What do teachers say about the situation of "hiding lessons" to teach extra lessons, causing outrage?

Circular 29 regulating extra teaching and learning is receiving much attention from public opinion. Many people believe that managing extra teaching and learning is right to avoid rampant extra teaching, creating bad public opinion in society.


Is there a situation where teachers "keep lessons" to teach extra classes?

Over the years, public opinion has repeatedly mentioned that in order to teach extra classes, teachers often "save" their lessons in class until extra classes to teach them to students. This leads to students being forced to attend extra classes to complete their assignments and get high scores.

Sharing about this issue, Ms. Nguyen Thi Mai Anh, a primary school teacher in Hanoi, said: "I don't know about other teachers, but I have to try very hard to have enough time to teach in class. Most of the students in my class are poor, and parents don't care. The teacher sends text messages to remind parents, but they don't care. So in class, the teacher has to "crawl" out to teach.

Many people say that teachers force students to take extra classes, but honestly, their knowledge is too heavy. The textbook reform is even heavier than before, so how can teachers dare to let go in class and transfer knowledge to extra classes for 2 hours? If it is banned, it will only make the students suffer."

However, at higher levels of education, many teachers confirm that this condition exists but is rare.

Mr. Nguyen Minh Dat, a literature teacher in Ho Chi Minh City, confirmed: "There are also such cases and it shows that there is laxity in the leadership in managing students." This teacher believes that the current curriculum is still heavy. The education sector needs to summarize, review, and adjust to streamline some areas of academic knowledge that are not necessary. This will help reduce extra teaching and learning.

Mr. Le Anh Vu, a high school teacher in Ho Chi Minh City, commented: "In general, whether the program is new or old, there are definitely "some" teachers who teach like that to find ways to teach more students. This makes students have to spend a lot of time learning the amount of knowledge that should be enough time to learn in class. That is only a small number, not all teachers are like that."

Commenting on Circular 29, Mr. Vu said: "Maybe the Ministry of Education and Training is raising the issue of completely eliminating the situation of extra teaching and learning. However, the need is real. Therefore, if it is banned, there will be benefits but there will also be some problems in the future. Especially the teaching of extra periods in schools (not extra teaching outside of schools) to keep up with the new program, if it is not allowed to teach extra periods in schools, teachers will have a lot of difficulty in guiding students to study because the number of periods allowed by the Ministry is 108 periods/year, very close to the lesson, there are no review periods, practice, test review...

In addition, many parents in the city work overtime, and cannot ask teachers to teach and look after their children, causing inconvenience in not knowing where to send their children. We are still waiting for instructions from the Department of Education and Training."

Mr. Nguyen Duy Khanh, a teacher in Hanoi, said: "There are situations where teachers do not teach or only teach certain content and knowledge units to students. There are also cases where teachers teach easier or simpler lessons to save for extra classes. Students do not fully understand the knowledge of the subject, so when taking the test, they will not get the high scores they want. Or when taking extra classes, teachers will suggest exam questions for students to review carefully. Therefore, students are forced to take extra classes. This is a problem that needs to be recognized and solved."

According to Mr. Khanh, to avoid the situation where teachers reserve knowledge to force students to take extra classes, we must standardize the question bank from the Department of Education and Training, the Department of Education and Training or possibly from the Ministry of Education and Training. This question bank will avoid the situation where teachers of a certain class set questions for that class.

Worry about the quality of students when they graduate

Circular 29 is currently receiving attention from schools and there is currently no detailed guidance document from the Department of Education and Training. Many teachers are concerned about the quality of teaching and learning.

Mr. Nguyen Xuan Hao, a teacher at Le Quy Don High School in Ha Dong, Ha Dong, said that the school does not teach extra classes so it is not affected by Circular 29. However, according to Mr. Hao, it will affect teachers who teach outside. When the Circular is applied, teachers will have to stop teaching their students extra classes. This causes anxiety for students, parents, teachers and the school because it will affect the quality of high school graduation exams.

When asked whether it is enough for students to learn knowledge at school, Mr. Hao said: Literature is difficult because the material is outside the book, and teaching skills is the main thing. Learning the text without taking the test makes students confused and difficult to grasp.

Mr. Phan Tien, a teacher at Hoai Duc A High School in Hoai Duc District, Hanoi, shared that because the school is under construction and renovation, from the first semester of the 2024-2025 school year, the school will not have any classrooms. Regular students currently have to study at Duc Giang Primary School. Parents who want their children to take extra classes to prepare for the high school graduation exam have rented outside facilities to teach. Parents collect money and pay teachers through the homeroom teacher. After the Lunar New Year 2025, due to Circular 29, most classes are still waiting.

Mr. Tien suggested that the Ministry of Education and Training and the Department of Education and Training need to make flexible adjustments to suit each region, ensuring the rights of students and teachers' income. At the same time, issue detailed instructions to organize transparent and fair tutoring, especially for managers; strengthen supervision to prevent negativity, protect the rights of students and teachers.

"Circular 29/2024/TT-BGDDT is a step forward in managing extra teaching, but it needs to be adjusted and given specific instructions for effective implementation, suitable for reality," said Mr. Tien.
