Joining the national atmosphere of celebrating the 78th anniversary of the August Revolution and National Day September 2, generations of diplomatic officers proudly and excitedly celebrate the traditional day of the diplomatic sector on August 28, 1945, the founding day of the Ministry of Foreign Affairs with President Ho Chi Minh as Chairman of the Provisional Government and Minister of Foreign Affairs.
Over the past 78 years, under the leadership of the Party, inheriting and promoting the cultural identity and diplomatic tradition of the nation, based on the foundation of Marxism-Leninism and Ho Chi Minh Thought, selectively absorbing the quintessence of culture and progressive ideas of the world, tempered through countless difficulties and challenges, a unique foreign policy and diplomacy has been formed, imbued with the national cultural character and the identity of "Vietnamese bamboo".
78 years of glorious milestones
In the early days of the successful August Revolution, Vietnamese diplomacy under the direct leadership and strategy of the Party and President Ho Chi Minh made an important contribution to protecting the Party and the young revolutionary government in a "thousand pounds hanging by a thread" situation. The strategies creatively applied by the Party and Uncle Ho during this period such as "using the unchanging to respond to all changes", recognizing, creating and taking advantage of opportunities, winning people's hearts with righteousness, reason and justice... are invaluable lessons on flexibility, sensitivity and agility in the foreign affairs of the Vietnamese revolution.
During the two wars of resistance and national construction, the diplomatic front closely coordinated with the political and military fronts, gaining great international support, combining national strength with the strength of the times, gradually creating diplomatic milestones in the history of the nation as well as in the common struggle of the world's people for peace, independence, democracy, progress and justice, from the Preliminary Agreement in 1946 to the Geneva Agreement in 1954 and the Paris Agreement in 1973, opening up strategic opportunities for national reunification.
Implementing the Party's innovation policy on foreign affairs, over the past nearly 40 years, Vietnamese diplomacy has achieved great achievements. From creating and paving the way, gradually breaking the siege and embargo, diplomacy has taken the lead in creating and increasingly consolidating an open, multilateral, and diversified foreign policy landscape, facilitating the innovation process, maintaining a peaceful and stable environment, firmly protecting independence and sovereignty, mobilizing many external resources to strengthen potential, develop the economy and society, and enhance the country's international prestige.
Since the beginning of the 13th Party Congress, diplomacy has gradually concretized, implemented synchronously, creatively and effectively the foreign policy of the 13th National Congress and achieved many important and comprehensive results. Relations with partners, especially neighboring countries, important partners and traditional friends, continue to be expanded, increasingly profound, substantive and effective.
Over the past two years, despite many obstacles caused by the Covid-19 pandemic, we have organized more than 170 high-level foreign affairs activities, including more than 30 visits by key leaders; bringing the total number of countries with which Vietnam has diplomatic relations to 192, and economic and trade relations to more than 230 countries and territories. The open and increasingly in-depth foreign affairs network has opened up many markets, attracting more capital, technology and knowledge from outside to promote the country's industrialization and modernization.
Economic diplomacy has made a direct and important contribution to the prevention and control of the Covid-19 pandemic and to socio-economic recovery and development. Cultural diplomacy, foreign information, work with overseas Vietnamese, and citizen protection continue to be innovated, implemented more synchronously and effectively.
Vietnam's position and prestige as a reliable partner, an active and responsible member of the international community have been consolidated and enhanced. Vietnam has undertaken and successfully fulfilled many important international responsibilities, and has been trusted by the international community and friends to be elected to many prestigious international organizations. Notably, it is the ASEAN Chair 2020, a non-permanent member of the United Nations Security Council for the 2020-2021 term, Vice President of the 77th UN General Assembly, a member of the Human Rights Council for the 2023-2025 term, the International Law Commission for the 2023-2027 term, and many important mechanisms of UNESCO, etc.
Consistent with the foreign policy of independence, self-reliance, multilateralization, diversification, peace, friendship, cooperation and development, steadfast in principles but flexible in strategy and behavior, we have properly handled many very complicated international issues, both maintaining the overall foreign situation favorable for national development and protecting the Fatherland early and from afar in the context of many great changes in the world, and affirming a Vietnam of fortitude, sincerity, humanity, loyalty, trust and responsibility.
The above achievements have made important contributions to the foundation, potential, position and international prestige that our country has never had before as it is today. These achievements affirm the correct foreign policy of the Party and State, and are the crystallization of the efforts of the entire Party, the entire army and the entire people, the close coordination and cooperation between the pillars and foreign service branches, between all levels and sectors and the active participation of the entire political system, including the persistent efforts and contributions of Vietnamese diplomacy over the past 78 years, especially in the 40 years of renovation. Through the trials and challenges of the nation's revolutionary cause, Vietnamese diplomacy has increasingly matured and developed towards comprehensiveness and modernity.

Proud of its achievements, the diplomatic sector seriously examines itself and realizes that there are still limitations, shortcomings, and things that have not been done well. All the results and limitations as well as the entire dynamic work of the diplomatic sector in the past time have left many profound lessons for building and developing a strong, comprehensive, and modern diplomatic sector.
Faced with the requirements of the tasks in the new development stage of the country, the diplomatic sector strongly innovates its thinking and actions, synchronously and effectively implements foreign affairs tasks and builds and develops the diplomatic sector; inherits and promotes the nation's diplomatic tradition, creatively applies Ho Chi Minh's diplomatic ideology, closely follows the foreign policy of the 13th National Party Congress, selectively absorbs progressive thoughts of humanity, boldly seeks new ways, new directions, and new fields to meet the requirements of national development and the diplomatic sector in the current period.
Imbued with Uncle Ho's teaching: "Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might", the diplomatic sector takes serving the Party, the Fatherland and the People as the driving force for development; economic diplomacy takes the people, localities and businesses as the center of service.
The key is to build a team of diplomatic staff that is comprehensive in terms of character, qualities and intelligence, steadfast in ideology, profound in thinking, creative in action, modern in style, and professional in skills. Each diplomatic staff needs to constantly train their political character, ideology, and ethics, be absolutely loyal to the Party's ideals and the interests of the nation, and resolutely fight against all manifestations of degradation, "self-evolution", and "self-transformation". In addition, mechanisms, policies, and laws on foreign affairs and diplomacy need to continue to be improved to meet the requirements of implementing foreign affairs tasks and developing the diplomatic sector in the current period.
Looking back over the past 78 years, today's generation of diplomatic cadres express their boundless gratitude to the great President Ho Chi Minh, and deep gratitude to the Party and State leaders of all periods and generations of diplomatic cadres who have worked hard to build and nurture Vietnam's revolutionary diplomacy.
Promoting the glorious tradition, the diplomatic sector under the leadership of the Party is determined to build a strong, comprehensive and modern Vietnamese diplomacy, making worthy contributions to the successful implementation of the Resolution and foreign policy of the 13th National Party Congress.
