Thereby, contributing to increasing the attractiveness of tourism products, positioning the tourism brand of Bai Tu Long Bay, as well as preserving the value of precious natural heritage.

Building a high quality fleet

In order to effectively manage and develop tourism activities, Quang Ninh province has developed many plans, including planning and managing the tourist fleet. To strictly manage watercraft serving tourists, the Provincial People's Committee issued Decision No. 43/2024/QD-UBND (dated October 8, 2024) "On promulgating regulations on measures to manage the operation of inland waterway vehicles serving tourists in Ha Long Bay and Bai Tu Long Bay". Accordingly, the standards for accommodation ships in terms of technical level must reach at least VR-SI level, ships with a capacity of 20 bedrooms or more are encouraged to reach VR-SB level with steel hull material or equivalent materials; minimum design speed of 8 nautical miles/hour; continuous operating time of 72 hours; The general arrangement on board ensures adequate areas for serving guests, meeting 3-star standards or higher according to TCVN 9372:2012 on tourist accommodation ships.

Currently, the luxury cruise Grand Pioneers of Viet Thuan Transport Company Limited is exploiting some points on Bai Tu Long Bay with the "Heritage Connection Journey" operating on Bai Tu Long Bay and Ha Long Bay. These parameters also meet the standards of inland waterway vehicles issued by the Provincial People's Committee.

The Provincial People's Committee also considered approving the plan to develop the fleet in Ha Long Bay and Bai Tu Long Bay, in conjunction with the communication plan to open Bai Tu Long Bay for tourism. According to the plan, steel-hulled tourist ships operating in Ha Long Bay are encouraged to register and transfer operations to Bai Tu Long Bay. By 2025, it is expected to add 100 tourist ships. In the 2026-2030 period, the number of additional ships will be reviewed and announced annually to ensure that the total number of ships and total tonnage of ships do not exceed the tourism capacity announced by competent authorities; strive to achieve 100% of the number of newly built/replaced tourist ships with steel hulls (or equivalent materials) by 2030. At the same time, newly built tourist ships with a tonnage of 200 passengers or more, double-bottomed accommodation ships, and improved standards, technical safety conditions and environmental protection, with high service quality.

Mr. Bui Hong Minh, Deputy Director of the Department of Construction, said: The issuance of the Regulation on measures to manage the operation of inland waterway vehicles serving tourists in Ha Long Bay and Bai Tu Long Bay will develop and improve the quality of the tourist fleet with a scale and aesthetic design suitable for the landscape of Ha Long Bay and Bai Tu Long Bay. At the same time, it will ensure the standards, technical safety conditions and environmental protection, high quality and modernity. In addition, it will help the functional forces and state agencies control the quality of the fleets, thereby increasing the efficiency of exploitation, ensuring traffic safety and limiting negative impacts on the natural environment. In particular, the province established a Tourist Operations Center to effectively manage and coordinate the operation of tourist vessels, creating transparency for ship owners and helping them comply with regulations.

The Provincial People's Committee also aims to improve the efficiency of tourist boat operations; increase the occupancy rate of sightseeing boats from 40-70% on weekdays and 90-100% on peak days, and maintain the occupancy rate of accommodation boats at 70%. Optimizing the operating capacity helps reduce waste of resources, increase revenue and improve the quality of tourist experience.

From the province's orientation on developing the fleet on Bai Tu Long Bay, businesses have also agreed to plan to invest in more large ships operating on the Bai Tu Long Bay tourist route. Mr. Ta Duc Quyen, Executive Director of Ao Tien International Port (Van Don District) said: The province's proactiveness and urgency in issuing decisions to announce sightseeing and tourism itineraries on Ha Long Bay, Bai Tu Long Bay or the plan to develop and improve the quality of the tourist fleet operating on Ha Long Bay, Bai Tu Long Bay by 2030 is an important premise for businesses to have enough basis and conditions to carry out research activities on infrastructure investment and means to serve the exploitation of the Bai Tu Long Bay tourist route. In the coming time, the unit plans to build 2 new overnight ships on Ha Long Bay to enhance the experience for tourists, targeting high-quality customers.

