Proposal to adjust electricity prices every 2 months to avoid sudden changes |
The Ministry of Industry and Trade is seeking comments on a draft Decree regulating the mechanism, adjustment time, basis for establishing and adjusting average retail electricity prices.
The draft report stated that the amendment of some contents on the mechanism, adjustment time, basis for establishing and adjusting the average retail electricity price inherits the provisions of Decision No. 05/2024/QD-TTg and is consistent with the provisions of the Electricity Law No. 61/2024/QH15 as well as arising in practice.
According to this draft, the relevant regulations on public announcement of electricity production and business costs in year N-2 in Articles 3, 5, and 7 compared to Decision No. 05/2024/QD-TTg are amended and supplemented to comply with the Electricity Law No. 61/2024/QH15 and to clarify the subject implementing public announcement of electricity production and business costs in year N-2 to ensure compliance with the provisions in Clause 3, Article 52 of the Electricity Law No. 61/2024/QH15.
The contents to be publicly announced include: actual costs of implementing the stages (power generation, power transmission, power distribution - retail, power system dispatch and power market transaction management, industry management - operation) and other costs specified in Clause 2, Article 4 of this Decree; average retail electricity price implemented by Vietnam Electricity Group; business results of loss and profit in electricity production and business activities of Vietnam Electricity Group; costs not included in electricity prices since the most recent adjustment but accounted for in the cost of electricity production and business of Vietnam Electricity Group; costs not included in the cost of electricity production and business of Vietnam Electricity Group".
In particular, the draft proposes to amend the principles on the level and time of adjusting the average electricity price in Article 3 to comply with Point a and Point c, Clause 2, Article 52 of the Electricity Law No. 61/2024/QH15: "Retail electricity prices are reflected and adjusted promptly according to actual fluctuations in input parameters, compensating for reasonable and valid costs with reasonable profits to preserve and develop the business capital of enterprises in accordance with the socio-economic conditions of each period and the level of the competitive electricity market";
At the same time, it is consistent with the direction of the Government Standing Committee on avoiding jerky adjustments in the process of adjusting electricity prices, which can be adjusted many times a year. On the other hand, currently the input parameters in calculating electricity prices have quite large fluctuations in a short period of time and need to be reflected promptly to limit the impact of input parameters on the level of electricity price adjustment.
Therefore, the Draft Decree is revised as follows: “When the average electricity price increases by 2% or more compared to the current average electricity price, the electricity price is allowed to be adjusted upward;
The minimum time for adjusting the average electricity price is 02 months from the most recent electricity price adjustment.
Currently, the implementation of the mechanism for adjusting the average retail electricity price is carried out according to the provisions of Decision No. 05/2024/QD-TTg dated March 26, 2024 of the Prime Minister, formerly Decision No. 24/2017/QD-TTg dated July 30, 2017 of the Prime Minister stipulating the mechanism for adjusting the average retail electricity price.
In 2024, the unit operating the power system and managing electricity market transactions will be separated from Vietnam Electricity Group to become the Power System and Electricity Market Operation Company Limited. At the same time, the Electricity Law No. 61/2025/QH15 also stipulates that the Ministry of Industry and Trade prescribes the method of preparation, records, order and procedures for approving the price of power system operation and management services and the price of electricity market transaction management services.
