On the afternoon of April 4, Vice Chairman of the Provincial People's Committee Nguyen Minh chaired a working session with the Asian Development Bank (ADB) delegation on the Environmental Improvement Project for Class II Cities - Binh Thuan Province component, funded by ADB. Attending were leaders of relevant departments, branches and leaders of the Phan Thiet City People's Committee.
The Project to Improve the Environment of Type II Urban Areas - Binh Thuan Province component was approved by the Prime Minister with an investment scale of 4 components: Adding stormwater and wastewater drainage for the city center, renovating and increasing the capacity of the Phan Thiet City Wastewater Treatment Plant; Building a wastewater collection and treatment system for Ham Tien and Mui Ne wards; Sea embankment combined with management and rescue roads along Tran Le Street to prevent coastal erosion and encroachment; and embankment and dredging on both sides of Ca Ty River from Duc Thanh Bridge to Ca Ty Bridge. The total investment of the project is expected to be about 132 million USD (about 3,062.5 billion VND), including a loan from the Asian Development Bank (ADB) of about 80 million USD, non-refundable aid of about 13 million USD and counterpart capital of about 39 million USD. The non-refundable funding source of the DRIVE fund increased from 13 million USD to 21.5 million USD compared to the beginning. Recently, ADB has had working sessions with leaders of the Provincial People's Committee, Phan Thiet City and related departments and branches to agree on the technical plan of the coastal protection embankment component and the application of ADB's resettlement compensation policy for embankment sections invested by the province.
At the meeting, members of the ADB delegation as well as leaders of provincial departments and branches discussed 6 contents such as: scope and design of river embankments; coastal protection and coastal erosion prevention; sand sources for the project from river mouths or seabeds, ensuring stable supply; operating and maintenance budget for beach nourishment; documents required by ADB...
According to Chairman of Phan Thiet City People's Committee - Phan Nguyen Hoang Tan, after analyzing many options, Phan Thiet People's Committee agreed to implement option 3 (completely eliminating the river embankment component). Because if implementing the remaining options related to resettlement support, most of the affected households in the project area will not have land use right certificates. The province will consider other sources of capital to implement the resettlement component on both sides of the river. In addition, the Department of Planning and Investment, the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment also discussed in depth and agreed on option 3 to speed up the project implementation progress and ensure that there will be enough sand sources (taken from Son My Industrial Park and sea sand) to provide stable supply for the project.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh said: Ca Ty River embankment is an important project for the development of Phan Thiet City. The Provincial People's Committee is striving to complete this project by 2030, making Phan Thiet a class I urban area. Therefore, receiving these aid funds is very necessary. However, due to the different policies on compensation, support and resettlement between ADB's requirements and the provisions of Vietnamese law, compared to the beginning, the project has also been agreed to reduce the entire river embankment component. Thereby, the Vice Chairman of the Provincial People's Committee requested the Phan Thiet City People's Committee to urgently complete the dossier and promptly provide the zoning plan to the ADB working group. The Department of Planning and Investment is interested in early internal appraisal to serve as a basis for implementing the next steps.
At the same time, the Department of Natural Resources and Environment is requested to guide the procedures related to sand exploitation for beach nourishment. The Department of Agriculture and Rural Development and the Department of Construction are interested in guiding the application of standards and norms for the design of green, environmentally friendly solutions in the Sea Embankment Component combined with the management road, rescue and relief along Tran Le Street to prevent coastal erosion and encroachment as a basis for future appraisal. Departments and branches urgently implement related contents so that the project can be approved and implemented soon.
