Being a village in area 135 of Tan Hop commune, Lang Cau is more than 7 km from the commune center. The village has 142 households with over 600 people, 100% of whom are Dao ethnic people. In previous years, the rate of poor and near-poor households accounted for over 50%, the population was scattered, and transportation was difficult. The main village road was narrow, overgrown, dense, full of rocks and "potholes" precariously located on the mountainside. It was difficult to ride a motorbike in the sun, but in the rain the road was muddy and slippery, so one could only walk.

The daily food of the villagers is mostly self-sufficient, because the roads are difficult to travel, so trade is still limited. Elected as the village chief of Lang Cau since 1985, Mr. Ban Van Kim always wondered what he should do and how to improve the material and spiritual life of the villagers.

When the government had a policy of solidifying rural roads, Mr. Kim and representatives of associations and organizations went to each house to mobilize, organized village meetings, propagated, and mobilized people to donate land and contribute money and labor to participate in the construction of new rural areas. Based on the source of cement, sand and gravel that the government supported to the foot of the project, Mr. Kim discussed with the village leaders to develop a plan, estimate and publicly announce the financial plan to all households about the road construction plan.

In particular, all households in the village are involved in supervising the construction in groups and on each road section. Like a shuttle going back and forth from village to village, when organizing meetings to propagate and mobilize people, when rolling up their sleeves to work with people to build infrastructure, open roads, etc. The image of the village chief, close, honest but quick and decisive, has become a spiritual support and belief for the Dao people of Lang Cau.

From 2019 to now, the people of Lang Cau have contributed over 3.2 billion VND, more than 10,000 working days, and donated over 20,000 m2 of land to complete the construction of a 7 km long inter-village concrete road. Of which, Mr. Kim's family alone donated over 2,500 m2 of land and contributed over 40 million VND in cash to solidify the village road. With a road, the products made by the people of Lang Cau village not only serve the lives of each family but have also become commodities, contributing significantly to promoting socio-economic development.

Ms. Ban Thi Pham - Lang Cau village, Tan Hop commune, Van Yen district shared: In the past, the life of the villagers was very difficult, the roads were difficult to travel. In recent years, Mr. Kim mobilized everyone in the village to contribute money and effort to build a new countryside, with new roads, people can travel more easily, the economy has also developed much more.

People's lives are gradually improving.

Carrying out the campaign to build new rural areas, Mr. Ban Van Kim persistently went to each house to persuade people to move livestock pens away from their houses, build sanitary facilities according to standards, practice family planning, avoid early marriage and incestuous marriage, and maintain the implementation of cultural village conventions.

Faced with the reality that villagers have no place for community activities, and children have no place to play, socialize, or participate in summer activities, Mr. Kim donated over 1,500 square meters of his family's land to build a village cultural house and classrooms for the children. Since the cultural house was built, activities, meetings, and training have become more convenient, and everyone in the village is excited.

Mr. Ban Van Kim - Lang Cau village, Tan Hop commune, Van Yen district confided: "When the cadres propagandized about building new rural areas, I volunteered to set an example first and then encouraged everyone to follow. After a while, everyone in the village actively responded to building new rural areas, eliminating backward customs."

Following the exemplary village chief's advice, the villagers of Lang Cau village pay special attention to preserving and promoting the cultural values ​​of the Dao people. At the same time, they practice civilized lifestyles such as not holding lavish and prolonged funerals; not demanding expensive weddings; young men and elders in the village do not drink alcohol; do not organize gambling during festivals... Just like that, from small to big things, Mr. Kim and the villagers strive to complete them. Thanks to that, the face of the village has changed in a positive direction, for many years in a row Lang Cau village has led the villages in implementing activities and movements well.

Believing that party work is the core in developing new factors and promoting the movement, Mr. Ban, as the village Party cell secretary, has always actively worked with the Party Committee to discover, nurture, and introduce outstanding people for the Party to consider admitting. From a party cell with 5 party members, the Lang Cau village party cell has now grown to 24 party members. During the last term, the party cell, the village, and mass organizations have all achieved clean and strong status. Every year, the village has exceeded its budget revenue targets, no one has a third child, children go to school at the right age, there are no more backward customs in funerals and weddings, no drug addiction, gambling, or theft.

The Dao ethnic people in the village always believe in and comply with all policies and guidelines of the Party, policies and laws of the State, joining hands to build new rural areas. With 37 years of experience as Party cell secretary and village chief, Mr. Ban Van Kim has received a certificate of merit from the Prime Minister for implementing the movement to study and follow the moral example of Ho Chi Minh; a certificate of merit from the Yen Bai Provincial Party Committee for his achievements in Party building, a certificate of merit from the Chairman of the Yen Bai Provincial People's Committee for implementing new rural areas and the movement to donate land for rural roads, and many certificates of merit from the district and commune.

At the age of 64, Mr. Ban Van Kim still looks strong and agile. Although he will no longer be re-elected as village chief in 2023, with his good health and many years of working experience, enthusiasm, determination and always listening to the people's thoughts, Mr. Kim still plays the role of a person with lasting prestige, helping the young generation in the village build and maintain movements to continue to lead Lang Cau to develop more and more and become a solid support for the whole village.
