'Don't let the law make it more difficult for teachers'

Commenting on the draft Law on Teachers, General Secretary To Lam noted that many policies need to be regulated to cover specific issues and emphasized that the law must truly honor and create favorable conditions for teachers, 'don't let the law come into being and make it more difficult for teachers'.


On the morning of November 9, after hearing the draft Law on Teachers, the National Assembly discussed the draft law in groups. Presenting his opinion at the Hanoi group, General Secretary To Lam emphasized that education and training has strategic significance, in which teachers play a very important role. However, the General Secretary said that the draft law only stops at including things that were not previously stipulated in the law.

The General Secretary suggested that the draft Law on Teachers must first identify the very important role of education and training, especially in education and training, teachers are the main subject.

"How does this Law on Teachers deal with the relationship between teachers and students?", the General Secretary asked, and said that the draft needs to properly resolve the relationship between teachers and students.

The General Secretary gave an example of implementing a very important policy of universalizing education. Children of school age must go to school, receive universal primary education, then gradually move on to junior high school and high school.

To implement this policy, teachers are indispensable. Because, if there are students, there must be teachers. The General Secretary said that currently, with the national database of residents, it is possible to know immediately how many children in a commune, ward, district or city are going to school this year. And when there are "students", we must be proactive in "having teachers".

"This is a very current issue. Now that there is a shortage of teachers, how can children go to school? Whatever leads to the shortage must be resolved. If there are students and teachers, there must be schools. We cannot say there is a shortage of schools. How can we plan and manage without schools?", the General Secretary stated, at the same time, he said that many policies must be included in the law to resolve the teacher-student relationship in education.

Another issue, according to the General Secretary, is to define a teacher as a scientist. The General Secretary suggested that the bill must properly resolve the relationship between the role of a teacher and a scientist; the relationship between scientists and research centers, businesses, and the State.

"A teacher must have the mindset of a scientist with very deep expertise," the General Secretary stated.

Need for policies for special education environments

The General Secretary also noted that the draft law needs to have policies to implement integration in education and training. The General Secretary gave an example: we recently declared English as the second language, so how should the draft law be regulated to implement this policy?

"What kind of English teachers are there for English students to be popularized? Or if the teachers are foreigners, do they have to comply with the regulations in the Teachers' Law? Has the Law mentioned anything about this?", the General Secretary raised a series of issues.

In addition, the General Secretary also said that the draft law needs to pay attention to the lifelong learning policy. "If the regulations are rigid like this, what will happen to lifelong learning?", the General Secretary said.

The General Secretary analyzed that when teachers reach retirement age, they are no longer allowed to teach, and are no longer teachers according to the law, "it is very difficult" to implement the lifelong learning policy. Because older professors are the ones with experience, prestige and can still teach.

"Now you say no, I am past the age limit, according to the regulations of the Teachers' Law, I am no longer a teacher, I cannot teach anymore. Obviously it is very difficult, it is not possible to mobilize this resource in education and training. We must encourage socialization, society's participation in education and teaching work," the General Secretary noted.

According to the General Secretary, the bill also does not have policies covering special environments such as teaching in prisons or even education in mountainous areas, remote areas, and areas with special economic difficulties.

"I went to the mountainous areas and found it very difficult. Students had no place to live and work, and teachers even less so. What could I do? Teachers went to schools in mountainous areas where there were no young people, only police and border guards. So how would they get married? What would their youth be like there? Border guards and commune police also did not have public housing, so who would solve this problem? Does each school like that have public housing for teachers? People stay there for 5-10 years before returning according to policy, so where would they spend those 5-10 years? How would they build a family and get married?", the General Secretary said, and requested that such special environments must have specific and comprehensive policies.

Finally, the General Secretary said that teachers are looking forward to the Teachers Law. "We must do something to make teachers feel really excited, really honored, really facilitated by this law. Don't let the law make it more difficult for teachers or say that this regulation cannot be implemented," the General Secretary emphasized.
