Solutions for developing new party members

In 2024, the Provincial Party Committee assigned the target to its affiliated Party Committees to develop 3,411 Party members. With drastic and synchronous solutions, in 8 months, many Party Committees have completed the set targets, contributing to consolidating and improving the leadership capacity and fighting strength of the Party.

In 2024, the Mong Cai City Party Committee was assigned the target of recruiting 195 party members, an increase of 20 party members compared to the previous year. To achieve this target, the City Party Committee assigned the target to its subordinate party cells and committees. Party committees at all levels have proactively developed plans to create sources and train candidates for Party membership.

Ms. Vu Thi Thanh Thao, Head of the Organizing Committee of Mong Cai City Party Committee, said: Party committees and organizations at all levels have proactively identified and correctly assessed the situation; promptly issued resolutions, programs, and leadership plans; assigned targets for recruiting new party members to each affiliated party cell. Special attention has been paid to discovering, nurturing, and recruiting into the Party outstanding masses who have matured in the labor, study, and work movements, among the Youth Union, women, farmers, in villages, neighborhoods, difficult areas, ethnic minority areas, border areas, islands, places with few party members or with high average age, intellectuals, businessmen, religious followers, workers in private economic units, armed forces soldiers, health and education officials, students, demobilized soldiers, reserve forces, and militia. Socio-political organizations from the city to the grassroots have organized many patriotic emulation activities and movements to attract and gather union members to participate; actively propagate and educate political ideology, orienting the masses to have the right motivation to strive to join the Party.

In places where there are still sources of mass, Party committees and organizations at all levels regularly include the content of creating sources and admitting Party members in periodic meetings to discuss, review, and propose tasks and solutions for implementation; regularly review, supplement, and evaluate sources of mass; select and nominate outstanding masses to attend Party awareness classes to ensure a ratio of at least 2 times compared to the number of Party members expected to be admitted in the year; focus on assigning Party committee members to directly direct, guide, monitor, and urge Party cells and socio-political organizations in the work of creating sources and admitting Party members; assign cadres who have a firm grasp of Party work to advise on the implementation of Party member admission processes and procedures.

Thanks to proactively developing plans and implementing them closely, in the first 8 months of 2024, Mong Cai City Party Committee admitted 195 new party members, completing 100% of the 2024 target. Of which, 20 party members are in non-state enterprises; 77 party members are in villages, hamlets, and neighborhoods; 10 party members are students; 88 party members are civil servants, public employees, and state-owned enterprises.

In the first 8 months of 2024, Tien Yen District Party Committee admitted 110 new party members, reaching 100% of the target assigned by the province. Of which, 38 party members were admitted in villages, hamlets, and neighborhoods; 3 party members in non-state enterprises; 10 party members in students; and the rest are party members in state agencies.

To achieve that result, right from the beginning of the year, the Standing Committee of the District Party Committee assigned the target of admitting party members to the branches and subordinate party committees, taking it as one of the criteria for reviewing and evaluating the quality of party organizations at the end of the year, so that the units can strive to complete it well. The District Party Committee directed the District Political Training Center to develop a plan to open a training class for excellent masses; the Organizing Committee of the District Party Committee presided over, urged, reminded, and created conditions for the branches and party committees to complete the assigned target of admitting party members.

The provincial Party Committees have all made efforts to innovate their thinking on creating sources of Party members; focusing on assigning Party members to help outstanding masses strive to join the Party, periodically reporting the results of the masses' efforts for Party cells to review. At the same time, clearly define the responsibilities of Party committee members and Party members in propagating, educating, monitoring, and helping outstanding masses strive to join the Party... Many Party Committees have successfully completed the task of developing new Party members, with a high number of admitted Party members. Typically, in the first 8 months of 2024, the Co To District Party Committee admitted 25 new Party members, the Binh Lieu District Party Committee admitted 96 new Party members, both reaching 100% of the target assigned by the province; the Uong Bi City Party Committee reached 85%, the Dam Ha District Party Committee reached 80%... From the beginning of 2024 to now, the whole province has admitted 2,108 new Party members, reaching 62% of the plan, bringing the total number of Party members to 102,257 in the entire Provincial Party Committee.

In order to strive to complete and exceed the targets of Party membership recruitment in 2024, Party committees and organizations in the province are proactively planning and training from Party cells, actively nurturing Party sympathizers, assigning official Party members to be responsible for introducing, helping, nurturing, and evaluating outstanding people introduced to Party cells; innovating the content and form of organizing Party awareness training classes and political theory training for new Party members in a direction suitable to each type of Party organization, creating favorable conditions for learners to participate in learning and achieving good results.
