Attending the program were comrade Vo Thi Anh Xuan, member of the Party Central Committee, Vice President of the Socialist Republic of Vietnam; comrades of the Party Central Committee; leaders of ministries, departments, central branches, Military Region 1; revolutionary veterans, Heroes of the People's Armed Forces; leaders and former leaders of Bac Kan province through the periods. Delegates from Thai Nguyen province included comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Bac Kan is not only a land of important political and military position but also a place where the indomitable spirit of many generations of ancestors is nurtured. Through the ups and downs of history, the people of all ethnic groups in Bac Kan have always maintained and promoted the precious traditions of diligence in labor, bravery in combat, and steadfast devotion to the revolution. Being one of the most difficult provinces in the country at the time of re-establishment, but with the attention of the Party, the State, the ministries, departments and central branches, the help of localities across the country, together with the spirit of solidarity and the unceasing efforts of the Party Committee, the government and the people of all ethnic groups in the province, Bac Kan has quickly stabilized its organization and implemented specific solutions for socio-economic development. Step by step overcoming difficulties and challenges, Bac Kan has risen strongly, affirming its determination to build its homeland to develop more and more, firmly on the path of innovation.

Over the years, the Party Committee and political system of Bac Kan province have grown stronger and stronger, from 9 subordinate Party Committees, 299 grassroots Party organizations with 11,102 Party members (since the province was re-established), to 12 subordinate Party Committees, 417 grassroots Party organizations with 37,782 Party members. Currently, the province no longer has villages without Party members. The leadership capacity and fighting strength of grassroots Party organizations have been enhanced.

Socio-economic development. The average GRDP growth rate of the province in the period of 1997 - 2024 reached 7.6%/year (about 8% in the first quarter of 2025). After 28 years of re-establishment, the scale of the province's economy increased nearly 52 times; the poverty rate decreased to below 20% according to the new criteria; per capita income increased nearly 45 times; budget revenue increased 57 times.

Comrade Hoang Duy Chinh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Kan province spoke at the Program.

Speaking at the Program, Comrade Hoang Duy Chinh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Kan province emphasized: Promoting the results achieved after 125 years of establishment of the province and 28 years since the re-establishment of the province, entering a new development stage, the Party Committee, government and people of all ethnic groups of Bac Kan province continue to promote the spirit of solidarity, turning difficulties into motivation, aspirations into beliefs, turning advantages and opportunities into strength to firmly step on the path of development. The goal by 2030 is that Bac Kan strives to become a locality with all the basic foundations of a fairly average level of development compared to the whole country. Building a harmonious development space between urban and rural areas, between economic growth and ecological and cultural conservation; at the same time, ensuring solid stability in the fields of culture, society, national defense, security and foreign affairs.

Comrade Vo Thi Anh Xuan, Vice President of the Socialist Republic of Vietnam, awarded the First Class Labor Medal to Bac Kan province.

At the Program, Bac Kan province was honored to receive the First Class Labor Medal - This is a great recognition of the Party and State for the efforts of the Party Committee, government and people of all ethnic groups in Bac Kan province throughout the 125-year journey of formation and development, especially during the period of innovation and development.
