On February 14, continuing the program of the 9th Extraordinary Session, the National Assembly discussed in groups the supplementary project on socio-economic development in 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong railway project; draft Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities; special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.
Commenting on the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City, delegate Vu Hong Thanh, Chairman of the Economic Committee of the National Assembly, National Assembly delegate of Quang Ninh province, agreed with the need for a specific mechanism to develop the railway network system in the two cities to solve the problems of traffic congestion and environmental pollution. The delegate requested to clarify the content of urban railways and accompanying policies when implementing projects; clarify the advantages and disadvantages of policies on urban development according to the TOD model.
Clarifying the contents of the supplementary project on socio-economic development in 2025 with the growth target of 8% or more, delegate Vu Hong Thanh said that, through the assessment report at the 8th session, the results of the country's socio-economic development in the last months of the year were very good, contributing to the completion of 15/15 targets, with growth exceeding 7%. Budget revenue exceeded the plan, revenue and expenditure balance was stable; direction and management were very drastic, these were very good signals for the National Assembly to support the Government to adjust socio-economic development.
However, the delegate also noted that the project needs to add solutions to stabilize the consumer price index (CPI) to stabilize the macro economy, avoid affecting market prices, and people's money. In addition, the Government has also issued a resolution assigning targets to each ministry, sector, field, and locality. Accordingly, sectors and localities must also quickly come up with more breakthrough measures and solutions to serve as a basis for completing the set targets after supplementing and amending the growth target.
Participating in the content of the supplementary project on socio-economic development in 2025 with a growth target of 8% or more, delegate Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, emphasized that, closely following the Government's project, Quang Ninh province has identified the focus and key points and raised the growth target to 14%. Delegates are interested in specific immediate and short-term solutions to implement and achieve the growth target. Especially solutions on public investment, attracting FDI capital, developing processing and manufacturing industry.
In addition, the delegate also suggested removing policy shortcomings to encourage domestic enterprises to develop. The delegate also agreed with the addition of specific mechanisms and policies for 10 localities, especially for localities with key economic zones and border economic zones, which need immediate attention and expansion of effective specific policies. The delegate gave an example of the need for Van Don economic zone to develop specific mechanisms to promote its strengths and attract investors.
In addition, delegates also agreed with the content of the National Assembly's draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; and specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.
Delegate Do Thi Lan, Vice Chairwoman of the National Assembly's Committee on Social Affairs, National Assembly Delegate of Quang Ninh Province, said that in order to achieve the growth targets set for 2025, more specific solutions are needed for each sector and the highest determination is needed to complete them. The delegate also agreed with the need for specific policies and mechanisms for economic zones to remove obstacles and develop. The delegate suggested that additional policies and mechanisms need to be clarified and reviewed to suit the locality.
