The Department of Vehicle Registration has just sent a request to the Ministry of Transport and the Ministry of Finance to adjust the collection fee for technical safety and environmental protection inspection services for motor vehicles in circulation.
According to the Department of Registration, to remove difficulties for registration units and maintain stable operation of the motor vehicle registration system, the Department of Registration has issued a document instructing units to prepare price plans and send them to the department.
The Department of Vehicle Registration proposes to adjust the collection fee for technical safety and environmental protection inspection services for motor vehicles in circulation.
On May 19, the Department of Vehicle Registration received 101 price options from 122 vehicle inspection centers. After reviewing, 25 price options were eliminated with declared costs that were too high compared to the previous year but did not have detailed explanations or the expected profit rate was set at a high level (20%).
Based on the grounds, the Department of Vehicle Inspection has selected 76 options representing 96 vehicle inspection centers as the basis for proposing a plan to the Ministry of Transport and the Ministry of Finance to consider and adjust the inspection service price.
The average price plan is based on determining the output and total cost of inspection activities of the inspection unit system. At the same time, determine the provisional profit level of 10% on the cost price and the VAT rate of 10% on the basis of cost price plus expected profit to determine the inspection service price for cars with less than 10 seats to convert the inspection price between vehicle groups.

In addition, the Department of Registration proposed to add the price of vehicle registration for vehicles exempted from first-time inspection to 50,000 VND.
In case of reprinting the inspection stamp and inspection certificate in case the vehicle owner loses the stamp or inspection certificate or requests to re-circulate (after requesting to stop circulation), the fee will be 50% of the vehicle profile preparation fee.
In October 2022, the Department of Vehicle Registration sent a document requesting the Ministry of Transport to temporarily not consider increasing the price of vehicle inspection services in the context of the Government's direction to reduce prices and fees to support businesses and people. The Ministry of Transport agreed and recommended that the Ministry of Finance not consider increasing the price of vehicle inspection services.
However, on March 21, the Ministry of Transport issued Circular No. 02/2023/TT-BGTVT amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT on technical safety and environmental protection inspection of road motor vehicles. According to the circular, from March 22, new cars are exempted from initial inspection, and many types of vehicles have their inspection cycles extended.
According to the Department of Vehicle Inspection, the above regulation has created great convenience for people and businesses. However, this is a factor that creates more difficulties, reducing the revenue of vehicle inspection units. The fact that vehicles are applied immediately in the new inspection cycle causes the inspection centers to lose about 132.6 billion VND in revenue.
Previously, on May 8, the Government Office issued Official Dispatch No. 3239/TB-VPCP announcing the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting reviewing the draft decree amending and supplementing a number of articles of Decree 139/2018/ND-CP on the business of motor vehicle inspection services. The Deputy Prime Minister assigned the Ministry of Finance to promulgate inspection service prices based on correct and sufficient calculation according to the market mechanism.
Implementing the direction, the Ministry of Finance has sent a document to the Ministry of Transport requesting an assessment of the situation and the level of cost compensation of inspection service prices; directing the agencies directly managing inspection service business units to develop a price plan for submission to the Ministry of Transport for appraisal, and sending a document requesting the Ministry of Finance to amend and supplement regulations on inspection service prices if necessary.
Regarding this issue, most recently, the Ministry of Transport issued Circular No. 08/2023 amending and supplementing a number of articles of Circular No. 16/2021 of the Minister of Transport regulating technical safety inspection and environmental protection of road motor vehicles.
Accordingly, the scope of automatic extension of the inspection cycle includes passenger cars with up to 9 seats that are not used for transportation business and have been granted certificates and inspection stamps before March 22, 2023 and are still valid for inspection as of the effective date of the Circular (June 3). The inspection agency must automatically issue confirmation of the validity period of the certificate and inspection stamp for the vehicle.
The issuance of certificates of inspection cycle extension for the above vehicles is valid until March 22, 2026.
Calculations by the Ministry of Transport show that more than 1.9 million vehicles have their Certificates and Inspection Stamps automatically confirmed for an additional 6 months without having to go to motor vehicle inspection centers.
According to the Vietnam Register, it is expected that more than 1.9 million non-commercial vehicles with up to 9 seats will have their inspections postponed for another 6 months. This will enable inspection units to focus their human resources and facilities on servicing vehicles that are overdue but have not yet been inspected; at the same time, it will resolve congestion and ensure that vehicles are put into operation soon.
According to the new Circular, the automatic extension of the inspection cycle does not apply to cases where the certificates and inspection stamps expire before June 3. These vehicles still have to go to the vehicle inspection center to get the stamps and papers. According to the Vietnam Register, nearly 155,600 vehicles are currently overdue for inspection.
The inspection agency will look up information about the validity period of the inspection certificate and inspection stamp, and provide an account for vehicle owners to look up and receive.
Explaining the reason why the Circular only applies to vehicles with less than 9 seats that are not used for commercial transport, the leader of the Vietnam Register said that this is a group of personal vehicles with low usage frequency. The care, maintenance and repair of vehicle owners is better than that of commercial vehicles. The pass rate from the first inspection of this group is high, about 95% of the total number of vehicles. Thus, even if the vehicle is not re-inspected before the extended cycle, safety is still guaranteed.
