This is the statement of the People's Council delegate Truong Viet Dung - Chief of Office of the Hanoi People's Committee at the meeting with voters of Hoang Mai district on November 26, 2024. Mr. Truong Viet Dung said that in the coming time, Hoang Mai district will be the first unit of Hanoi to conduct a thematic report to the People's Council and the People's Committee of the city on resolving backlogged projects that have caused waste that voters have been requesting for many years.
Waste of investment
In the article “Fighting Waste”, General Secretary To Lam mentioned issues that few people mentioned, such as: Waste due to lack of planning, inefficiency in public investment, or abandoned projects that are not used… The article also clearly stated that this waste is not simply a loss of assets but also creates injustice in society.
Five investment projects of the city are slow to be implemented and put into use, and the Chairman of the City People's Committee personally directed departments, branches and sectors to join hands to resolve them. Two of them are in Hoang Mai.
The most typical example is Linh Dam Urban Area, invested by HUD. In June 1994, the Prime Minister issued Decision No. 304/TTg on land allocation to the Housing and Urban Development Company (now the Housing and Urban Development Investment Corporation - HUD) to implement the Linh Dam Lake project. On June 15, 1997, the Housing and Urban Development Company started construction of the Bac Linh Dam residential area. By 2000, the Linh Dam peninsula area was also under construction.
According to the initial planning, Linh Dam urban area with an area of about 184 hectares includes: Linh Dam tourist village 6.65 hectares, offices and luxury housing 8.4 hectares, villas 7.66 hectares, Bac Linh Dam residential area 10 hectares, cultural, commercial and hotel area 12.44 hectares, green area, amusement park 35.3 hectares; the remaining area is Linh Dam lake 74 hectares. In early 2009, the Ministry of Construction issued Decision 74/QD-BXD on recognizing Linh Dam New Urban Area as a model new urban area along with Phu My Hung urban area in Ho Chi Minh City.
But over the past 15 years, people have lost the image of the once “livable” urban area of the capital’s residents. The title of Model Urban Area is just a sad memory for both the investor and the residents living here. The investor HUD only cares about building houses, selling them for money and is almost not interested in developing the technical infrastructure according to urban area standards. This urban area lacks schools, parking lots, and green space… the pressure is heavy on the shoulders of the ward and district authorities.
Recently, after the City People's Committee worked with HUD and leaders of the Ministry of Construction many times, HUD was forced to hand over to the Hoang Mai District People's Committee 19 plots of land, including 18 plots in Hoang Liet Ward with the following functions: schools, parking lots, public culture, trees, markets... To resolve the situation, the Hoang Mai District People's Committee had to use budget capital to build 4 plots as schools in Hoang Liet Ward.
There are still 16 land plots that HUD has transferred infrastructure to secondary investors, stuck in the situation of "going to the mountain, coming back to the river" for 15-16 years now, unable to implement. The city has issued Notice No. 953-TB/BCSĐ dated November 8, 2021 of the Party Committee of the City People's Committee and Document No. 4025/UBND-DT dated November 15, 2021, Notice No. 296/TB-VP dated June 26, 2023 of the City People's Committee, but when secondary investors can implement the project is still an unanswered question.
Another waste of land that Hoang Mai district voters have repeatedly petitioned to National Assembly deputies, City People's Council, and District People's Council is the Vinh Hoang Apartment Project (Vinh Hung Ward). The land area is 127,587m2, the construction area is 55,978m2, with a total investment of up to 5,000 billion VND, invested by Hanoi Housing Development Construction Investment Joint Stock Company No. 7.
About 10 years ago, the Company sold houses to people but there were still some items that had not been cleared (mixed public housing area, kindergarten area, planned road); maintenance and upkeep of Vinh Hoang Lake Park's technical infrastructure were not carried out regularly, causing loss of aesthetics.
Hoang Mai District People's Committee has issued documents: No. 1087/UBND-QLDT dated April 19, 2024, No. 1977/UBND-QLDT dated June 28, 2024 requesting the City People's Committee to approve Hanoi Housing Company No. 7 to hand over the technical infrastructure of Vinh Hoang Lake Park to the District People's Committee for management, maintenance, upkeep and renovation to ensure the landscape, but is still... waiting and waiting.
After many years of rapid urban development, Hoang Mai district has seen dozens of projects slow down, land fallow, causing environmental pollution, and residents lack schools, playgrounds, and trees.
Regarding traffic infrastructure, more than 10 years since the commencement date, up to now, the investment project to build Ring Road 2.5 in Hoang Mai district, implemented under the Build-Transfer (BT) contract, only has 5% of the volume left to be handed over and put into use. Although the investor Hoang Ha Construction Company Limited declared that it was ready to complete the project, up to now, after many petitions from Hoang Mai voters, the road is still unfinished and no one knows when it will be completed.
It is known that the City People's Council Delegation, Constituency No. 8 (Hoang Mai District) has informed the people about the plan to monitor the long-stalled projects in the area.
Innovative approach
To combat investment waste, the City People's Committee assigned the Department of Construction to implement the topic: "Solutions to promote the management and use of public works in urban areas in the City for the period 2021 - 2025" issued with Decision No. 3383/QD/UBND dated September 19, 2022.
Accordingly, relevant units must review, synthesize, and report on investment in the construction of public works in urban areas under their management, clarify the responsibilities of investors for investment in the construction of public works in each specific project; causes of delay, solutions to overcome and remove obstacles.
It is time for the latest directive of the Chairman of the Hanoi People's Committee to departments, branches, sectors and localities on waste prevention to be implemented drastically. Units need to have a new approach according to their authority, proactively review with the highest responsibility, ensure that the city's resources and potential become the driving force and resource to promote the capital's development, truly bringing benefits to society.
