'Right person, clear job' when resolving issues for projects and land in inspection conclusions and verdicts

The working group is headed by Deputy Prime Minister Tran Hong Ha; Deputy Heads include the Minister of Natural Resources and Environment, the Minister of Justice, the Government Inspector General, and leaders of several ministries, branches, central agencies, and 5 provinces/cities (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, Long An).

The Deputy Prime Minister emphasized that the Government's plan to implement the Politburo's direction on projects and solutions to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in a number of provinces and cities (the Plan) has assigned specific tasks to each ministry, branch and locality.

"The most important thing is to identify the right people and clear tasks in organizing the implementation of the Politburo's direction, the Plan, and the project issued by the Prime Minister," said the Deputy Prime Minister.

At the meeting, members of the Working Group, leaders of a number of committees of the National Assembly, People's Committees of provinces and cities of Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa province, Long An province... focused on exchanging and discussing the task of developing a draft Resolution to be submitted to the National Assembly at the 8th session (term XV) according to the simplified procedure on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions; the mechanism for determining land prices for initialed projects when implementing under Build - Transfer (BT) contracts; difficulties and obstacles under the authority of ministries and branches such as land valuation, planning, bidding, auction, citing and applying precedents...

Deputy Minister of Natural Resources and Environment Le Minh Ngan affirmed that the Ministry will urgently develop a draft Resolution of the National Assembly to remove difficulties and obstacles in handling violations of land use time; land allocation and lease without auction and re-determination of land prices, financial obligations on land;... "quickly, promptly, with the highest quality".

Government Inspector General Doan Hong Phong noted that ministries, branches and localities must closely follow the timelines set out in the Government's plan to implement the Politburo's direction on projects and plans to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in a number of provinces and cities.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said the city has issued an implementation plan immediately after the National Assembly and the Government issued resolutions and decrees within their authority; closely coordinating with ministries, branches, and prosecution agencies in the spirit of "removing obstacles must be very clear".

Concluding the meeting, the Deputy Prime Minister requested the Ministry of Natural Resources and Environment to closely follow the assigned tasks, clearly identify legal-related problems when drafting the National Assembly's resolution, ensure comprehensiveness, not omit, and not include issues under the authority of the law.

The Ministry of Justice and the Government Office closely coordinate with the Ministry of Natural Resources and Environment to appraise and complete the draft resolution, report, and seek opinions from the Government and the Prime Minister; and propose to follow the shortened procedures for the National Assembly to approve at the 8th session (term XV).

The Deputy Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance and the Ministry of Natural Resources and Environment to develop and submit to the Prime Minister for consideration and promulgation of mechanisms and policies to remove difficulties and obstacles in land price calculation for projects signed to implement BT contracts, in October 2024.

Ministries and branches complete the review, propose and report to the Working Group and the Prime Minister on mechanisms and policies that need to be revised and supplemented in the process of resolving projects and land in the inspection, examination and judgment conclusions.

The Deputy Prime Minister requested localities to clearly identify the contents that need guidance from ministries and branches; review remaining projects with similar problems and report to competent authorities in the first quarter of 2025.
