The facilities and equipment of educational institutions have been invested in and built, contributing to the successful implementation of the goal of fundamental and comprehensive innovation in education and training in the spirit of Resolution 29 of the Politburo.
However, the merger of school networks in some places has not been effective. In addition, the previously invested facilities do not meet the new standards according to Circular 13 of the Ministry of Education and Training. Vinh Long has many schools that have “failed” national standards, or even do not meet the minimum standards.
Part 1: Difficult reality "each place has its own style"

The merger of investment in planning the school network according to Circular 13, implemented by Vinh Long for nearly 3 years, has initially achieved remarkable results, and the quality of general education has been gradually improved.
In addition to the achievements, the provincial education sector has encountered many difficulties, from ensuring minimum standards to reasonable mergers, ensuring adequate equipment for students to study well and go to school conveniently, to maintaining and re-standardizing national standards for schools at risk of "falling standards".
"Failed"
The whole province of Vinh Long has 264 national standard kindergartens and general schools, accounting for 66.3% of the total number of schools in the province.
However, according to the Department of Education and Training of Vinh Long, many educational institutions are at risk of not being re-accredited to national standards when re-inspected, because they apply the standards for facilities according to the provisions of Circular No. 13/2020 of the Ministry of Education and Training, on promulgating regulations on standards for facilities of kindergartens, primary schools, secondary schools, high schools and multi-level general schools.
Reviewing public schools, the whole province has 64 schools that do not meet minimum facility standards, 105 schools that meet minimum facility standards.
According to the national standard school regulations, the whole province has 169 schools that do not meet the national standards. Thus, if there is no investment and upgrading, more than 40 schools will fail.

Tan An Hoi Secondary School (Mang Thit) was recognized as meeting national standards in 2019 and has educational quality in the "top" of secondary schools in Mang Thit district.
Mr. Nguyen Tan Lap - Principal of Tan An Hoi Secondary School, said: "The school has 8 classes with 230 students, currently the subject classrooms do not have enough space, the equipment inside does not meet the regulations.
Specifically, the school still lacks subject rooms such as natural science, music, art, multi-function rooms, etc. so that the school can be re-accredited to meet national standards next year.

Failing to meet the standards at some schools is no longer a “worry” but in some places has become a “reality”. Once a level 2 national standard school, in recent years Tra On Primary School has “failed to meet the standards” due to being too crowded and not having enough functional rooms for students.
Mr. Nguyen Khac Nhu - Principal of Tra On Primary School, said: The school has 1,185 students studying in 30 classes, with an average of nearly 40 students per class.
Faced with the overload of scale - higher than the regulation of 10 students/class, from having no extra points, to respond to the situation, the school was advised by the Department of Education and Training to the District People's Committee to utilize facilities from the Tra On District Continuing Education Center.
Thus, while merging the school network, this school added a separate location with 6 classrooms, for all 5th grade students. Teacher Nhu said: "Compared to the area of 10 m2/student, the school meets the standards, but the classroom area is smaller than the regulations and there are not enough functional rooms for students to implement the 2018 general education program."
Not only a few kindergartens and primary schools but many schools in Vinh Long province have “fallen below standard” due to new infrastructure standards. It can be understood that national standard schools come with many factors, regulations on equipment, and educational quality is a “measure” to ensure good learning conditions for students.
Difficulties "each case has its own situation"
Besides the concern of "failing the standard", many schools in the province do not even meet the minimum requirements according to regulations.
Located in Ward 4 (Vinh Long City), Kindergarten 4 is quite cramped and fragmented. This school currently has 9 classes with 215 children but has 3 campuses.

The smallest point has 1 class group, next are 2 classes and the main point has 6 classes. With a total area of over 1,100m2, each child has an average of only 5.2m2, equal to 50% of the minimum standard of 10m2/child.
Ms. Tran Thi Hoa Tho - Principal of Kindergarten 4, confided: "There is no classroom with 100% of teaching equipment according to regulations; the facilities are degraded, expired, the current status of the building by 2023 has a remaining value of 0", Ms. Tran Thi Hoa Tho added: "The biggest wish of the school is that the project to build a new school is quickly approved and invested in to meet the needs of child care and education".
Although the playground and training ground are small and narrow, they do not meet the children's outdoor play needs, making it difficult to organize movements, festivals, events, etc. for children, the school strives to overcome difficulties, building a physical environment inside and outside the classroom that is suitable for the actual situation and in accordance with the regulations according to the school year's theme.
The development rate of 5 areas: physical, cognitive, language, aesthetic and social-emotional development are all over 90%.
My Thanh Trung Secondary School (Tam Binh) is the first national standard school in Tam Binh district since 2009. However, because it met the standards early, when there were new regulations on national standard schools, this school could not meet them and "fell short of the standards".
Mr. Nguyen Huu Hien - Principal of My Thanh Trung Secondary School, said: "With an area of nearly 6,000m2, the school is nearly 3,000m2 short of the prescribed standard. Regarding classrooms, the school currently has 17 classrooms that are in disrepair and need to be repaired and lacks 11 functional rooms and auxiliary blocks."
As a teacher with more than 30 years of experience at this school, Mr. Luu Quoc Hung shared: "We hope that the school will be re-accredited not only for the goal of My Thanh Trung commune meeting the NTM standards by 2023; but more importantly, to give students the conditions to study with full equipment."
My Thanh Trung Secondary School is special in that the toilet location is not in accordance with regulations. The toilets for teachers and students are built in the same area and the whole school has only one toilet.
Not to mention, the toilet area was built in 2002 and is located behind the school, about 50m from the nearest classroom. In rainy or sunny conditions, this basic need is also difficult.
In general, besides the "bottlenecks" of insufficient area, difficulty in expansion or no public land to invest in new construction, too large student population in some schools, not enough functional rooms,... the merger only reduces the focal points, keeps the separate points, does not help students access facilities and learning equipment.
In the 2022-2023 school year, the province has 398 kindergartens and general schools. In recent times, the work of planning and arranging the school network has received attention and been resolutely implemented by Party committees and local authorities. Compared to the 2021-2022 school year, this school year has reduced 3 schools and 22 odd locations in all levels. |
