New project transformation

The surface water collection system investment project for the Tam Xuan 2 waste treatment area (Nui Thanh) is one of 19 new projects starting construction in 2024, invested by the Provincial Construction Investment Project Management Board, which has been implemented in the field. According to the investor, these 19 projects have a total investment of 1,184.7 billion VND.

In addition to the groundbreaking ceremony for the surface water collection system of Tam Xuan 2 waste treatment area, there are 5 projects in the process of selecting contractors; 4 projects have submitted plans for selecting contractors; 1 project has submitted construction drawing design and estimate for approval; 1 project is in the process of preparing construction drawing design and estimate.

In addition, the unit is urgently completing the documents of 4 projects to submit for investment project approval; at the same time, submitting for approval the adjustment of investment policy of 3 other projects.

Of the 19 projects that will be newly started this year, 10 are renovation, upgrading and construction projects related to schools.

Talking about the progress of implementation, Deputy Director of the Provincial Construction Investment Project Management Board - Mr. Tran Duy Phuc shared that the Luong Thuc Ky High School project (Ai Nghia town, Dai Loc) has a total investment of 60 billion VND.

Mr. Huynh Xuan Son said that in 2024, the Provincial Construction Investment Project Management Board will implement 55 projects/works. Of which, 13 projects will complete settlement procedures; 23 projects will be transferred to construction and installation in 2024; 19 projects are expected to start new construction.

The unit is clarifying the documents to negotiate and sign a contract with the construction contractor. Located in Thanh My town (Nam Giang), To Huu High School will also be renovated and upgraded. The project is in the preparation stage to select a contractor for the construction project.

In the health sector, the investment project to build, upgrade, renovate and purchase equipment for 76 commune-level health stations with a total capital of 197 billion VND has had remarkable changes.

By March 2024, 43 stations had their construction drawings and estimates appraised and approved; of which 15 stations had construction contracts negotiated and signed.

In the provincial capital of Tam Ky, Quang Nam General Hospital will continue to be renovated, upgraded and expanded with a capital of 210 billion VND. The project is in the stage of implementing detailed site planning and investment project establishment.

Promote old projects

Mr. Huynh Xuan Son - Director of the Provincial Construction Investment Project Management Board said that the project invested by the unit has 23 projects transferred to construction and installation in 2024 (total investment of VND 9,454.6 billion). Of which, 15 projects are expected to be completed in 2024; the remaining 8 projects will be completed after 2024.

Notably, the projects expected to be completed in 2024 include investment projects to build, upgrade and renovate 5 district-level medical centers. When completed and put into use, the projects will strengthen facilities, improve the quality of medical examination and treatment and health care for the people; reduce the load on upper-level hospitals...

Currently, the contractor is constructing 4/5 medical centers including Nam Giang, Tien Phuoc, Dai Loc and Nui Thanh; only the Que Son District Medical Center must wait for the site to be handed over before construction can begin.

After a long traffic jam due to land clearance problems, the project to repair and restore the km0-km1+700 section of the old DT609 road has just been restarted by the Provincial Investment and Construction Project Management Board.

Mr. Tran Duy Phuc informed that Dien Ban town has recently removed some important "bottlenecks" in site clearance for the project.

The contractor said that the above section passes through Vinh Dien and Dien An wards. After many constructions (after having the site), the contractor carried out the work in many locations.

As of the morning of April 2, 2024, Dien An ward still has land issues related to 3 houses with a length of about 30m; Vinh Dien ward has not yet cleared the first 50m of the route. The contractor proposed that the town continue to pay attention to clearing the remaining "bottlenecks" to complete the project.

The investor representative shared that many projects striving to finish after 2024 are also facing problems with site clearance (which is the responsibility of the locality).

Regarding the appraisal, approval and implementation of projects with medical equipment, the investor recommends that the Provincial People's Committee direct and urge departments and branches to pay attention to guiding the implementation.

Typically, establishing a council to select equipment configurations, especially selecting a medical equipment valuation unit to serve as a basis for approving estimates for bidding for the procurement and installation of medical equipment and sending a document to the Ministry of Health to issue instructions or a circular replacing Circular No. 14 dated June 30, 2023. Speed ​​up the approval process, approve adjustments to the contractor selection plan that the unit has submitted to have a basis for implementing the next steps.
