The Circular on extra teaching and learning of the Ministry of Education and Training, effective from February 14, 2025, is attracting the attention of teachers and parents, with many mixed opinions.

The article "New regulations on extra teaching are about to take effect: Some places stop teaching to 'wait and see', some find ways to... circumvent" posted on Tuoi Tre Online 7-2 is attracting many opinions from readers.

Give students 0, 1, 2 points on the entire test for extra tutoring.

Saying that he has been a secondary school teacher for over 20 years and has also been a homeroom teacher for many years, reader Mien said he fully supports the ban on extra teaching and learning because it is too negative.

This reader said he once held in his hand a stack of test papers with only 0, 1, and 2 scores from a literature teacher grading the students in reader Mien's class, asking them to inform the parents that their children were poor students.

"I found out why the students couldn't do the test, and then I found out that the reason was that the teacher didn't teach the content but tested it. There are many other negative cases of forcing students to take extra classes that we know very well in our profession," the reader shared.

"Students should have more time to rest instead of running from one teacher's house to another teacher's house to study. When they get home, they will be exhausted and self-study will not be good, or even impossible because they have copied the notes at the extra class.

Without extra classes, teachers will teach more actively in class. This is the reality among teachers who do not give extra classes at my workplace," reader Mien added.

Meanwhile, reader Nhung questioned why some parents and students were confused when the circular was about to take effect, and said that it was the consequence of extra teaching and learning that had been going on for a long time.

Instead, children should have time to develop their own talents, play and relax. Sooner or later, the curriculum will have reforms that are suitable for them.

Reader HJ even wants to "tighten" the extra teaching and learning activities even more, saying that extra teaching should be absolutely banned for junior high school and below. High school level will follow the newly issued regulations. "Teachers should strictly comply, don't try to find ways to circumvent the law," the reader wrote.

According to reader Tu Ca Mau, at school, teachers only give a few titles or bullet points for natural sciences and then give a brief explanation until class is over. But if they take extra classes, they will be given detailed explanations of each lesson, so students have to go to extra classes. "That is the 'treasure' of many teachers," this reader said.

Who would teach extra classes in school without charging?

Currently in Ho Chi Minh City, many secondary and high schools are organizing 2 sessions/day, are allowed to collect fees and the collection rates have been regulated.

However, according to Circular 29 of the Ministry of Education and Training, schools are not allowed to collect money when organizing 2 sessions/day of teaching for students who need extra tutoring, consolidation and review of knowledge. This means that most schools face financial difficulties if they want to maintain this activity, first of all to pay teachers' salaries.

The above unreasonable problem was also pointed out by many readers.

Reader Anh Chin pointed out a problem that millions of students are attending boarding school because their families do not have time to pick them up and drop them off, especially workers and laborers. After studying for a day, who will pick them up and drop them off, or do parents have to take one person off work just to pick up their children from school?

Boarding schools must increase hours and collect money from parents, but this violates the new circular.

Sharing the same opinion, reader Hoang said that if extra teaching activities in schools are not charged, meaning there is no extra money to pay teachers to teach classes, then which teacher will be willing to "work overtime but not earn extra income"?

Reader Vu Nguyen raised the issue that according to the circular's definition of extra teaching, it can be understood that the program stipulates that a subject must be taught for 70 periods. If 71 periods are taught, then 1 period is extra teaching.

So does this circular apply to private schools, because many private schools teach a number of key subjects for graduation exams with a much larger number of hours than prescribed?

"With this regulation, in the upcoming graduation exam, is there fairness between students studying at regular schools and private schools when students at private schools get a lot of extra classes, while students at regular schools get almost no extra classes?", this reader compared.

A reader named NQĐ. believes that making tutoring in schools more difficult could affect low-income parents. Families with the means can hire good 1-on-1 tutors.

As for low-income families, their children are taking extra classes at school, which is expensive but still very cheap. Now going to the center is several times more expensive.

"What needs to change is not to ban extra classes, but to change the curriculum. If the curriculum is too heavy, how can we keep up without extra classes? I looked at my child's math textbook and saw that the content is much more difficult than before. The knowledge is still as heavy but requires more skills, so why don't children take extra classes?", reader D. wrote.

Reader D. expressed his opinion: Textbooks are too heavy for all levels of education. At school, teachers only have time to teach general topics, so how can they go into depth? When the graduation exam is given, advanced questions are given. How many students can do well if they only study in class?

Reader Kien Hoang proposed increasing teachers' salaries and income to solve the current problem of extra teaching.

"The Ministry of Education and Training should increase teachers' salaries to stop extra teaching immediately. Specifically, preschool teachers' salaries are 20 million a month. Primary school teachers' salaries are 25 million a month. Secondary school teachers' salaries are 30 million a month. High school teachers' salaries are 40 million a month," this reader suggested.
