At the same time, the state budget revenue and expenditure situation in 2023 and the budget revenue and expenditure estimates for 2024 were also discussed. It can be said that 2023 is a year of many fluctuations for Binh Thuan, not only stopping at direct events such as organizing the National Tourism Year 2023 with the theme "Binh Thuan - Green Convergence" and the two expressways Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay put into operation, creating a spillover effect, but also being affected by a chain reaction through the market, prices due to the impact of war and conflict in the world. But the most important and decisive impact is that the cases in the province have been and will be criminally prosecuted, causing the team of civil servants and public employees in the province in the process of performing their duties to be afraid of mistakes, afraid of responsibility, not daring to be creative, flexible in applying in performing their work. Meanwhile, there are contents that have not been regulated or are not fully regulated in the legal system, so they have decided to create stagnation. This situation is most clearly and commonly shown in the procedures for calculating specific land prices in projects, not only in the province but also in other provinces and cities. In the province, there are currently 46 projects in many fields, including large projects, deciding on budget revenue for the province, all of which are waiting for Decree 44 to be amended and supplemented for implementation. In addition, more than 350 enterprises have stopped operating, the unemployment rate has increased, and 14,000 people have agreed to withdraw their social insurance at one time...
In the above context, the management of socio-economic development and Party building encountered many difficulties both objectively and subjectively. But with exactly 1 month left until the end of 2023, the results were beyond expectations, with unexpected elements. 14/17 main socio-economic development targets achieved and exceeded the set plan. In particular, the outstanding is the gross domestic product (GRDP), if 6 months stopped at 7.76%, thanks to the rotation around the main axis of bustling tourism-related services, the appearance of expressways, now it is estimated to have increased to 8.1%, compared to the plan of 7 - 7.2%. Next is the budget collection, although the land use fee revenue and a series of other revenues decreased compared to 2022, for many reasons, including tax reduction, extension of tax payment time... but still reached the set estimate of 10,006 billion VND. From this reality, Provincial Party Secretary Duong Van An suggested that the conference discuss these two targets, to try to achieve a higher increase in 2024. According to Chairman of the Provincial People's Committee Doan Anh Dung, if in 2021, due to the Covid-19 pandemic, GRDP increased by only 2.27% and in 2022 it increased by 7.75%, then this year, with an increase rate of 8.1%, the average growth rate of the 3 years was about 5.7%. While the GRDP growth target for the entire 2021-2025 term is set at 7-7.5%, it means that the remaining 2 years, 2024 and 2025, must ensure a GRDP growth rate of 8.3% or higher to achieve that level. The Central Government assigned Binh Thuan to collect a lower budget in 2024 than in 2023, specifically 9,963 billion VND, due to the reduction in import-export tax due to the difficult world situation. However, with the effort to add 37 billion VND more to collect a full budget of 10,000 billion VND in 2024, it is still worth trying.
Because of choosing people
To successfully implement the above two decisive targets and many other targets in 2024 and many other tasks, the issue of success or failure still depends on the implementing cadres. At the conference, delegates analyzed a related reality in 2023. That in the past year, Party building work had many bright spots such as admitting more Party members than the set target, widely implementing "Keeping the Party member oath" has created motivation for more efforts, determination to complete tasks in civil servants and public employees, gradually pushing back avoidance, fear of mistakes, fear of taking responsibility... However, there is still a situation where some Party committees and organizations have not yet comprehensively led all aspects, some places only care about leadership in socio-economic aspects, some places only focus on Party building work; have not focused on leading and directing the settlement of complaints and denunciations...
According to Provincial Party Secretary Duong Van An, 2024 is the year to prepare for the Party Congress for the 2025 - 2030 term, to prepare for the work of reviewing, summarizing, training - fostering cadres, and planning cadres. Therefore, it is recommended that all levels, sectors, localities, units, organizations, and Party organizations focus on reviewing and summarizing the policies and resolutions of the Central Committee, the Provincial Party Committee, and Party organizations at all levels. Strengthen inspection and supervision to promptly detect and prevent violations, not letting small violations become big violations. Pay attention to the work of developing, planning, training, and fostering the cadre team to prepare for the 2025 - 2030 term, trying to choose the right people. "Because of choosing people, not because that person is familiar, we choose a job for that person" - the Provincial Party Secretary emphasized.
And the results of the implementation of the tasks in 2024 will determine the convenience in looking for people. Because in 2024, as the Provincial Party Secretary concluded at the conference, all levels and sectors strive to maintain the growth target, in which GRDP increases by over 8.3% so that together with the results of 2025, the province will approach the target of the term from 7 - 7.5%. In addition, strive to collect a budget of over 10,000 billion VND; promote attracting social investment based on promoting the potential, advantages, development space and efficiency of public investment. The Secretary emphasized: "That means based on social investment and the efficiency of public investment with the motto of taking public investment to lead private investment and one dong of public investment invested must earn many dong of private investment, to promote the socio-economy. We must have a vision in investment and soon complete projects that have been approved for investment in 2023, such as the Son My 1, Son My 2, Tan Duc Industrial Parks, Son My LNG port warehouse, gas-fired power plant; Phan Thiet Airport, Mui Ne National Tourist Area project... In addition, the Provincial Party Secretary said that it is necessary to calculate effective public investment towards key projects with spillover effects, creating breakthroughs for economic development. In particular, focusing on traffic projects with regional connectivity factors and infrastructure projects serving production that have been approved by the Provincial Party Committee Standing Committee and have a Resolution of the Provincial People's Council. At the same time, we must be proactive and ready in disbursement, ensuring that the projects are put into use soon, thereby promoting efficiency.
To make this happen, the Provincial Party Secretary pointed out that the staff and civil servants must be truly dedicated to reforming administrative procedures, improving their attitude, quality and efficiency of work. “We must find a way to motivate the staff to work with responsibility, affection, enthusiasm and vision; to work until the end of the day, not to avoid difficult tasks but to try to find ways to solve them. We must take work efficiency and the satisfaction of the people, businesses and the development of the province as a measure to evaluate the level of task completion of each agency and each staff member” – the Provincial Party Secretary emphasized.
