Proposal to expand Dong Dang - Tra Linh expressway to four lanes

After starting construction of the first phase of the Dong Dang - Tra Linh expressway with two lanes, the project investor proposed expanding it to four lanes in the second phase.

The consortium of investors Deo Ca Group Joint Stock Company and three other enterprises has just proposed to synchronously invest in the Dong Dang - Tra Linh expressway passing through Lang Son and Cao Bang provinces with a scale of four complete lanes under the public-private partnership (PPP) method.

The Dong Dang - Tra Linh Expressway Project Phase 1 started on January 1, including the construction of a new 93 km section from Tan Thanh Border Gate Intersection, Van Lang District, Lang Son Province, to National Highway 3 Intersection, Chi Thao Commune, Quang Hoa District, Cao Bang Province. The project has two lanes, a roadbed width of 13.5 m, and is invested in the form of PPP, with the investor contributing 31% of the capital.

According to the investor's proposal, phase two includes two component projects. Component project one includes widening a 93 km section, from 13.5 m to 17 m with four expressway lanes and the arrangement of intermittent emergency lanes. The total investment is more than VND 4,340 billion from the state budget.

The second component project will build a new 27 km stretch from Quang Hoa district to Tra Linh border gate, Cao Bang province under the PPP method, with a 17 m wide roadbed with four expressway lanes and an intermittent emergency lane. The total investment is about VND5,600 billion, of which the state budget is VND3,900 billion, the remaining capital will be arranged by the investor.

The Dong Dang - Tra Linh Expressway project phase one has been implemented by the relevant parties, and the project enterprise is signing a credit contract with VP Bank. According to the investor consortium, if the phase one project is adjusted to expand to four lanes, it will affect the contract signing and credit disbursement, so it is proposed to separate the phase two project.

The distance from Hanoi to Cao Bang is 280 km, taking 5-6 hours by car. After the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressways are completed, it is estimated that the travel time from Hanoi to Cao Bang will be reduced to 2-2.5 hours.

In February, the Prime Minister assigned the Ministry of Transport to preside over research on investment plans to upgrade expressways that have been invested in stages to reach the scale of complete expressways, focusing on investing as soon as possible in two-lane expressways.

There are several two-lane highways in operation nationwide, including Cam Lo - La Son and La Son - Tuy Loan. The Tuyen Quang - Ha Giang and Dong Dang - Tra Linh two-lane highway projects are being implemented.
