According to the feedback from Hanoi voters, the project to upgrade the Duong River waterway, invested by the Road Project Management Board, has started construction of the bridge section; the approach road section in Gia Lam district is being implemented.
Accordingly, the project site clearance boundary is divided into two phases, causing difficulties in compensation and resettlement. Therefore, voters request the Ministry of Transport to consider allowing the Railway Project Management Board to implement site clearance in one phase.

Responding to this petition of Hanoi voters, the Ministry of Transport said that the Duong River Waterway Transport Upgrade Project is an important project to increase the capacity of waterway transport on waterway corridor No. 2, separating the road bridge from the railway bridge to improve traffic conditions connecting across the Duong River on the vital traffic route in the North of Hanoi, ensuring traffic safety and avoiding congestion, gradually completing the capital's traffic network according to the planning orientation.
With the role and objectives of the project, after receiving comments from the Hanoi People's Committee, the Ministry of Transport approved the project investment policy; after receiving a document summarizing opinions and recommendations from the Standing Committee - Vietnam Fatherland Front Committee of Hanoi, the Ministry of Transport approved the project investment.
Accordingly, the Duong road bridge project is invested by the Ministry of Transport to restore the existing road bridge infrastructure; the phased plan in phase 1 invests and implements site clearance (GPMB) corresponding to one unit, the Hanoi People's Committee will GPMB and invest in the remaining unit. Compensation, support and resettlement work is divided into a separate sub-project organized and implemented by the Hanoi People's Committee according to regulations. Currently, the Railway Project Management Board is implementing the construction.
Regarding the voters' proposal to implement land acquisition and clearance at one time for both units, the plan will create more favorable and stable conditions for people in the planning area for the construction of the Duong road bridge project. The Ministry of Transport has sent a document requesting the Hanoi People's Committee to agree on the policy of land acquisition and clearance at one time for both phases and to arrange the Hanoi city budget to implement the second phase of the Duong road bridge project according to the principle of integration with the central budget allocated to the Ministry of Transport.
However, in Document No. 4232/UBND-TNMT dated December 22, 2023, the Hanoi People's Committee has not yet determined the implementation roadmap for phase 2 of the project, nor has it balanced Hanoi's capital resources for implementation.
"The Ministry of Transport acknowledges the opinions of Hanoi voters and continues to work with the Hanoi People's Committee to handle the issue. At the same time, it is requested that the Hanoi National Assembly Delegation agree and recommend that the Hanoi People's Committee allocate the capital for the second phase of land acquisition and clearance under the city's responsibility to clear the site at once as requested by voters," the Ministry of Transport's dispatch stated.
