Efforts to bring national grid electricity to rural, mountainous and island areas

Bringing electricity to rural, mountainous and island areas is a policy that the Party and Government pay special attention to, creating an important step in the electrification process. In recent times, the program of supplying electricity to rural, mountainous and island areas of Vietnam has not only contributed to hunger eradication and poverty reduction but also contributed to sustainable development for rural, mountainous and island areas.

In 2013, the Prime Minister issued Decision No. 2081/QD-TTg dated November 8, 2013 approving the Rural, Mountainous and Island Electrification Program for the 2013-2020 period, followed by Decision No. 1740/QD-TTg in 2018 approving the Target Program for Rural, Mountainous and Island Electrification for the 2016-2020 period, which can be considered the final stage for Vietnam's Rural Electrification Program.

Bringing the national grid to rural areas has strongly promoted the construction of new rural areas in localities.

According to the Ministry of Industry and Trade, in the 2016 - 2020 period, the central budget mobilized for the program was 4,743 billion VND along with counterpart capital from investors. The program has achieved encouraging results: 17/17 communes were supplied with electricity, reaching 100% of the plan; supplying electricity to the islands: Ly Son (Quang Ngai), Bach Long Vy (Hai Phong), Nhon Chau (Binh Dinh), Cu Lao Cham (Quang Nam), Tran and Cai Chien islands (Quang Ninh). The number of households supplied with electricity from sources in the recent period was 204,737/1,076,000, reaching 19% in the area of ​​3,079 villages and hamlets in 1,107 communes.

In rural areas, the percentage of households using electricity as of December 31, 2019 reached 99.26%; only about 0.74% of rural households do not have access to electricity. By the end of 2023, 100% of communes nationwide will have electricity, the number of rural households using electricity will reach 99.6%.

According to a report by Vietnam Electricity Group (EVN), Vietnam's current electricity coverage is higher than that of some countries in the region. EVN has provided electricity to 100% of communes. The number of households with electricity and using electricity increased from 97.31%, equivalent to 19 million households (in 2010) to 99.47%, equivalent to 27.41 million households (June 2019). Of which, the number of rural households with electricity increased from 96.29%, equivalent to 13.26 million households (in 2010) to 99.18%, equivalent to 16.98 million households (June 2019).

It can be said that Vietnam has been successful in providing electricity to rural households, remote areas, border areas and islands. This result was achieved under the wise leadership of the Party, the close direction of the Government, the close supervision of the National Assembly; the coordination of ministries, branches and localities, along with the efforts of the Vietnam Electricity Group, the support of international organizations and related businesses and individuals.

Electricity changes the face of the countryside

Implementing the direction of the Government and the Ministry of Industry and Trade, the development of the rural power grid system has "changed the face" of rural Vietnam. Rural power grid has erased geographical distance, people in remote areas, mountainous and island areas have access to information, access to science and technology to develop the local economy.

In Son La province, the locality has made rural electricity supply a key task and a key socio-economic target for the 2016-2020 period. By 2020, the rural electricity supply project from the national grid in Son La province had invested in providing new electricity to 16,528 households; upgraded safe electricity for 1,012 households; and increased the rate of households using electricity in the area from 86.7% in 2015 to 97.5% in 2020.

These results have greatly contributed to the 5.46% economic growth of Son La province in the 2016-2020 period, of which 6.08% in 2020 alone, ranking 3rd out of 14 provinces and cities in the Northern midland and mountainous region and 12th nationwide.

For Phu Tho, from a province with a low rate of rural households using electricity, up to now, 100% of residential areas have electricity and rural households use the national grid as a result of the rural electrification program implemented by Phu Tho Electricity Company for many years.

Regarding this issue, Mr. Nguyen Quang Lam - Director of Phu Tho Electricity Company said: "Electricity is one of the 19 criteria of a new rural commune, and at the same time is an important infrastructure, supporting and promoting the completion of other criteria. Therefore, the development of the rural power grid system is one of the key tasks set forth by the province and focused on implementing the policy of building new rural areas.

The effectiveness of bringing electricity to rural areas can be clearly seen through the profound changes in the daily lives of farmers; from helping people change their economic structure, change the scale and practices of farming, raising livestock, increasing crop productivity, and processing agricultural and forestry products, and increasing income for people in rural areas.

Bringing electricity to disadvantaged areas has contributed to changing the face of rural areas, improving people's lives, and at the same time, promoting socio-economic development. Thanks to the program of bringing electricity to rural areas, people in remote communes have risen up to develop their economies, eliminate hunger and reduce poverty. With stable economic conditions and electricity, people buy and use many electrical appliances for their daily lives.

In Lang Son province, in recent years, with various sources of capital, the Lang Son electricity sector has focused on investing in electricity projects, notably the project to supply electricity to rural areas from the national grid. Currently, 100% of communes in the province have electricity; the number of villages with electricity is 1,662/1,662, reaching 100%. The number of households with electricity in the whole province is 202,600/203,134 households, reaching 99.74%, of which the rate of rural households using the national grid is 99.65%; the number of rural households without electricity is 530 households, equal to 0.35%.

Bringing the national grid to rural areas has strongly promoted the construction of new rural areas in the area. As of December 31, 2023, in the whole Lang Son province, 154/181 communes met the new rural criterion No. 4 on electricity, equal to 85%, an increase of 32 communes compared to 2022, the remaining 27 communes have not met criterion 4. (of which only 02 communes met criterion 4.1; only 24 communes met criterion 4.2 and 01 commune did not meet both criteria).

In 2023, a total of 10/10 communes according to the province's new rural construction plan have completed implementation and 5 communes building advanced new rural areas have all met criterion 4, advanced criterion 4 on electricity.

From the above results, it can be seen that the Target Program for providing electricity to rural, mountainous and island areas not only contributes to hunger eradication and poverty reduction but also contributes to sustainable development for rural, mountainous and island areas.

Rural electrification helps people change their crop structure, change the scale and practices of farming, aquaculture, increase crop productivity and agricultural and forestry processing, and increase income for rural people. Electricity also helps traditional craft villages use machines to replace human labor, promote traditional products and expand new industries. Audio-visual equipment is increasingly used in farmer families, improving cultural life, raising people's knowledge, bringing fundamental and long-term benefits to localities, and laying the foundation for building new rural areas.
