan Trong Quang, Vice Chairman of Khanh Yen Thuong Commune People's Committee, said: Nam Co is a difficult village of the commune; previously, the road to the village was extremely difficult, on rainy days people had to walk because motorbikes could not enter. People grew cinnamon but the price was low because vehicles could not enter to transport it, so they had to hire transportation, which was very expensive.
Mr. Quang continued to inform that now cars can go all the way to the hill to transport cinnamon, the Party Committee, the commune and village authorities and the people are all happy and excited because there is a solid concrete road to travel. Having a road is not only convenient for economic development and the circulation of goods, but it is also much more convenient for cadres to go to the village to propagate and mobilize people to comply with the policies, guidelines and laws of the Party and the State. Thereby, contributing to stabilizing the security and order situation in the village...
Traffic routes are increasingly extended, promoting trade of goods between lowland and highland areas.
As for Bat Xat district - district 30a of Lao Cai province, with the characteristics of a mountainous district, most of the roads in the district have complex terrain, the roads to the villages are often long, many routes have a very large volume of roadbed excavation, natural disasters such as storms and floods often occur, so the construction of roadbed expansion is very difficult.
However, with the determination and approach of the locality, combining the capital sources of the central, local, capital sources of national target programs... the rural traffic infrastructure of the district has developed strongly in recent years. From 2022 to present, over 123km of rural roads have been invested in opening, upgrading and concreting.
“The district has proactively delegated the responsibility of investing in rural roads to communes, thereby making them more proactive in choosing the most suitable and urgent roads to invest in. During the implementation process, the district has established a consulting team to guide communes in surveying, consulting on design, construction, etc. Thanks to that, the projects after completion and put into use all ensure technical and aesthetic standards,” said Mr. Luu Trung Thanh, Deputy Head of the Economic Infrastructure Department of Bat Xat district.
Identifying transportation as the "key" to promoting socio-economic development in ethnic minority and mountainous areas; from the beginning of the term, the Department of Transport of Lao Cai province has proactively coordinated with relevant departments, branches, and People's Committees of districts to survey the needs to develop a project to develop transportation in the whole province. Regarding rural transportation, the Provincial People's Council issued Resolution 22/NQ-HDND dated December 4, 2020 on "Investment policy in building rural roads associated with building new rural areas".
Mr. Nguyen Quoc Huy, Director of Lao Cai Department of Transport, said: Since the beginning of the term, Lao Cai province has built nearly 1,000km of rural roads, nearly 700km of district-level roads and more than 700km of provincial roads... With the characteristics of a mountainous province, budget collection still faces many difficulties, so support resources from the central government and resources from national target programs play a very important role in helping Lao Cai province consolidate and build transport infrastructure, including the rural transport system.
It can be said that with the attention and many ways of mobilizing all resources from projects, ethnic policy programs, national target programs... the roads in many ethnic minority and mountainous areas of Lao Cai province have been continuously expanded and renewed, and have promoted the function of promoting socio-economic development for disadvantaged and mountainous areas of Lao Cai province, changing the appearance of the countryside to become more spacious and modern.
