On the morning of August 19, the official welcoming ceremony for General Secretary and President To Lam and his wife along with the high-ranking Vietnamese delegation was solemnly held at the Great Hall of the People in Beijing according to the highest protocol for heads of state with a 21-gun salute.
Immediately after the welcoming ceremony, General Secretary and President of China Xi Jinping led the high-ranking Chinese delegation and General Secretary and President To Lam led the high-ranking Vietnamese delegation to hold talks.

At the talks, General Secretary and President of China Xi Jinping once again expressed his deep condolences over the passing of the late General Secretary Nguyen Phu Trong; at the same time, he believed that the Party and State of Vietnam will continue to inherit the legacy of the late General Secretary, achieving even greater new achievements in the cause of innovation and socialist construction.

At the same time, General Secretary and President To Lam affirmed his wish to join General Secretary and President of China Xi Jinping and senior Chinese leaders in inheriting and promoting the long-standing tradition of friendship between the two Parties and two countries, orienting the Vietnam-China relationship to enter a new stage of increasingly stable, sustainable and long-term development.
Sharing about the series of meaningful activities at the first stop in Guangzhou City (Guangdong), General Secretary and President To Lam emphasized that the visit took place on the occasion of the 100th anniversary of President Ho Chi Minh's departure to Guangzhou after 13 years of finding a way to save the country to prepare politically, ideologically and organizationally for the Vietnamese revolution, and also on the occasion of the 79th anniversary of the August Revolution, demonstrating the Party and State of Vietnam's appreciation for China's valuable coordination and support for the Vietnamese revolution in historical periods.
General Secretary and President of China Xi Jinping emphasized that the glorious years of President Ho Chi Minh created a "close Vietnam-China relationship, both as comrades and brothers".

Regarding the relationship between the two Parties and the two countries, the two General Secretaries and Presidents expressed their delight that, especially after the two historic visits by the top leaders of the two Parties in 2022 and 2023, the bilateral relationship has maintained a positive development momentum, achieving many bright spots in the right direction of "6 more", including: higher political trust, more substantive defense and security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, and better control and resolution of disagreements.

Emphasizing that in the context of complex and unpredictable developments in the world and region, General Secretary and President To Lam affirmed that Vietnam will consistently and persistently pursue a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversify and multilateralize foreign relations, and adhere to the "4 no's" defense policy.
General Secretary and President of China Xi Jinping strongly affirmed that China persists in its policy of friendship with Vietnam, always considering Vietnam a priority direction and strategic choice in its neighborly foreign policy.
The two leaders had in-depth discussions on major orientations to enhance trust, consolidate friendship, improve the effectiveness of substantive cooperation in all fields, maintain peace and stability at sea, and continue to develop Vietnam-China relations in a healthy, stable and sustainable manner in accordance with the motto of "16 words" and the spirit of "4 goods".
The two General Secretaries and Presidents reached high consensus on enhancing political trust, maintaining regular exchanges and contacts between senior leaders of the two Parties and two countries; attaching importance to the strategic orientation role of the Party channel for the overall bilateral relations between the two countries; continuing to deepen theoretical cooperation, through mechanisms such as theoretical seminars between the two Parties, promptly sharing the latest theoretical and practical achievements of each Party and each country, which have practical significance in contributing to the cause of each Party and each country.
Strengthening cooperation in building large, highly symbolic projects
The two leaders emphasized the importance of strengthening and promoting substantive cooperation areas. Accordingly, the two sides agreed to continue to strengthen security and defense cooperation, promote economic, trade and investment cooperation, including promoting the connection of “two corridors, one belt” with “the belt, the road”, enhancing the connection of railway and road infrastructure, enhancing supply chain cooperation, economic cooperation between border provinces, and enhancing exchanges on state-owned enterprise reform.
General Secretary and President To Lam suggested that the two sides strengthen cooperation in building large, highly symbolic projects that are commensurate with political trust and demonstrate China's level of development and advanced science and technology; proposed that China provide preferential loans, technology transfer, support human resource training, and quality investment in Vietnam's key transport infrastructure projects; and strengthen investment cooperation in areas where China has many advantages such as green economy and digital economy.
General Secretary and President of China Xi Jinping affirmed that China is ready to increase imports of Vietnamese agricultural products, expand trade promotion offices in China; China creates favorable conditions for high-quality Vietnamese agricultural products to access the Chinese market.
Emphasizing that the two countries are looking forward to celebrating the 75th anniversary of the establishment of diplomatic relations in 2025, the two General Secretaries and Presidents agreed on the need to further strengthen people-to-people exchanges, promote understanding and friendship between the two peoples, especially the young generation; and agreed to identify 2025 as the "Vietnam-China Humanitarian Exchange Year".
Respect each other's legitimate interests in the East Sea
The two General Secretaries and Presidents had in-depth discussions on many international and regional issues of mutual concern, emphasizing coordination and mutual support at multilateral forums and international mechanisms on the basis of the legitimate interests of the two countries and actively contributing to the common interests of the international community.
Regarding maritime issues, the two sides had sincere and frank discussions, agreeing to effectively implement the high-level common perceptions that have been reached, and make efforts to better control and resolve disagreements. General Secretary and President To Lam suggested that the two sides should respect each other's legitimate interests, resolve disagreements by peaceful means, comply with the UN Charter, international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS 1982); seriously and fully implement the Declaration on the Conduct of Parties in the East Sea (DOC) and promote a substantive, effective Code of Conduct of Parties in the East Sea (COC) in accordance with international law and UNCLOS 1982.
