Speaking at the Government Conference with localities on January 8, General Secretary To Lam assessed that in the context of "big waves and strong winds", even at times "stormy", we have achieved the set goals and reaped many important results.

"If the country is rich and powerful, the people must enjoy the fruits"

These results create momentum to achieve the goals and tasks of 2025 and the 5-year plan for 2021-2025. Thereby, we will comprehensively complete and exceed the targets and plans set by the 13th Party Congress, especially the goals of 100 years under the Party's leadership and 100 years of the country's founding.

Reviewing the outstanding results, the General Secretary said that the macro economy was stable, with economic growth reaching over 7%, the highest in the region and the world. Strategic breakthroughs were implemented vigorously, with a spirit of innovation and creativity.

Institutions and laws are identified as the focus of reform, ensuring fairness and rights for the people. Infrastructure, especially transportation, key projects such as the expressway network are deployed synchronously, with over 2,000km of expressways, enhancing inter-regional connectivity, reducing logistics costs and enhancing national competitiveness.

"Not only is there a growth target but also how to improve people's lives. We say no one is left behind," the General Secretary assessed that social security work is focused on because this is the result of growth, "when the country is rich and strong, the people must enjoy this result."

However, he acknowledged the serious shortcomings, limitations, and inadequacies, and the continuing major challenges, and the urgent need to develop and implement effective solutions.

In particular, the year 2025 has a special significance, marking the time when the country enters a new era, an era of national growth, development, wealth and prosperity.

The General Secretary requested that there should be a unified awareness and action on the urgency of continuing to carry out economic innovation. The reality of 40 years of innovation has shown that there is a need for stronger, more decisive, drastic, revolutionary, and comprehensive innovation in economic management.

The top priority is to streamline the political system's organizational structure in the direction of "streamlining - compact - strong - effective - efficient - effective". It is not just about cutting down but also requires extensive reform of state governance, transparency and promoting decentralization and delegation of power.

Enhance the proactiveness, creativity, self-reliance and accountability of authorities at all levels, especially the leaders. It is necessary to abandon the mindset of "if you can't manage, then ban", promote the method of "management by results", innovate budget allocation according to output results, and shift from "pre-control" to "post-control", creating new space and development momentum.

Imbued with the idea of the rising era

Strongly reform the financial, banking and monetary systems. Perfect the legal system to ensure transparency, consistency, fairness, and quickly overcome overlaps and inadequacies. One issue, one content is only regulated in one law; businesses are free to do business in anything that is not prohibited by law.

Prioritize resolving wasted resources, such as suspended planning, projects stuck in procedures, unused public land, disputed assets, and protracted court cases. Complete the sandbox mechanism to support the development of the digital economy, green economy, and circular economy.

"In the bustling atmosphere of preparing to welcome the new year 2025 and the country's important events, I hope that all leaders, cadres, party members, civil servants and public employees will be imbued with the central ideology of "the era of national development and prosperity". This is the guiding principle for all actions and decisions and the torch that lights the way for the country's development", the General Secretary emphasized.

In his response, Prime Minister Pham Minh Chinh affirmed: The very important, dedicated, profound, intellectual and comprehensive speech of the General Secretary is truly a source of great encouragement and motivation and consistent guiding thoughts and orientations for the Government, all levels, sectors and localities to carry out tasks in 2025 and the coming time.

According to the Prime Minister, 2025 is the final year of the 5-year Plan 2021-2025. The Government, ministries, branches and localities focus on thoroughly implementing the motto "discipline, responsibility; proactive and timely; streamlined and effective; accelerating breakthroughs", correctly implementing the viewpoint "The Party leads, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, then only discuss and do, not back down, do each task and finish it".

In particular, priority is given to promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Effectively implementing the summary of Resolution No. 18; promoting the arrangement of the apparatus to be "streamlined - compact - strong - efficient - effective - efficient".

Effectively implement the Government's Action Program to implement Resolution 57 of the Politburo on science and technology, innovation and digital transformation; associated with three strategic breakthroughs. Focus on cultural development, ensuring social security, proactively preventing and combating natural disasters, and responding to climate change. Maintain independence and sovereignty, ensure political stability, social order and safety; promote foreign affairs and integration...
