The information was shared by Deputy Minister of Labor, War Invalids and Social Affairs Nguyen Van Hoi at the regular Government press conference for January 2025 held on February 5.
Deputy Minister Nguyen Van Hoi said that the labor force participating in the labor market is large, about 52 million people, playing an extremely important role in ensuring production and business of the economy and enterprises.
Usually after Tet, there are a number of workers who, for some reasons such as taking extra leave, changing jobs, or changing residence, lead to local labor shortages in some factories and some localities.
However, "up to this point, in industrial parks and export processing zones in localities such as Hanoi, Bac Giang, Bac Ninh, Thai Nguyen, Ho Chi Minh City, Long An, Dong Nai, Binh Duong... workers have returned to work after the Tet holiday, many localities reaching 97-98%, some places reaching 100%", Deputy Minister Nguyen Van Hoi informed.

Explaining this result, the Deputy Minister said that in order to retain workers and ensure the operation of factories in industrial parks after Tet, right before Tet, the Ministry of Labor, War Invalids and Social Affairs had forecast the situation and instructed localities to grasp and forecast developments in workers and the labor market at factories and enterprises in their localities. Implementing the direction of the Government and the Prime Minister, the Ministry of Labor, War Invalids and Social Affairs has instructed localities to synchronously implement solutions to stabilize the market.
Firstly, localities effectively implement the project on labor market development according to Decision No. 176/QD-TTg in 2021, contributing to strengthening information work on the labor market, enhancing the connection between labor supply and demand, regulating the labor market, contributing to stabilizing the labor market before, during and after Tet.
Second, the Ministry of Labor, War Invalids and Social Affairs has also urged localities and enterprises to effectively implement policies on wages and bonuses for employees in enterprises, especially industrial parks and export processing zones.
Third, guide, urge and recommend factories and enterprises to do a good job of transporting workers. Many factories organize buses to transport workers to major centers in the provinces, bringing workers back before Tet and picking up workers after Tet. This is a very good policy that enterprises have implemented. At the same time, enterprises also announce lucky money and bonuses when workers return to the factory after Tet. In some places with urgent orders, they have a lucky money policy of 500,000 VND to 2 million VND.
Fourth, trade unions at all levels have organized many shuttle buses for workers, contributing to stabilizing the market with businesses.
According to the Deputy Minister, companies and enterprises also have very diverse and rich policies to "retain" employees, many enterprises and industrial parks even support travel expenses for employees to return home for Tet; and implement well the bonus policy and 13th month salary.
Many localities, after Tet, have implemented job transaction programs to enhance online connections between localities and the labor market.
"These are basic solutions to ensure synchronization, contributing to maintaining and stabilizing the labor market, and preventing labor shortages in key economic regions after the Lunar New Year 2025," the Deputy Minister of Labor, War Invalids and Social Affairs emphasized.
Regarding this issue, in Directive No. 03/CT-TTg signed and issued on February 4, 2025, Prime Minister Pham Minh Chinh urged the implementation of a series of key tasks after the 2025 Lunar New Year holiday. This includes supporting businesses to overcome labor shortages.
Accordingly, the Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with agencies and localities to closely monitor and promptly grasp the labor market, labor and employment situation after Tet holiday, and have solutions to support businesses to overcome labor shortages, avoid labor supply disruptions, and meet human resource needs for production...
