Reporting on the draft monitoring plan, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said the purpose of monitoring is to evaluate the institutionalization of the Party's policy on developing and using human resources, high-quality human resources to meet the requirements of socio-economic development. At the same time, it assesses the current status of human resources; achieved results, limitations, difficulties, and obstacles; identifies causes, and clearly indicates the responsibilities of agencies, organizations, and individuals. From there, proposes recommendations and solutions to continue effectively implementing the development and use of human resources, especially high-quality human resources.

According to Mr. Vinh, the subjects of supervision are the Government, the ministries of Education and Training, Labor, Invalids and Social Affairs, Home Affairs, Planning and Investment and a number of related ministries and branches, and the People's Committees of 63 provinces and cities. The scope of supervision in the period from 2021 to December 31, 2024 (from the 13th National Party Congress to present) is nationwide. The supervision team is also expected to conduct direct supervision in 10 localities, including: Bac Giang, Thai Nguyen, Hanoi, Hai Phong, Hai Duong, Dak Lak, Khanh Hoa, Ho Chi Minh City, Ba Ria-Vung Tau, Tra Vinh. The head of the supervision team will decide on the specific area, content and form of work as well as invite experts and representatives of a number of related agencies and organizations to participate in the supervision team.

Speaking at the meeting, Chairman of the National Assembly Tran Thanh Man agreed with the purpose of the supervision topic. Accordingly, the supervision needs to focus on the issue of training and using human resources, especially high-quality human resources, pointing out the strengths, achievements as well as limitations in the past time. From there, tasks and solutions are proposed to promote human resource development to meet the requirements of socio-economic development, industrialization and modernization of the country, especially high-quality human resources.

The Chairman of the National Assembly suggested that the monitoring delegation should evaluate and analyze whether the training and use of human resources in the past have been appropriate. “Training must have jobs. Recently, there was a time when people followed the trend, registered to study in easy fields but after graduation there were no jobs, there were more teachers than workers,” the Chairman of the National Assembly stated. In addition, the Chairman of the National Assembly also suggested that the monitoring report must have complete data, giving a relatively comprehensive picture of the current human resources situation. Clearly assess the scale, quality, and structure of Vietnam's human resources in relation to other countries in the region and the world, thereby making recommendations and proposals with the right authority and responsibility.

“We supervise a lot and go to the field a lot, but the final product of supervision is a recommendation. When making a recommendation, it is necessary to clearly indicate which agency or sector is responsible for implementation. Each member of the supervision team must be truly responsible, have a product to contribute their comments and suggestions, especially their views on the supervision conclusion,” the Chairman of the National Assembly emphasized.

According to the Chairman of the National Assembly, supervision must also be truly innovative, focusing on efficiency, avoiding going to many localities and many sectors to supervise but with low efficiency. "We must consider, it is better to go less but be effective, have fewer meetings but grasp the issues through many channels, reports from sectors that have been supervised and inspected will be more effective", the Chairman of the National Assembly noted.
