In 2023, with the close and drastic direction of the Government, the administrative reform work of the entire administrative system achieved many important results in all aspects. The work of building and perfecting laws continued to have positive changes; many bottlenecks in mechanisms and policies were removed, promptly supporting the recovery of production and business activities of people and enterprises.
Administrative procedure reform has been focused on and has many good models. The rate of digitization of records and results of handling administrative procedures at ministries and branches reached 28.59% and at localities reached 39.48%. The rate of administrative procedure records resolved on time or early at ministries and branches reached 50.60% and at localities reached 90.75%. The arrangement and consolidation of the organizational apparatus and the completion of regulations on job positions at agencies and organizations in the political system continued to have clear changes.
The improvement of institutions on management and use of cadres, civil servants and public employees, and the strengthening of administrative discipline and order have had many positive changes. The Prime Minister has directed ministries, branches and localities to implement the e-Government and digital Government synchronously and drastically, with many good results and models.

In Ha Tinh, administrative reform continues to have strong changes, especially administrative procedure reform at all three levels: province, district, and commune. The rate of online application submission (57.01%) is higher than the national average (the national average is 38.26%); the satisfaction level of people and businesses with administrative procedure settlement in 2023 (94.44/90%); the rate of online payment records (34.37%, an increase of 34.3% compared to 2022 - only 0.77%), is higher than the national average (the national average is 27.08%). Ha Tinh ranks 27th out of 63 provinces and cities nationwide, and 2nd in the North Central region in terms of the People and Business Service Index in implementing administrative procedures and providing public services, as assessed by the Government Office and made public on the National Public Service Portal. |
The conference also discussed and proposed a number of tasks in 2024 such as: strengthening the work of urging, monitoring, evaluating, inspecting, examining, and disseminating administrative reforms; speeding up the progress of reviewing, arranging, and perfecting the functions, tasks, and organizational structures of affiliated agencies and units; promoting the arrangement and streamlining of public service units, ensuring compliance with the planning, improving the quality and efficiency of operations; completing the arrangement of district- and commune-level administrative units in the 2023-2025 period; strengthening the review, reduction, and simplification of administrative procedures, regulations, and business conditions, ensuring substance and efficiency on the basis of taking people and businesses as the center...
