(NLDO)- After Resolution 131 is the special urban law or contribution to the current legal system to have a suitable legal infrastructure for the development of Ho Chi Minh City.
On the morning of February 8, the Advisory Council for the implementation of Resolution 98/2023/QH15 held its 6th meeting. Attending and chairing the meeting was Chairman of Ho Chi Minh City People's Committee Phan Van Mai.
Speaking to open the council for discussion and suggestions, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai hoped that experts would evaluate whether the departments, branches, and the Ho Chi Minh City People's Committee had received and implemented the experts' suggestions and suggestions well and how to do better, to transform Resolution 98 to bring about more results.
According to Mr. Phan Van Mai, Ho Chi Minh City is facing a major change in the organizational revolution. This is the reorganization of the economic management method through the arrangement and change of the organizational apparatus.

Besides, the city is preparing to summarize Resolution 131/2020 of the National Assembly on the organization of urban government in Ho Chi Minh City.
"We are approaching the direction of summarizing Resolution 131 to propose the Law on Special Urban Management of Ho Chi Minh City. However, in this context, what further research is needed on this approach; is there a new, more suitable way?" - The Chairman of the Ho Chi Minh City People's Committee suggested and said that the arrangement of the apparatus organization must be suitable for the city.
The Chairman of the Ho Chi Minh City People's Committee said yesterday that the Ministry of Home Affairs proposed not to organize People's Councils in urban districts, wards and communes, but only to organize the People's Committee as the local administrative agency, with the People's Committee only having a chairman and vice chairman and operating under the administrative chief mechanism.
From there, Chairman Phan Van Mai hopes that experts will research so that after Resolution 131 there will be a separate law for the special urban area of Ho Chi Minh City or contribute ideas to the current legal system to have a suitable legal infrastructure for the development of Ho Chi Minh City.

Referring to the double-digit growth in 2025, the Chairman of the Ho Chi Minh City People's Committee once again acknowledged this as a challenge for the city. "The city sets high goals to strive for but has a basis" - Mr. Phan Van Mai shared.
According to Mr. Phan Van Mai, in the context of many rapid changes in the world and in the country, it has had a great impact on Ho Chi Minh City. Therefore, experts should suggest and analyze to help localities overcome immediate challenges, creating a foundation for long-term, sustainable development.
"The implementation of the 2025 plan is all linked to the double-digit growth target," said the Chairman of the Ho Chi Minh City People's Committee, adding that the mechanism for the urban railway project will be discussed at the National Assembly session this February. The Ring Road 4 and International Financial Center projects will be discussed at the session in May.
At the same time, the Can Gio International Transit Port project, BOT, bidding to select investors using land... are being promoted by the city and will have results this year.
The Chairman of the Ho Chi Minh City People's Committee informed that the 150-hectare ecological park in Thu Thiem will be bid to select investors who use the land. The city will have an ecological zone right in the heart of the urban area combined with exploitation to operate the method of selecting investors.
"These are very new things from Resolution 98. If we can do them, they will open up new ways of doing things for other projects," said Mr. Phan Van Mai.
