Towards the country's automobile manufacturing center

After more than 2 years of construction, at the end of March, Thanh Cong Group officially inaugurated and put into operation Thanh Cong Viet Hung Automobile Factory in Viet Hung Industrial Park (Ha Long City). This can be considered a particularly important event in Quang Ninh, marking a new step in the processing and manufacturing industry in the province, initiating the formation of complexes and interconnected production chains of many other industries, such as mechanics, electronics, automation, etc.

Thanh Cong Viet Hung Automobile Factory is built on an area of ​​36.5 hectares with a total designed capacity of 120,000 vehicles/year, and is the central project in the Viet Hung automobile and auxiliary industry complex with a total scale of 400 hectares. The factory is invested and equipped with a modern production line system with a high level of automation, applying the world's advanced technologies in the automobile industry.

The entire production process is strictly controlled through an intelligent data management system, helping to optimize productivity and ensure product quality meets international standards. In the first phase, the factory will produce and assemble Skoda brand cars and gradually link and complete the supporting infrastructure to form a specialized automotive industry complex with supporting projects such as: Battery and engine factory; warehouse area; R&D area; port area; service area and related production and supply chain.

Speaking at the factory inauguration ceremony, Minister of Industry and Trade Nguyen Hong Dien affirmed: Promoting the development of the automobile industry is an important driving force for the country's industrialization and modernization. From that perspective, the Party and the State have had many policies and mechanisms to support the development of the automobile industry. The completion and operation of the first automobile manufacturing and assembly plant in Quang Ninh clearly demonstrates the proactiveness, creativity and companionship of the locality and enterprises. The province has prioritized resources, restructured the economy towards macro stability, improved productivity, quality, efficiency and competitiveness based on science and technology, innovation, etc. This not only contributes to the growth of the province in 2025 and the following years, but also gradually builds a self-reliant economy, improving the ability to adapt to the international economy.

With the goal of promoting the transformation of the growth model from "brown" to "green", "circular economy", effectively exploiting the central role of Thanh Cong Viet Hung Automobile Factory and a chain of specialized automobile industry complexes, right from the planning and investment initiation time, Quang Ninh has allocated resources, prioritizing the synchronization of the logistics system through the implementation of a connecting traffic system. The expressway along the province stretching from Hai Phong to Mong Cai is 176km long, passing through important economic zones, industrial parks, seaport systems, and Van Don airport is also connected to the factory.

The province also invested in the road system connecting industrial parks, projects such as Tinh Yeu and Binh Minh bridges, improving the exploitation capacity at Cai Lan Port, establishing an industrial cluster to support the automobile industry... to expand the development space, improve the transportation capacity, and supply goods to attract investment to participate in the province's first specialized automobile industry complex chain. From there, gradually forming a modern, smart, green, environmentally friendly industrial center, promoting cooperation and association between domestic and foreign automobile manufacturing and assembling enterprises, aiming to improve domestic automobile production capacity, gradually participating effectively in the regional and global production and supply chains.

This has demonstrated a large, long-term, sustainable strategy with the goal of gradually turning Quang Ninh into one of the country's major automobile manufacturing centers, promoting the domestic automobile industry to participate in the global automobile supply chain. Not only that, the development of the automobile industry will contribute to attracting investment in the processing and manufacturing sector in the province, making a positive contribution to the state budget and economic growth in 2025 and in the following period.

Promote the development of processing and manufacturing industry

Looking back at its development history, Quang Ninh has always been a locality with great potential and outstanding advantages. The service - tourism and mining industries have always been the spearheads of the economy for many decades. However, in the context of the Covid-19 outbreak, these spearhead industries have been severely affected, greatly affecting the economy and ensuring stable lives for the people. With acumen, strategic thinking, and adherence to the laws of the market economy, Quang Ninh has quickly shifted its growth model. In particular, the processing and manufacturing industry is determined to be an important driving force of the economy in the new period.

On that basis, the first resolution of the province in the new term (Resolution 01-NQ/TU, dated November 16, 2020) identified the rapid and sustainable development of the processing and manufacturing industry using modern technology, with low resource loss, creating products with high added value and competitiveness as the key goal in the task of restructuring the economy. To initiate this goal, Quang Ninh has selectively attracted investment, prioritizing high-tech, smart and environmentally friendly processing and manufacturing projects; gradually reducing industries that are heavily dependent on mineral resources and have environmental impacts; building mechanisms and policies to develop supporting industrial value chains, industry clusters, and encouraging enterprises to invest in equipment innovation towards modernity and green development...

In order for the processing and manufacturing industry to become the driving force for the development of other economic sectors, Quang Ninh has focused on making breakthroughs in attracting investment capital, increasing the contribution rate and attracting high-quality labor to this field... From there, the province has promoted the early implementation of production site planning; synchronous technical infrastructure and social infrastructure; preparing available human resources and administrative reform, improving the investment environment, anticipating the strong shift taking place globally. Up to now, after nearly 5 years, the development targets of the processing and manufacturing industry have all met and exceeded the set targets. Quang Ninh has more than 1,000 enterprises participating in the processing and manufacturing industry, becoming a pillar of the economy with an annual value added rate of about 30%, the value of GRDP contribution reaching tens of billions of VND...

It can be seen that, although still young, the processing and manufacturing industry in Quang Ninh has really made clear breakthroughs. Factories and workshops continue to receive strong investment, operate very actively, even at full capacity, thereby increasing value, becoming the industry that contributes the most to the growth of the industrial - construction sector. Right in the first quarter of 2025, the production index of the processing and manufacturing industry continued to record the largest growth compared to other economic sectors with an increase of nearly 35% over the same period in 2024. In particular, the products that increased strongly were knitted fabrics, up 70.4%; televisions, up 34.8%; solar panels, up 36.5%... Notably, a number of new factories have begun to be completed and put into production, thereby creating added value, contributing to the growth of the industry.

In the coming time, Quang Ninh will still prioritize, strongly attract and promote the development of this industry. The province clearly shows its viewpoint and approach in improving the effectiveness of the investment promotion model according to the "closed cycle" from supporting the implementation of investment procedures to post-investment support. Coordinate with investors in industrial park infrastructure and localities to review land funds, speed up site clearance progress, prepare the labor market, build cooperative relationships with diplomatic agencies, international investment promotion organizations, central agencies, investors in industrial park infrastructure, investment consulting companies... to promote investment promotion and attraction.

At the same time, prioritize resources to accelerate the synchronous construction of social infrastructure works (housing, institutions, public utility works for workers), technical infrastructure (electricity, water supply, telecommunications, wastewater and waste treatment, etc.), connecting traffic infrastructure, research and propose specific mechanisms and policies to create competitive advantages in attracting investment for the province's industrial parks and economic zones through projects to build pilot mechanisms and policies, specific incentives, and create production and supply chains connected to the global network. In particular, prioritize new generation projects that use clean, modern, environmentally friendly and highly connected technology to keep up with the trend of smart manufacturing in the world. From there, it creates an important driving force to ensure the goal of modernization and economic growth in 2025 and the whole period, gradually concretizing Resolution 57-NQ/TW on breakthroughs in science, technology development, innovation and national digital transformation of the Politburo in the new period.
