On the afternoon of January 15, Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister, Deputy Head of the Government's Steering Committee for Administrative Reform (PAR) chaired the ninth meeting of the Steering Committee to evaluate the results of implementing PAR in 2024; directions and implementation of tasks in 2025. The meeting was connected online to 63 provinces and cities nationwide.

In 2024, with the attention and close and drastic direction of the Government and the Prime Minister, along with the strong participation of ministries, branches, localities, people and businesses, the review and handling of difficulties and shortcomings in administrative reform has been actively implemented, contributing to promoting administrative reform and improving the business environment.

Institutional reform and administrative procedure reform continue to receive attention. The Government and the Prime Minister have spent time listening to and meeting with the people and business community to direct research and handle feedback and recommendations on mechanisms, policies and administrative procedures.

During the year, 13 ministries and branches implemented the plan to simplify 313 administrative procedures and citizen papers related to population management in 35 legal documents, bringing the total number of administrative procedures implemented to date to 898, reaching 83%.

The arrangement, consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system, and the reform of salary policies continue to have clear changes, achieving positive results. In 2024, Hue City will be newly established under the Central Government; 38 district-level administrative units (ADUs) and 1,178 commune-level ADUs will be arranged, after the arrangement, 9 district-level units and 563 commune-level units will be reduced; at the same time, 137 new urban administrative units will be established and upgraded to promote the urbanization rate, striving to have 45% of urban ADUs by 2025 according to the Resolution of the 13th National Party Congress.

Along with that, the task of building and developing e-Government and digital Government continues to be directed by the Government and the Prime Minister to ministries, branches and localities to implement synchronously and drastically, step by step with specific results, good and typical models, such as: Da Nang, Binh Phuoc, Hanoi, Quang Ninh, Ho Chi Minh City...

According to the Steering Committee's report, from January 1 to December 20, 2024, the number of electronic documents sent and received on the national document interconnection axis was over 12.2 million documents, an increase of more than 4 million documents compared to 2023; to date, there have been more than 46.5 million documents sent and received on the national document interconnection axis, an increase of more than 18.3 million documents compared to 2023.

The rate of online records of ministries and branches reached 59.57% (nearly 2 times higher than in 2023); localities reached 56% (1.92 times higher than in 2023). The rate of digitization of records and results of handling administrative procedures at ministries and branches reached 61.4% and localities reached 67.46%.

Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged, commended and highly appreciated the efforts of ministries, branches, localities and members of the Steering Committee who have actively implemented administrative reform with many positive results in many fields.

Regarding tasks in the coming time, the Permanent Deputy Prime Minister requested ministries, branches and localities to thoroughly grasp, strictly, comprehensively, synchronously and effectively implement the State Administrative Reform Program for the 2021-2030 period; closely follow the Party and Government's policies on judicial reform to effectively implement assigned tasks; continue to promote the role and enhance the responsibility of heads of ministries, branches and localities in leading and directing the implementation of administrative reform tasks.

Focus on doing well the task of building institutions to serve the requirements of administrative reform. The Ministry of Home Affairs - the standing agency of the Steering Committee - presides over and coordinates with ministries, branches and localities to organize a preliminary review of the State Administrative Reform Master Program for the period 2021-2025, propose key tasks and solutions to promote State administrative reform for the period 2026-2030.

The Deputy Prime Minister requested ministries, branches and localities to focus on synchronously and effectively implementing the task of summarizing the implementation of Resolution No. 18-NQ/TW, focusing on implementing the plan to reorganize the apparatus of State administrative agencies to ensure urgency so as not to interrupt or miss work in the spirit of "Sleek - Compact - Strong - Effective - Effective - Efficient". At the same time, focus on removing "bottlenecks" in implementing administrative procedure reform; strengthen decentralization, delegation of authority, and individualization of responsibilities associated with inspection and supervision.

Deputy Prime Minister Nguyen Hoa Binh also assigned specific tasks to ministries, branches and localities in improving the effectiveness of administrative reform and requested members of the Steering Committee, ministries, branches and localities to proactively coordinate closely in the implementation of assigned tasks to promote administrative reform, improve the investment and business environment, and create breakthroughs for development.
