Focus on implementing 9 key tasks in the last 3 months of the year

In the first 9 months of 2023, all levels, sectors and localities in the province have made many efforts, focused on leadership and direction in implementing socio-economic development tasks, ensuring national defense and security, achieving positive results.

In the spirit of determination to strive to exceed the socio-economic, defense and security targets in 2023. The Provincial Party Standing Committee requested all levels, sectors and localities to focus on implementing 9 key tasks in the last 3 months of 2023.

1. Focus on leading the review and implementation of the remaining contents stated in Program No. 51-CTr/TU on the work program of the Provincial Party Committee and the Provincial Party Committee Standing Committee in 2023, ensuring completion according to the set schedule. At the same time, strengthen leadership in resolving outstanding and difficult tasks to free up resources, promote the progress of projects (including investment projects from the state budget and non-state budget sources), strive to disburse public investment capital in 2023 to reach over 95% of the plan. In particular, focus on leading the effective implementation of the following issues: Urgently resolve difficulties in compensation and land acquisition to speed up the construction progress of DT.719B road, Ham Kiem - Tien Thanh road, Van Thanh bridge, inter-district roads along the main canal through Ham Thuan Bac, Bac Binh and Tuy Phong districts; Review and resolve the planning that has not been implemented for many years (suspended planning), investment and construction projects on the sea side that are not in accordance with the planning... according to the direction of the Provincial Party Standing Committee, the Provincial Party Standing Committee; Complete the adjustment of the Hung Vuong Park project (a flooded ecological park); complete the documents and procedures to start the Ca Ty River Apartment project, serving the resettlement of the Ca Ty River Embankment project (from Duc Thanh bridge to Ung Van Khiem street) and other projects. Speed up the progress of projects to renovate and upgrade roads, bridges, lighting... in Phan Thiet city and districts that have been allocated investment capital; Review eligible projects, promptly determine specific land prices to calculate land use fees, create additional revenue for the provincial budget, especially determining specific land prices for Tan Duc Industrial Park and Son My 1 Industrial Park; Pay attention to allocating investment capital to upgrade and repair schools, hospitals, cultural institutions, purchase machinery, medical equipment, equipment for waste collection; at the same time, review urgent projects and works that need investment in culture, education, health, etc. to calculate and add to the public investment plan, ensuring scientific, reasonable, and consistent with the provincial budget; Quickly adjust the land use planning to 2030, with a vision to 2050 at the district level after the Prime Minister approves the adjustment of Decision No. 326/QD-TTg, dated March 9, 2022 (5). Speed up the progress of zoning planning in the remaining communes, wards, and towns, as a basis for approving the 1/500 planning of works and projects; Pay attention to leading, directing the review, removing obstacles and creating favorable conditions, promoting investment projects outside the budget to be implemented and put into operation soon; resolutely reclaiming projects that are not implemented or are slow to be implemented according to regulations, in conjunction with strengthening the land management of recovered projects, not allowing people to encroach or re-encroach on land, in conjunction with organizing investment calls, auctioning land use rights, bidding to select new investors, not wasting land resources.

2. Leaders review regulations, mechanisms, and policies under the province's authority on investment procedures, construction, compensation, site clearance, etc. to amend shortcomings and overlaps, and abolish documents that are not in accordance with the law and not suitable to the province's conditions, in order to create the most favorable conditions for businesses and people to carry out investment, production, and business activities, contributing to promoting economic growth.

3. Continue to complete the documents and procedures for implementing the investment in Ka Pet Reservoir according to the decision to adjust and supplement the investment policy in Resolution No. 101/2023/QH15, dated June 24, 2023 of the National Assembly, ensuring strictness, thoroughness, science, publicity, transparency, and compliance with the provisions of law.

4. Continue to effectively implement the remaining activities and successfully organize the Closing Ceremony of the 2023 National Tourism Year "Binh Thuan - Green Convergence", contributing to developing tourism into a spearhead economic sector, one of the three important pillars in the socio-economic development of the province. Strengthen the implementation of the 2023 theme determined by the Provincial Party Committee: "Urban beautification, preserving and protecting the landscape, green, clean and beautiful environment", ensuring substance; all levels, sectors and localities in the province choose a specific day in October 2023, organize a campaign for the whole population to clean up and maintain the environment, striving to build Binh Thuan homeland increasingly green - clean - beautiful.

5. Strengthen measures to prevent and combat natural disasters, fires and search and rescue activities at sea; prevent and combat erosion in vulnerable riverside areas and combat sea encroachment during the rainy and stormy season.

6. Strengthen administrative procedure reform, promptly handle administrative records and procedures for businesses and people according to regulations; do not let records be delayed. Effectively prevent and eventually stop illegal fishing activities in foreign waters.

7. Continue to lead and promote the dissemination and implementation of the Party's policies and legal documents on preventing and combating corruption and negativity; regularly organize inspection, examination and supervision activities, promptly detect and strictly handle cases of violations of the law on corruption and negativity.

8. Carry out military and national defense work well, build defense zones and implement the movement "All people protect national security"; deploy measures to maintain political security and social order and safety in the province; effectively prevent and combat all types of crimes and social evils.

9. All levels, sectors and localities review the goals, targets and tasks for 2023, determined to strive to exceed the socio-economic, national defense and security targets for 2023.
