In recent times, Dong Linh commune has been one of the bright spots of Thanh Ba district in implementing poverty reduction work, supporting people to escape poverty sustainably. From 9.6% of poor households, 4.8% of near-poor households (in 2023); up to now, the commune's poverty rate has decreased to 4.99%, near-poverty has decreased to 2.87%; the commune has two residential areas with "no" poor households...
The 2.5km long road connecting zone 3 of Dong Linh commune to Dai An commune, Thanh Ba district is under construction, creating favorable conditions for local people to trade goods and develop the economy.
As a commune benefiting from Program 135, Dong Linh has a lower socio-economic starting point than the district's average, and the rate of poor and near-poor households is still high. In recent years, identifying poverty reduction as a key and continuous task, practically promoting local socio-economic development, the Party Committee, government and people of Dong Linh commune have focused on promoting the potential and strengths of the locality; flexibly applying and effectively implementing policies, programs and projects of the district, province and central government; promoting propaganda about the purpose and significance of poverty reduction to all classes of people and the poor to arouse the will to self-reliance and escape poverty; integrating support capital sources from national target programs to develop the economy in the direction of focusing on local strengths such as agriculture, small-scale industry, etc.
One of the practical solutions that the commune has effectively implemented in the area is to mobilize resources to invest in infrastructure construction, especially the rural transport system. In 2024, the commune built and completed 2 inter-zone roads (in zones 4 and 2, total length of 324 meters, implementation cost of over 1 billion VND); started construction of 2 inter-commune roads (Dong Linh to Dai An and Dong Linh to Dong Xuan, total length of 4.8km, implementation cost of nearly 27 billion VND). These are important routes that contribute to creating favorable conditions for people to trade goods, access essential services, increase supply-demand connectivity with other markets, creating opportunities for the locality to exploit its potential in economic development.
Along with focusing on infrastructure construction, in order to do a good job of poverty reduction, every year, the commune also promotes the dissemination of preferential credit loan programs to the people; implements a variety of livelihood support projects to support poor and near-poor households of working age. In the period of 2022 - 2024, the locality has effectively implemented Project II (livelihood support) under the National Target Program on Sustainable Poverty Reduction for the period of 2021 - 2025, helping poor households in the area to be supported with breeding cows to develop the economy and stabilize their lives; creating conditions for 120 poor and near-poor households to borrow preferential loans from credit institutions and social policy banks with a total entrusted capital of 4.8 billion VND. Ms. Nghiem Thi Tuyet Thom (Zone 1, Dong Linh Commune) from a household without production land, unstable income, through propaganda, mobilization, understanding preferential loan policies for poor households, she boldly invested in economic development, striving to stabilize her life. At the end of 2023, her family applied to escape poverty.
Ms. Thom shared: When she learned about my family's difficulty in having no land for production, the Commune Youth Union advised and encouraged me to learn about preferential loan policies for poor households to develop the economy. Therefore, in 2021, I completed procedures to borrow 90 million VND from the District Social Policy Bank to rent land, develop acacia planting model, and raise pigs for breeding. Despite many difficulties, I was encouraged by commune officials to participate in training courses on transferring techniques for planting, raising, breeding pigs, preventing diseases and ensuring hygiene, etc. My family's economic model gradually developed and provided a stable income of 8 - 9 million VND/month.

Like Nghiem Thi Tuyet Thom's family, currently 72.5% of the labor force in the commune has been trained and passed on a profession. In order to maintain and effectively implement vocational training and job creation, every year, the Commune People's Committee coordinates with units and organizations to enroll 1-2 vocational training classes for rural laborers in need, with 35 students per class; coordinates with the Provincial Employment Service Center to promptly inform about labor recruitment and supply programs; promotes production development in the direction of linking with product consumption... Most students after vocational training are accepted to work at production, business and enterprise establishments in the area, have stable jobs and income.
Comrade Nguyen Van Tuan - Chairman of Dong Linh Commune People's Committee said: Currently, the average income per capita in Dong Linh reaches 42 million VND/year. Through review, the locality determined that the remaining poor and near-poor households in the area are mainly due to old age, illness, lack of employment, etc. On the basis of promoting the achieved results and overcoming shortcomings in poverty reduction work, in the coming time, Dong Linh commune will continue to focus resources to effectively implement the National Target Program on sustainable poverty reduction; promote the restructuring of crops and livestock with high economic value; focus on effectively implementing programs and projects to support the poor in developing production. The commune strives to reduce the rate of poor households to below 3.8% by the end of 2025, and the rate of near-poor households to 1%.
