In recent years, the number of road passenger transport vehicles in the province has grown rapidly, meeting social needs. However, to improve service quality, ensure traffic safety and order, and create fair competition in operations, it is necessary to strengthen inspection and control of this business sector.

In 2024, the Quang Tri passenger transport business market will become more vibrant after GSM Green and Smart Mobility Joint Stock Company invested in nearly 200 electric taxi service vehicles to serve local people.
According to Mr. Truong Xuan Thang, a driver of the company, after 3 months of using the electric taxi service, with the advantages of being environmentally friendly, quiet, odorless, and saving operating costs, it has brought practical benefits, so more and more customers choose to use the service. On average, he takes his car to the charging station once a day, at a cost of about 110,000 VND. With this amount of electricity, he can run 280 km.
Also because of the low fuel cost, the electric taxi fare is cheaper than traditional taxis by 2,000 - 3,000 VND/km. “On average, I transport 15 - 25 passengers per day, depending on the weather. Customers use the service mainly in Dong Ha city and some neighboring districts. With this number of passengers, the monthly income ranges from 8 - 15 million VND,” said Mr. Thang.
Road passenger transport services in the province are increasingly diverse and modern, ensuring safe operations, meeting people's travel needs, and contributing to reducing traffic accidents.
According to the Department of Transport, the province currently has 33 fixed inter-provincial passenger transport routes from Quang Tri to 17 provinces and cities with 35 transport units in and outside the province participating in the operation; Quang Tri province alone has 11 units participating in fixed-route passenger transport operating on 38 routes (21 inter-provincial routes, 17 intra-provincial routes) with 243 vehicles; 1 bus passenger transport business unit on 2 bus routes with 10 vehicles; 8 taxi passenger transport business units with 350 vehicles; 14 contract passenger transport business units with 319 vehicles. The province is also completing procedures to soon put into operation the Hue - Quang Tri inter-provincial bus route.
However, the increase in the number of vehicles operating in the passenger transport business by road also reveals some shortcomings and limitations such as: stopping, parking, picking up and dropping off passengers in the wrong places; the problem of "illegal buses and stations" has not been completely resolved.
In particular, the situation of passenger transport vehicles not registered for transport business, operating in groups on social networks in the form of "pooled vehicles", picking up and dropping off passengers at their destination is becoming more and more common.
According to Le Vinh Thinh, Deputy Chief Inspector of the Quang Tri Department of Transport, there are currently legal regulations on the form of shuttle vehicles, so some units and individuals circumvent the law and disguise themselves in many forms of passenger transport, but the inspection and control force of the authorities is thin, so they cannot control everything.
In the province, there are some fixed-route passenger transport vehicles that have to pay fees at both ends of the station, and cannot compete with the floating transport vehicles outside, so they leave the route; some vehicles that unload 16-seat vans also participate in transporting people; contracted service vehicles that pick up passengers of individuals are not under the management of any agency.
Although this passenger transport service has certain conveniences, it also has many potential risks of traffic safety and security, causing unfair competition. Regarding this issue, in recent times, bus stations have regularly monitored and made recommendations to the traffic police about vehicles that do not comply with regulations on passenger transport business for handling.
Currently, the Department of Transport Inspectorate is conducting specialized inspections of 4 passenger transport businesses and cooperatives. The inspection contents include legal conditions, vehicle management conditions, vehicle drivers, operations of the traffic safety management department, price listing, fire prevention and fighting... to correct road passenger transport business activities.
In the coming time, to improve the state management of registration of passenger transport vehicles, the department will continue to focus on disseminating regulations on transport business to vehicle owners; coordinate with the traffic police force to synchronously implement solutions such as tightening transport management; strengthening the inspection of data from journey monitoring devices and cameras; supervising training and improving the professional skills of drivers and service staff on vehicles; granting transport business licenses and vehicle badges according to regulations, and strictly handling violations.
