The project to renovate and upgrade the feeder road from Cao Xa market to Le Tinh drainage culvert, Vinh Lai commune (Lam Thao) is about 2km long, with a total investment of more than 14 billion VND. The project investor is Lam Thao district People's Committee and the contractor is PT Vietnam Investment, Construction and Development Company Limited.

According to people in Cao Xa commune, the above road section was under construction since March 2024. However, by the end of April, the construction unit stopped halfway and has not yet resumed construction, greatly affecting the lives of the people.

On the afternoon of October 23, Giao thong Newspaper reporters were present in Cao Xa commune to record the current status of the road.

Here, Giao thong Newspaper reporters observed that the road is currently in a muddy state because the construction unit has only leveled the ground. Only a few sections of the road have been constructed with drainage works and manhole covers installed. Many areas of the drainage system are still unfinished, and some sections have not been constructed yet.

Sharing with Giao thong Newspaper reporter, Mr. Le Thiet Hung (born in 1970, residing in zone 2b, Cao Xa commune, Lam Thao) said: "My family sells groceries, trucks carrying goods have to stop at the beginning of the road because they cannot enter here, each time we import goods, we have to transport dozens of motorbikes in. Many rainy days, the road is muddy, motorbikes cannot transport goods, I have to work as a "porter" to carry goods into the house".

Along the route, the reporter continued to meet Ms. Loan, another resident in the affected area. Ms. Loan lamented: "We have to walk on manhole covers, but fortunately there are still manhole covers to walk on. Many households below cannot even take their motorbikes and bicycles out of their houses, so they have to rent a place to park them.

However, because the manhole cover is narrow, it is very difficult to go, two motorbikes cannot avoid each other, so it is very inconvenient. Many people have fallen here, it is very dangerous and difficult for us people."

According to observations by Giao thong Newspaper reporters, due to the long construction stoppage and heavy rains, the roadbed in the above area became muddy, with many sections of the road surface being rough, bumpy and waterlogged. In some areas, water spinach grew all over the roadbed.

Currently, due to the fact that many construction items have not been completed, many households cannot park their motorbikes and bicycles out of their houses because the road surface is 50-60cm from the house threshold. Some households have high house foundations, from the yard down to the road surface up to 1 meter, which makes it difficult for people to live.

Not daring to leave the house for fear of falling

Because the house foundation is high above the road, many elderly people in Cao Xa commune do not dare to go out for fear of falling. Ms. Thu (born in 1958, residing in Zone 2, Cao Xa commune, Lam Thao) shared: "My family has a motorbike, but when the rice harvest comes, I have to park it and cannot bring it home even though the yard is very large. My mother-in-law is 88 years old this year, and can only sit at home, waiting for her children and grandchildren to visit. Many times when she is sad in her old age, she wants to go to the neighbor's house to play but cannot because it is dangerous to go out on the street."

Mrs. Van, Mrs. Thu's mother, also said: "Now I can't go anywhere, I don't dare leave the gate because I'm afraid of falling. The other day, my child was parking his bike and fell and broke his knee, so I'm very scared."

Mr. and Mrs. Van are nearly 90 years old and do not dare leave the house for fear of falling.

Regarding the difficulty for people to travel, Mr. Duong Ngoc Dinh (born in 1959, head of zone 2, Cao Xa commune, Lam Thao district) also said: "My area does not have a manhole cover yet, every time I go to the field I have to push my bicycle up to the edge of the manhole to go. We have also proposed many times at meetings to complete the road for people to travel, but the situation is still the same".

Giao thong Newspaper reporters contacted the Lam Thao District Public Works Project Management Board (representative of the project investor). Responding to reporters, this person said: "The project to renovate the Thao left dike access road, about 2km long, was granted a construction permit by the Phu Tho Provincial People's Committee from January 31, 2024, with the deadline for completion being December 2024.

According to the construction permit decision, the dike body must not be excavated for construction from April 2024 to the end of October 2024. Thus, this project only has 2 months left to complete construction, causing difficulties for the construction unit. However, the Lam Thao District Public Works Project Management Board still requires the contractor to complete the construction on time and stabilize people's lives soon.

Many houses have their foundations several meters above the road surface.

Speaking to Giao Thong Newspaper reporter, Mr. Nguyen Trung Hoa, Deputy Director of PT Vietnam Investment, Construction and Development Company Limited, the construction unit of the project, said: "The project construction unit will start around March 2024, and by the end of April, the flood season will begin. Because the project is located close to the dike, according to the construction permit decision, we cannot continue construction until October 30.

In total, the unit only had 4 months to construct. During the time when construction was not possible, after each period of flooding, we had to use machines to drain the water because of the heavy rains in the past. At the same time, on October 22, the district leaders also directly directed the completion and handover for use before December 31. The unit also contacted the people and announced that in the coming time, they would increase night shifts to keep up with the project's progress."