Ready to connect to a new journey

On July 19, 2024, the Provincial People's Committee issued Decision No. 2119/QD-UBND, announcing the tourist routes on Ha Long Bay and Bai Tu Long Bay. Accordingly, the province announced 3 itineraries connecting Ha Long Bay and Bai Tu Long Bay, along with 10 separate discovery itineraries on Bai Tu Long Bay. These itineraries have been carefully surveyed, including unique destinations, such as Soi Sim, Trinh Nu Cave and many beautiful sandy beaches such as Ban Chan and Luoi Liem. The new itineraries not only help tourists have more new and luxurious sightseeing spaces but also contribute to extending their stay and increasing their spending. With careful preparation, up to now, the tourist route on Bai Tu Long Bay has met all the necessary conditions to officially open on March 29, opening up unique tourist routes, meeting a variety of customer streams, especially high-quality customers. Currently, the necessary conditions for exploiting new tourist routes have been basically ensured.

The Department of Construction is actively reviewing and supplementing necessary conditions to ensure the safety of inland waterway routes in Bai Tu Long Bay; arranging overnight anchorage points, supplementing plans to develop the port system and anchorage points in Bai Tu Long Bay. At the same time, supplementing types of tourism vehicles suitable for connecting Ha Long Bay and Bai Tu Long Bay to the plan for developing the fleet in Ha Long Bay and Bai Tu Long Bay.

Together with the Department of Construction, the Bai Tu Long National Park Management Board also coordinated with businesses to complete the infrastructure of tourist routes to Bai Tu Long National Park. Currently, of the 10 announced tours to Bai Tu Long Bay, 3 tours pass through locations in Bai Tu Long National Park. However, some locations in these tours have been areas with low telecommunication signals for many years. Recently, the Bai Tu Long National Park Management Board and Viettel Quang Ninh have coordinated to survey and complete the upgrading of telecommunication infrastructure to meet the requirements of tourism development, serving the opening and official operation of tourist routes in the Bai Tu Long area. It is expected that this year, in addition to 4G broadcasting, this area will be installed with additional 5G broadcasting stations, ensuring better signal quality and bandwidth.

Mr. Pham Ngoc Vinh, Director of Bai Tu Long National Park Management Board, shared: Completing the telecommunications infrastructure in this area helps tourists to communicate more conveniently, especially to serve the propaganda and promotion of attractive destinations in Bai Tu Long Bay. Along with upgrading and completing the telecommunications infrastructure, the unit actively coordinates with related units to survey and determine the anchor buoy routes and signs for overnight stays and sightseeing experiences within the management scope, ensuring conditions for welcoming and serving tourists.

In the "sprint" phase, departments, branches, localities and units quickly support businesses, focus on removing obstacles, create conditions for businesses to develop new tourism products in Ha Long Bay and Bai Tu Long Bay (including coastal areas and neighboring areas) to form a chain of connected tourism products. At the same time, promote communication and promotion of Bai Tu Long Bay tourism, maximize the information infrastructure system to promote strongly and widely to domestic and foreign tourists; coordinate with media channels to promote Bai Tu Long Bay tourism to the people and domestic and foreign tourists.

According to Mr. Nguyen Viet Dung, Director of the Department of Culture, Sports and Tourism, along with implementing legal procedures to promote the development of tourism routes in Bai Tu Long Bay, the Department has just organized many survey delegations (famtrips) for domestic and foreign travel businesses to survey and promote tourism routes in Bai Tu Long Bay. Currently, businesses have been building tourism programs to Bai Tu Long Bay and connecting Bai Tu Long Bay with Ha Long Bay. Most recently, Bai Tu Long Bay has attracted a number of high-spending groups of tourists, including billionaires and millionaires from European and North American markets. In addition, some units are researching to introduce new tourism products, connecting Bai Tu Long Bay with Ha Long Bay and neighboring areas, exploiting small beaches, focusing on personalization and privacy for high-quality customers; Arrange food services, music, paragliding activities, water sports... to create diverse choices, attracting tourists.

With its large sea space, Bai Tu Long Bay is a precious gift that nature has bestowed upon Quang Ninh province. This is also the foundation and driving force for the tourism industry to enhance its brand and increase the competitiveness of destinations; it is a problem for managers to promote the potential values ​​of Bai Tu Long Bay sustainably in the future.
