In recent times, the Department of Transport of Quang Tri has focused on investing, upgrading and repairing the transport system, from provincial roads to district roads and commune roads, helping Hai Lang district exploit its potentials and strengths, attract investment, promote economic restructuring; especially helping the district complete the transport criteria, contributing to Hai Lang achieving the standards of a new rural district by 2025.

Quang Tri Department of Transport is managing the roads in Hai Lang district with a total length of more than 63km: including: Provincial Road 582, 15km long, Provincial Road 582b, nearly 14km long, Provincial Road 583, 5km long, Provincial Road 584, more than 17km long, and National Highway 49C, more than 12km long. Along with investing in repairing damaged points on provincial and national roads, the department is always interested in supporting investment funds to repair and upgrade many sections of district roads.
The leader of the Traffic Maintenance Management Board (QLBTGT) said that in recent times, the development process in all aspects of Hai Lang district has been quite strong, so the traffic density on the routes is quite high, causing many sections to frequently deteriorate and be severely damaged, requiring attention and investment in maintenance. In 2024, the Department of Transport has invested in local repairs of roadbeds, road surfaces, and drainage ditches of Hai Lang district roads.
Specifically, the repair of the section from km 6+800 - km 7+323 of District Road 51 is organized. The road level of this section is rural traffic, level B, with a design speed of 20km/h, the roadbed is 5m wide, of which the road surface is 3.5m wide, the roadside is 0.75m on each side; the cross slope of the road surface is 2.0%, the roadside is 4.0%. Repairing the section from km 0+800 - km 1+400 of District Road 58. This section is also rural traffic, level B, with a design speed of 20km/h. Accordingly, the roadbed is 5m wide, of which the road surface is 3.5m wide, the roadside is 0.75m on each side; the cross slope of the road surface is 2.0%, the roadside is 4.0%.
Along with that, the Traffic Management Board also repaired the road connecting National Highway 49C to Tram Tra Loc eco-tourism area with a road level of level VI plain, design speed of 30km/h. The roadbed of this section is 6.5m wide, of which the road surface is 5.5m wide, the shoulder on each side is 0.5m; cross slope: road surface 2.0%, shoulder 4.0%.
According to the Traffic Management Board, the goal of the investment and construction is to promptly repair damaged and degraded asphalt roads, contributing to ensuring traffic safety for people and vehicles while traveling, improving the load-bearing capacity of the roadbed and surface; at the same time, creating conditions to promote socio-economic development, ensuring national defense and security and serving the process of building new rural areas in Hai Lang district.
The scale of upgrading and repairing the above road sections includes rebuilding the existing roadbed and surface, on the basis of the old road; reinforcing the shoulder wide enough to ensure the road surface meets the road level. Handling locally damaged areas, strengthening the road surface with a crushed stone aggregate base at least 12cm thick and a 5cm thick layer of dense asphalt concrete on the old road surface that has been used for many years. Repairing and supplementing the traffic safety and drainage systems.
Along with the provincial and district roads in Hai Lang district that have been invested in and upgraded, the Department of Transport has just approved the economic and technical report on investment in the construction of the project to repair the roadbed, road surface, sidewalks and drainage ditches of National Highway 49C passing through Hai Lang district with sections from km 0 - km 0+270; km 1+000 - km 1+800; km 23+200 - km 23+500; km 26+550 - km 29+500; repair Kim Giao bridge, section km 36+398.
Accordingly, the section from km 1+000 - km 1+800, on the basis of the old road surface, will handle damaged locations, ensure the road surface width of 11m, offset and cover the road surface with 6cm thick sand asphalt concrete. The section from km 23+200 - km 23+500 and the section from km 26+550 - km 29+500 on the basis of the old road surface width of 6.5m, will handle damaged locations, ensure the road surface width of 5.5m, strengthen the road surface with crushed stone aggregate with an average thickness of 12cm, cover the road surface with 7cm thick sand asphalt concrete and add drainage ditches.
The repair of Kim Giao Bridge includes adding 4 speed bump clusters with yellow reflective thermoplastic paint; drilling holes, cleaning, roughening the surface and planting D10 steel, reinforcing with stone reinforced concrete. Relocating and upgrading the traffic safety system; adding painted lines to ensure compliance with the National Technical Regulation on Road Signs, QCVN 41:2019/BGTVT.
Vice Chairman of Hai Lang District People's Committee Duong Viet Hai said that the province's attention to investing in renovating and upgrading provincial, district and communal roads in the area in recent times has ensured the connection of the district's traffic network with other localities, contributing significantly to changing the appearance of the countryside, helping the district soon complete the criteria to propose to superiors to recognize it as meeting the standards of a new rural district.
It is expected that after reaching the standards and receiving the title of new rural district in 2025, Hai Lang will strive to reach the standards of a model new rural district by 2030. Therefore, in order to attract resources to continue investing in developing rural transport infrastructure, contributing to improving the quality of new rural criteria, promoting the achieved results, the district hopes that the Department of Transport will continue to research and advise the Provincial People's Committee to pay more attention and promote the work of attracting investment in building transport infrastructure in the district to help the locality complete the proposed plans to effectively serve socio-economic development.
