At this session, the Provincial People's Council considered and decided on many urgent issues regarding the arrangement and streamlining of the organizational apparatus in conjunction with improving the capacity and quality of cadres, civil servants and public employees at all levels to meet new requirements. At the same time, the Provincial People's Council also considered timely concretization of a number of guidelines, policies and laws of the Central Government and the Provincial Party Committee and implementation of cadre work.

Speaking at the opening of the session, Mr. Nguyen Minh Dung - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council requested the delegates to uphold their sense of responsibility, promote the spirit of democracy, along with rich practical experience in the working process, focus on thorough research, discuss enthusiastically, give advice, contribute many dedicated and quality opinions so that all the contents in the session's program are considered and approved with the highest unity and consensus, meeting the requirements of practice, political tasks, and expectations of voters and people of the province.
